Lockheed Martin’s India partnership is reflected in several defense-industry projects, not one umbrella agreement. The documented work includes a Tata Advanced Systems–Lockheed Martin facility intended to support C-130J aircraft operations and Javelin missile cooperation that moved from exploratory talks in February 2025 to an announced co-production agreement with Tata Advanced Systems in August 2026. The available announcements do not establish production quantities, start dates, investment, or local-content shares.
What the India partnership covers
The phrase “long-term partnership” is best understood as a description of multiple industrial workstreams. The cited announcements concern aircraft maintenance and missile co-production, with different Indian partners and different stages of development. They do not establish a single agreement covering all of Lockheed Martin’s activity in India.
| Project | Indian partner | Documented stage |
|---|---|---|
| C-130J sustainment facility | Tata Advanced Systems | Groundbreaking announced in December 2025; completion and operating status are not stated in the listing. |
| Javelin missile cooperation, February 2025 | Bharat Dynamics Limited (BDL) | Exploratory co-assembly and co-production discussions; memorandum of understanding (MOU) to evaluate possible Indian manufacturing. |
| Javelin missile co-production, August 2026 | Tata Advanced Systems | Agreement announcement listed; its terms and implementation details are not stated. |
What the Javelin announcements say
February 2025: exploration with BDL
In a February 11, 2025 release, the Javelin Joint Venture said it was exploring future co-assembly and co-production opportunities in India through a competitive source-selection process with potential Indian partners. It also announced an MOU with BDL, a Government of India enterprise, to evaluate the possibility of manufacturing Javelin in India for potential future Ministry of Defence requirements. That announcement described an evaluation, not production underway or a final manufacturing contract. Lockheed Martin’s February 2025 release.
The Javelin Joint Venture is a partnership between Raytheon, an RTX business, and Lockheed Martin. Dave Pantano, the venture’s vice president and Lockheed Martin Javelin program director, said: “We look forward to exploring partnership opportunities to co-produce Javelin in India and better support its defense and security needs.” Andy Amaro, its president and Raytheon’s Javelin program director, said: “Together with industry partners in India, we are exploring opportunities to leverage in-country expertise for Javelin.”

August 2026: agreement announcement with Tata Advanced Systems
Lockheed Martin’s newsroom listing records an August 30, 2026 announcement titled “Javelin Joint Venture and Tata Advanced Systems Signs Agreement for Missile Co-Production in India.” This is a later milestone than the 2025 exploration and MOU. The listing does not provide the agreement’s production quantities, start date, investment, scope, or implementation milestones; those details cannot be established from the announcement listing alone. What the C-130J facility is for
Tata Advanced Systems and Lockheed Martin announced the groundbreaking of a Defence Maintenance, Repair and Overhaul facility in India developed to support Lockheed Martin C-130J operations. Lockheed Martin’s newsroom item is dated December 18, 2025, while the announcement text carries a Bengaluru dateline of December 8, 2025. The listing establishes the groundbreaking announcement and intended support role, but not construction completion or whether the facility is operating. Lockheed Martin newsroom listing.

What the announcements do not establish
The cited material does not quantify the partnership’s economic impact, jobs, local-content share, or production schedule. Lockheed Martin’s February 2025 release reported that the Javelin Joint Venture had produced more than 55,000 missiles and more than 12,000 reusable Command Launch Units, and that 25 countries had procured Javelin. Those are company-reported figures in that release, not evidence of Indian production or of the India projects’ economic impact.
