Malaysia’s Sales Tax and Service Tax (SST) are two different taxes: sales tax applies at a single stage to certain imported and locally manufactured goods, while service tax applies to prescribed taxable services. There is no one SST rate for every purchase or business. A product’s classification and current exemption or rate order matter; a service’s category and any special rules matter. For businesses, registration depends on the activity and its applicable threshold.
This guide reflects Royal Malaysian Customs Department (RMCD) material available as of 9 October 2026. RMCD’s MySST announcements index lists later orders, policies and guides, so check the latest material before relying on a rate or rule for a specific transaction.

What is SST in Malaysia?
SST means Malaysia’s Sales Tax and Service Tax. Although people often use “SST” as if it were one charge, the two taxes have different tax bases and apply at different stages.

- Sales tax is a single-stage tax on taxable goods that are imported or manufactured locally. RMCD says it is imposed at importation or when taxable goods are sold or otherwise disposed of by the manufacturer.
- Service tax applies to prescribed taxable services supplied in the course of business by a taxable person. RMCD’s overview also notes service tax on imported taxable services.
See RMCD’s Understanding SST overview for the official description. The distinction matters: a shopper’s product question generally turns on the good and its classification, while a service provider’s registration and tax obligations depend on the prescribed service category and its rules.

How much sales tax will I pay on a product?
You cannot determine a product’s sales-tax rate from the word “SST” alone, or assume that every item is taxed at the same rate. RMCD’s 2025 transition FAQ says the changes took effect on 1 July 2025 and directs readers to the Sales Tax (Rate of Tax) Order 2025 and Sales Tax (Goods Exempted from Tax) Order 2025. It says goods not listed in either order are subject to 10% under the rules described in that FAQ.
That 10% figure is not a safe substitute for checking the product: RMCD’s announcements index lists subsequent 2026 amendments to rate and exemption orders. A current answer requires checking the applicable classification against the current orders, not just applying a rate from an older summary.
How to check a particular product
- Identify the product and its classification. For an imported or manufactured product, classification can be decisive. If you do not know the relevant tariff code, RMCD’s transition FAQ says you can seek confirmation from the Technical Services Division of the relevant state.
- Check the current rate and exemption orders. Use the applicable Sales Tax (Rate of Tax) Order and Sales Tax (Goods Exempted from Tax) Order, including any amendments listed on MySST’s announcements page.
- Match the answer to the transaction. The tax treatment can depend on the good, its classification, transaction date and applicable exemption. If those facts do not produce a clear answer, ask RMCD or the seller for confirmation rather than assuming a general rate applies.
RMCD’s 2025 sales-tax transition FAQ explains the transition and identifies the orders readers should consult.

No universal checkout-display rule for every consumer transaction is established by the RMCD material cited here. Whether tax applies depends on the good or service, the tax stage, any exemption and the transaction’s facts. The material does not support a blanket claim that every retail purchase incurs a separately displayed SST charge.

If a receipt or quoted price is unclear, ask the merchant what the charge represents and whether the item or service is taxable. For a transaction-specific determination, check with RMCD; the fact that a price includes or mentions SST does not, by itself, establish which tax rule or rate applies.
Which service-tax rate applies?
RMCD’s general service-tax FAQ lists 8% for taxable services generally, with 6% for food and beverage (F&B), logistics, telecommunications and parking. It also lists RM25 per credit or charge card. These are category-specific statements from the FAQ, not a universal rate for every service, and the page does not state a publication date. Later policy changes and special rules may affect a particular service, so verify the current guidance.
| Service category in RMCD’s FAQ | Rate or amount listed | Qualification |
|---|---|---|
| Taxable services generally | 8% | General rate stated in RMCD’s FAQ Service Tax; check category-specific rules and later updates. |
| Food and beverage, logistics, telecommunications, and parking | 6% | Listed exceptions in the same FAQ; confirm that the service fits the relevant category. |
| Credit or charge card | RM25 per card | Amount listed in the same FAQ; check current rules for the card and transaction. |
Separate 2025 guidance gives a 6% rate for specified private healthcare, traditional and complementary medicine, and private allied-health services. That guidance also describes a RM1.5 million threshold over 12 months for the covered newly prescribed services, and says Malaysian citizens are exempt from paying service tax for the specified private healthcare-related category; government-provided healthcare is not subject to it. These statements apply to the described scope, not to healthcare services generally. RMCD has since published healthcare guidance and policy updates, so consult the current material before deciding how a particular bill should be treated.

