The government says the changes are intended to raise household disposable income, but they are announcements reported on 9 October 2026—not complete tax-filing instructions or proof that every proposal has been enacted. The wage measures also have different scopes: a statutory wage floor, a starting-salary framework, and a benchmark for government-linked employers.
What changed in Malaysia’s personal income tax?
Prime Minister and Finance Minister Anwar Ibrahim announced an increase in the individual income-tax relief limit from RM9,000 to RM12,000. Bernama reported that the RM9,000 limit was last reviewed in 2010. The announcement also included a one-percentage-point reduction in the resident individual tax rate and changes to selected bands; it does not mean that every tax band was cut by one point.

Bernama reported rates of 18% for taxable income from RM70,000 to RM100,000, 24% for RM100,000 to RM150,000, and 30% for taxable income above RM1 million. These are reported band rates, not a flat rate applied to all of a taxpayer’s income. The details should be read alongside final tax-authority guidance once available.

Bernama said the announced expansions cover medical treatment, including postnatal care; care expenses for parents and grandparents beyond medical health; sports shoes; course and skills-training fees across all fields; children’s tuition fees; and lifestyle costs including AI subscriptions, vaccinations, and pet adoptions from registered centres. Final category definitions, caps, and eligibility rules were not provided in the reporting, so taxpayers should not assume an expense qualifies solely because it appears in this list.

How much might taxpayers save?
Anwar estimated that the expanded relief and reduced rates could provide up to RM1,600 in additional disposable income for about five million taxpayers. That is the government’s estimate, not an independently verified outcome or a guaranteed saving for each eligible person. An individual’s actual tax change will depend on taxable income, qualifying expenses, eligibility, and the final rules.
When does the RM2,000 minimum wage start, and who is reportedly exempt?
The monthly statutory minimum wage was announced to rise from RM1,700 to RM2,000 from June 2027. CNA reported that micro, small, and medium enterprises with annual revenue below RM50 million would be exempted for now to allow time to adjust. The report did not give an end date for that exception or complete details on how it will operate. Employers and workers should check the final legal requirements before relying on the reported threshold.
How the three wage measures differ
| Measure | Amount and timing | Scope and status reported |
|---|---|---|
| Statutory minimum wage | RM2,000 per month from June 2027 | Announced wage-floor increase; CNA reported an interim exception for MSMEs with annual revenue below RM50 million, with no end date stated. |
| Starting-salary measure | RM2,500 per month | Anwar announced a minimum starting salary for semi-skilled workers and graduates as part of employee-income-framework reforms. The report did not specify an effective date or full coverage rules. |
| GLIC/GLC living-wage benchmark | RM3,400 per month, up from RM3,100 | A commitment by government-linked investment companies and government-linked companies, not a universal statutory wage. CNA said it was set to benefit 230,000 workers. |
The figures are not interchangeable. The statutory minimum wage is a wage floor; the RM2,500 measure concerns starting salaries for specified worker groups; and the RM3,400 figure is an institutional living-wage benchmark for GLICs and GLCs. CNA also reported a RM160 million package jointly funded with Grab for e-hailing and p-hailing worker income and welfare, starting the following year. It is a gig-worker support package, not a change to the statutory minimum wage.

What is the election context?
CNA reported that Malaysia’s 16th general election must be held by February 2028, while Anwar had said he was open to an earlier election. The budget arrived amid political pressure after Pakatan Harapan setbacks in Johor and Negeri Sembilan state elections and ahead of a Melaka state election scheduled for 14 November 2026. This provides political context, but it does not establish that electoral calculations caused the tax or wage measures.
During the Budget 2027 speech, Anwar said: “Our question is not just how the economy is to be built, but whether its growth will open up space for families to build savings, for workers to enjoy more dignified wages, for small businesses to continue to grow.”
How the new measures compare with the previous policy baseline
Malaysia’s Ministry of Finance said in its 18 August 2026 Pre-Budget Statement 2027 that resident personal income-tax rates had already been reduced by two percentage points in every band above RM35,000 up to RM100,000 beginning in 2023. The ministry said that earlier change gave around 2.4 million taxpayers up to RM1,300 in additional disposable income.

The same statement recorded that the minimum wage had risen to RM1,700 per month from RM1,200 before May 2022, and that GLICs and GLCs had adopted a RM3,100 monthly living-wage benchmark. The newly announced figures build on those reported baselines, but remain subject to the final implementation details of Budget 2027.
What taxpayers and workers should do now
- Taxpayers: Treat the relief categories and reported rates as announcement details, not filing advice. Confirm the applicable assessment year, final caps, definitions, and eligibility with official tax-authority instructions or legislation before claiming a deduction or relief.
- Employees and employers: Do not assume the announced June 2027 wage rate, MSME exception, or starting-salary framework has a complete set of legal rules in the media reports. Check official requirements as implementation details are published.
- Gig workers: Distinguish the reported RM160 million support package from a statutory minimum-wage change; the reports describe it as a separate income-and-welfare measure.
For context on the prior budget’s legal status, the Ministry of Finance’s Enacted Budget 2026 page says that the preceding budget was tabled on 10 October 2025, approved by Parliament on 15 December 2025, received Royal Assent, and was gazetted as Supply Act 2026 on 31 December 2025. That history does not establish the enactment status of Budget 2027.
