Compare Eswatini construction bidders on legal eligibility, registered category and grade, relevant experience, delivery capacity, and the full commercial offer—not nationality alone. Where a foreign contractor is proposed, the Construction Industry Council (CIC) says its published rules require a locally unavailable skill, CIC approval, and partnership with a local contractor for skills transfer. Verify the current requirements with CIC and the procuring authority before award.
Start with legal eligibility and current CIC registration
Check each bidder in the Construction Industry Council (CIC) register and ask to see its current registration certificate. CIC says registration makes a contractor eligible to participate legally in tendering and be awarded construction work. It also says public-sector clients must consult the register and demand the certificate when considering construction tenders. CIC advertises a 2026/27 annual registration and renewal period, so confirm the certificate remains valid for the procurement in question.
Registration is a threshold check, not a project-specific endorsement. It does not by itself show that a bidder has the right team, available capacity, relevant experience, or a competitive and complete offer.
Match category and grade to the work and contract value
Confirm that the bidder’s registered work category covers the actual discipline in the contract, then check its grade against the contract value. CIC says its grading considers financial capability, works capability, and available capital. A contractor registered for one type of work should not be assumed eligible or suitable for a different discipline.

CIC’s 2024/25 industry report gives report-era examples of tender-value ceilings: Grade B1 for building works corresponds to a tender value above E25 million, while Grade C3 for civil works corresponds to a value above E30 million. These are figures from the report, not a substitute for checking the current CIC grading rules and the tender documents.
Apply the foreign-contractor conditions carefully
CIC’s FAQ says a foreign contractor may be engaged only when the desired skill is unavailable in Eswatini. It says the project owner must seek CIC approval and engage the foreign contractor in partnership with a local contractor for skills transfer. Treat this as CIC’s published summary, not as a complete statement of every current procedural requirement: before award, confirm the operative legal provisions, approval process, required documents, and tender-specific conditions directly with CIC and the procuring authority.

For a proposed foreign bidder, ask the project team to document the specific skill requirement and why it is unavailable locally. Identify the local partner, define the partner’s role in the contract, and make the skills-transfer plan concrete enough to evaluate. Do not infer that a foreign firm is exempt from registration, grading, tender, or other applicable requirements.
Compare evidence of delivery, not a nationality label
Ask each bidder for evidence that relates to the project’s actual scope. A useful comparison includes completed work of similar type and scale, client references, performance records, and the named people who would lead and deliver the job. CIC describes project registration as collecting information about a project’s nature and value and updating contractor track records; that record is one input, not a replacement for project-specific references and team details.

- Relevant experience: Request examples of comparable projects and confirm the bidder’s role, scope, and outcome with clients where possible.
- Named team: Check key personnel, their relevant experience, and whether they will actually be available during the planned work.
- Capacity: Test the proposed programme against staff availability, equipment and supply arrangements, and the bidder’s ability to manage the work alongside other commitments.
- Financial and delivery arrangements: Review evidence of resources and cash-flow capacity, plus quality-control and health-and-safety arrangements appropriate to the contract.
These are owner-side due-diligence checks, not a published CIC scoring formula. They help distinguish the strengths of individual bidders without assuming that local or foreign status predicts quality or performance.
Make commercial offers comparable
A lower headline price may not represent a lower project cost if the bids differ in scope or risk. Align the offers before comparing them: check exclusions, assumptions, taxes, logistics, maintenance or lifecycle obligations, programme, and allocation of risk. Ask bidders to clarify material differences rather than silently treating unlike proposals as equivalent. The official CIC pages cited here do not establish a universal evaluation formula; follow the procurement rules and tender criteria that apply to your project.

What the market figures can—and cannot—tell you
CIC’s Kingdom of Eswatini: Construction Industry Performance 2024/25 reports approximately 1,698 contractor registrations as of March 2025. The report cautions that contractors may be registered in multiple categories, so this is not a count of unique firms. It records 431 general building contractor registrations and 294 general civil contractor registrations at that date.
The same report says foreign contractors accounted for 0.5 percent of registrations as of March 2025, and that 82 percent of foreign registrations were in Mechanical Foreign. It describes foreign activity as concentrated in specialized and technically demanding work, while noting increased local capability in general building and civil works. These are market-level registration observations, not evidence that a particular local or foreign bidder can—or cannot—deliver your project. The figures are from March 2025 and should not be presented as current 2026 counts or as measures of quality, price, or on-time performance.

Use a consistent comparison before choosing
- Screen eligibility: Verify the CIC registration, current certificate, category, and grade for every bidder.
- Check scope fit: Confirm the registered discipline and grade correspond to the project package and value under current CIC rules.
- Evaluate delivery evidence: Compare relevant completed work, references, named personnel, capacity, programme, and quality and safety arrangements.
- Resolve foreign-contractor conditions: Where applicable, confirm the locally unavailable skill, CIC approval, local partnership, and skills-transfer requirements.
- Normalize the offers: Compare the same scope, exclusions, taxes, logistics, lifecycle obligations, and risk allocation, then apply the tender’s evaluation criteria.
CIC also says it registers public projects above E1 and private projects above E1 million, and that project registration captures project information and updates contractor track records. Confirm whether those thresholds and requirements apply to your particular project and whether current rules have changed.