Which goods are exempt from sales tax?
There is no reliable all-purpose list to reproduce as a short shopper guide: exemptions depend on the goods and the current legal order. RMCD’s 2025 transition FAQ directs readers to the Sales Tax (Goods Exempted from Tax) Order 2025, as well as the rate order. Later amendments may change what is listed, so an older exemption summary may not settle the current treatment.
For a specific product, confirm its classification, then check the current exemption and rate orders. The FAQ says goods absent from both the cited orders are subject to 10% under the 2025 transition rules; because amendments are listed into 2026, verify the current orders before applying that statement to a purchase today.
Do I need to register for SST as a small business?
There is no single threshold that applies to every small business. First establish what the business does: sales-tax registration concerns manufacturers of taxable goods, while service-tax registration depends on whether the business supplies a prescribed taxable service and the threshold for that category. A business should not treat the general service-tax rate as proof that all its services are taxable.
Manufacturers of taxable goods
RMCD’s 2025 transition FAQ says a company manufacturing taxable goods must register under section 13 if the total value of taxable goods sold exceeds RM500,000 in a 12-month period. It also says manufacturers of taxable goods below that threshold may register voluntarily under section 14. The FAQ says registration is through MySST. This threshold is for the manufacturer case described; it is not a general turnover threshold for every business.

Providers of prescribed taxable services
A service provider first needs to determine whether its service is prescribed as taxable. It must then apply the relevant category’s threshold and measurement method. RMCD’s service-tax FAQ describes historical and forward-looking methods for measuring a threshold; the correct method depends on the applicable rules and the business’s circumstances.
For the specified newly prescribed private healthcare, traditional and complementary medicine, and allied-health services, RMCD’s 2025 FAQ gives a RM1.5 million threshold over 12 months. That figure is limited to those described services. Use the current guide for the business category and check later policy updates rather than carrying that threshold over to unrelated services.
For registration decisions, compare the business activity, the taxable value during the relevant 12-month period, the applicable category threshold and the required measurement method. The current FAQ Sales Tax, FAQ Service Tax and relevant current orders or guides are more useful than a threshold copied from a different type of business.
What must a registered business do?
RMCD’s FAQs describe recurring obligations for registered businesses, including invoices, periodic returns and record retention. The exact requirements depend on whether the business is registered for sales tax or service tax and on the applicable current guidance.

- Submit SST-02 returns every two months. RMCD’s service-tax FAQ says the standard taxable period is two months. It says a return is due by the last day of the month following the end of the taxable period, and that a return is required even when no tax is payable.
- Issue invoices with the required particulars. The service-tax FAQ says invoices should be in Bahasa Melayu or English and include prescribed particulars. The sales-tax FAQ provides corresponding invoice basics for registered manufacturers. Check the relevant FAQ for the details that apply to the business.
- Keep proper records for seven years. RMCD’s sales- and service-tax FAQs state this retention period. Organise records so the business can support its returns and transactions.
MySST is the official portal to consult for the applicable return and current filing guidance. The cited FAQs establish the standard period, due-date rule and basic obligations, but do not set out a current click-by-click portal walkthrough; follow the live MySST instructions for the filing task rather than relying on an assumed screen sequence. What changed in 2025, and why check MySST now?
Two changes took effect on 1 July 2025 in the RMCD FAQs: sales-tax rates and exemptions were addressed through the referenced orders, and service tax expanded to additional categories described in the scope FAQ. Neither change should be summarized as a blanket tax increase affecting every product or service. The effect depends on the item or service and the rules that apply to it.
The service-tax expansion FAQ contains category-specific provisions, including the healthcare-related rules discussed above. For those services, the 6% rate, RM1.5 million threshold and stated exemptions are limited to the scope described in that FAQ. Because RMCD subsequently published healthcare guidance and policy updates, check current material before using those details for a particular provider or bill.

As of 9 October 2026, RMCD’s announcements index lists orders, policies and guides issued after the principal 2025 FAQs, including amendments relevant to sales-tax rates and exemptions. An index points to updates but does not, on its own, determine how an amendment affects a given product or service. Use it to locate the current instrument, then match that material to the transaction or business category.
How to get a reliable answer for your case
Before deciding whether SST applies, gather the facts that determine which rule to check. For shoppers, that means the product or service, its classification where relevant, the transaction date and any claimed exemption. For businesses, add the activity or service category, taxable turnover over the relevant 12 months and the applicable threshold measurement method.
- For sales-tax rates and exemptions, start with the current orders and the sales-tax transition FAQ.
- For service-tax rates, categories and registration basics, start with the service-tax FAQ and check whether the 2025 scope FAQ or a later policy applies.
- For registered manufacturers’ obligations and sales-tax questions, consult the sales-tax FAQ.
- For later amendments, use the MySST announcements index to locate the current order, policy or guide.
When classification or a special exemption remains uncertain, ask RMCD for clarification with the relevant product, service and transaction details. The FAQs are orientation, not a determination of tax treatment for an individual transaction or business.
