If your e-filed return shows an expected overpayment but the refund has not arrived, first check whether the IRS is still processing the return, needs information from you, or has issued a payment that was reduced or never received. The IRS says most e-filed refunds arrive in less than 21 days, but that is a typical timeframe—not a guarantee. A delay by itself does not reveal the cause.
What happened in Liz Weston’s case?
In her October 5, 2026 column, Liz Weston described a household that reported overpaying its 2025 federal taxes by $16,200. The couple said they e-filed a simple return prepared by a professional, were first asked to verify their identity, and were later told to wait. On June 1, the IRS reportedly asked them to allow two more months; in a later phone call, the couple said an employee described an investigation of their income and withholding and advised them to wait until early November. They also said the Taxpayer Advocate Service (TAS) declined to take their case because they could not show sufficiently severe financial hardship, and that their congressman’s office did not return their message. These are details reported in the column, not proof that every delayed refund follows the same path. Read Weston’s column.

Weston’s suggested next step was to contact one of the couple’s U.S. senators and ask the constituent-services team for help with the federal agency issue. That is an option for seeking assistance, not a guarantee that a refund will be released sooner. In the column, Weston also wrote, “Once you verified your identity, though, your refund should have been processed.” That was her judgment about the account as described, not an IRS service standard.

What a refund delay can—and cannot—tell you
A status message can show that a return is being processed or that the IRS needs you to act, but a generic message cannot diagnose why a particular return is delayed. The IRS lists possible reasons for longer processing, including errors or missing information, reviews of refundable credits, amended returns, and injured-spouse claims. A specific IRS letter or online-account message is more useful than a general list of possible causes. The IRS Where’s My Refund page explains how to check a refund and respond to some status outcomes.

It is also important to distinguish a refund that has not been issued from one that was issued for less than expected. The IRS says a refund may be reduced to pay certain past-due debts, including child support, federal agency nontax debt, or state income tax. USAGov also describes offsets for eligible federal or state agency debts. An adjustment or offset may come with a notice explaining the change. USAGov’s tax-refund guidance explains where to check refund status and how offsets can work.
Check the status before contacting the IRS
- Confirm the return was accepted. Check the e-file provider’s acceptance or status message. A submitted return and an accepted return are not the same thing; the IRS refund tracker applies after the return has been received.
- Use an official status tool. For a current-year e-filed return, the IRS says status may be available after 24 hours. Check Where’s My Refund or sign in to your IRS online account. USAGov says the IRS status tool can show information for the past three tax years.
- Read the full status and any notices. Follow identity-verification directions and check your online account and mail for letters. Keep the return and any IRS correspondence accessible when you contact the agency.
- Match the next step to the result. If the return is still processing, note the stated timeframe and check again as directed. If the tracker tells you to contact the IRS, follow that instruction. If it shows a payment was issued but the amount differs from your expectation, look for an adjustment or offset notice.
When to call—and what calling can do
The IRS says to call about an e-filed refund after three weeks, unless Where’s My Refund directs you to contact the IRS sooner. Three weeks is a typical benchmark, not a promised payment date. The Treasury Department’s Bureau of the Fiscal Service is explicit: “Calling us will not speed up your refund.” A call may help clarify status or instructions, but it does not itself accelerate processing. The Bureau of the Fiscal Service tax-refund FAQ explains its role and when a refund inquiry belongs with the IRS.

Before calling, prepare a concise timeline with the filing date, acceptance confirmation, tracker messages, identity-verification steps, notices, and prior calls. Write down the date of each new contact and the instructions given. This makes it easier to ask a focused question about the specific return rather than repeat the full story.
Choose the right path for the problem
The return is still processing
Use the tracker’s latest instructions and allow the period the IRS specified. If the usual three-week window has passed, call as directed by IRS guidance or by the tracker. A delay beyond the typical window is a reason to seek case-specific information, not evidence by itself of a particular error or review.

The IRS requested identity verification or information
Respond using the method and deadline in the notice or online account. Keep the notice and supporting documents with your records. The household in Weston’s column reported an identity check followed by a later review, but the account described there does not establish which internal factor triggered the delay.
The refund was reduced
Read the adjustment or offset notice to identify why the amount changed and which agency or debt is involved. The relevant path depends on the explanation in the notice; a reduced payment is not the same problem as a refund that remains unissued.

The IRS says a check was issued, but it never arrived
A missing check calls for a refund trace, not another wait for return processing. IRS instructions say to confirm the full processing time has passed, then start a trace through the refund tracker or app, or by phone as applicable. Married taxpayers who filed jointly may call or submit Form 3911 to request a trace. Follow the IRS instructions for the circumstances shown in your account.

If the delay continues after you have responded to requests and followed the stated wait period, organize your records and ask the IRS about the specific status or notice. TAS may help taxpayers whose tax problems are causing financial difficulty or who have been unable to resolve an issue through normal IRS channels; acceptance is not automatic. In Weston’s reported case, TAS declined the household’s request because it did not establish sufficiently severe hardship.

If you cannot get a response through ordinary channels, you can also ask your U.S. senator’s constituent-services office whether it can make an inquiry with the IRS. Weston recommended that route after the couple said their congressman’s office did not respond. Congressional constituent services can make an inquiry, but neither that inquiry nor any other contact guarantees faster processing or a particular result.
Keep the timing and amount questions separate
For an unresolved refund, identify which stage you are dealing with: the return is processing, the IRS is waiting for your response, a payment has been issued, or the payment amount was changed. That distinction points you toward the relevant action—checking a status, answering a notice, tracing a check, or reviewing an offset—without assuming that an overpayment automatically means the expected amount will arrive on a particular date.
