A creator-side issue means the stream is failing to transmit clean video to YouTube. A viewer-side issue means YouTube has the clean feed but your audience’s internet is too slow to receive it. Understanding the difference is the only way to actually fix buffering.
The Two Buffering Scenarios
Creator-side buffering: Your PC is encoding the video and transmitting it to YouTube, but the upload connection is unstable or too slow. YouTube receives incomplete or corrupted frames. Your stream appears to freeze and jump on every viewer’s screen. This affects 100% of your audience simultaneously.
Viewer-side buffering: Your stream arrives at YouTube perfectly. YouTube transcodes it and serves multiple quality levels (1080p, 720p, 480p, 240p) to different viewers based on their download speed. Some viewers have slow connections or congested networks, and those viewers see buffering while others on better connections watch smoothly. Different viewers see the problem at different times.
If everyone watching your stream reports buffering at the same moment, it’s creator-side. If some viewers report buffering while others report smooth playback, it’s viewer-side.

Creator-Side Buffering: Upload Connection Issues
Upload speed is the first culprit. YouTube requires a minimum bitrate to begin ingesting your stream. For 720p at 30 FPS, YouTube’s recommended upload speed is 2500–4000 Kbps. If your upload connection peaks at 2000 Kbps and drops below 1500 Kbps during the transmission, YouTube’s ingest will flag incomplete frames.
Test your upload speed using speedtest.net or through your router’s admin console. Most home connections show highly variable upload speeds over time; the reported speed is an average, not a minimum. You need headroom: if your test shows 5 Mbps upload, safely run streams at 2000 Kbps (40% of available), leaving 3 Mbps for network overhead and spikes.
Wi-Fi instability is the second creator-side culprit. A Wi-Fi connection that shows 5 Mbps in a speedtest can drop packets and introduce jitter (timing variation) during extended transmission. Over a live stream lasting hours, this jitter accumulates, causing YouTube to request frame retransmission, which adds latency to your upload.
Switching to Ethernet cable from your PC to the router eliminates this problem completely. If Ethernet is impossible, test Wi-Fi stability by streaming to a private YouTube stream for 4 hours and monitoring jitter in your encoder’s network statistics panel (OBS displays this under “Network” in the main window). If jitter exceeds 10 milliseconds, upgrade to Wi-Fi 6 router, move the router closer, or use Ethernet.

Encoding settings too aggressive is a less obvious cause. If your encoder is set to bitrate 4000 Kbps but your upload is constrained to 3500 Kbps, the encoder will miss its target and send incomplete frames. Reduce your bitrate target to 70–80% of your measured upload speed.

CPU thermal throttling causes the encoder to drop frames when the processor overheats. Leaving a PC encoding continuously for 24 hours without adequate cooling will trigger throttling. Monitor your CPU temperature during the first few hours of streaming. If it exceeds 80 degrees Celsius, add a case fan, move the PC to a cooler location, or reduce encoding quality (lower bitrate, lower resolution, or faster CPU preset).
Viewer-Side Buffering: Download Network Issues
Viewer-side buffering happens because YouTube transcodes your stream to multiple quality levels and serves them based on each viewer’s download speed. A viewer on a 5 Mbps download connection watching a 1080p adaptive stream will buffer if that viewer’s network momentarily drops below the bitrate of the 1080p variant being served.
This is not your problem to solve directly, but understanding it helps: YouTube automatically detects when a viewer is buffering and downgrades them to a lower quality (720p, 480p) where their network can keep up. This downgrade is transparent to you as the creator.
However, viewer-side buffering increases when:
- Your audience is in regions with poor internet infrastructure (developing countries, rural areas)
- Your stream peaks are during times when network congestion is highest (evening hours in dense urban areas)
- Your content is watched primarily on mobile networks in areas with weak cellular coverage
A 24/7 channel reaching a global audience will always have some viewers experiencing buffering due to their local network conditions. This is expected and not actionable from your side.

How to Tell the Difference
Run a private YouTube test stream and monitor these metrics:
Bitrate sent: The bitrate your encoder is actually transmitting. If this equals your target bitrate (2500 Kbps), you’re streaming cleanly. If it drops to 1500 Kbps or varies wildly, you have an upload problem.
Dropped frames: OBS and most encoders show this statistic. Any dropped frames during streaming means your PC couldn’t encode fast enough or your upload couldn’t transmit fast enough. Dropped frames on your end = creator-side buffering.

Jitter and RTT (round-trip time): These measure upload connection stability. Jitter under 5 milliseconds and RTT under 50 milliseconds is excellent. Jitter over 20 milliseconds indicates Wi-Fi or network instability.

YouTube’s diagnostics: YouTube Studio shows stream health metrics in real time. Look for “Bitrate Dropped” warnings. If bitrate drops during streaming, YouTube received incomplete frames = creator-side problem.
Fixing Creator-Side Buffering
- Reduce bitrate to 70% of your measured upload speed. If upload is 5 Mbps, run at 3000 Kbps maximum.
- Switch to Ethernet if on Wi-Fi.
- Monitor CPU temperature and add cooling if above 80 degrees Celsius.
- Reduce resolution (720p instead of 1080p) to lower encoding burden.
- Check for background processes consuming upload bandwidth (backups, downloads, updates). Pause them during streaming.
Fixing Viewer-Side Buffering
Viewer-side buffering is not fixable by you directly. YouTube’s adaptive bitrate system handles it automatically. Your role is ensuring your primary stream (the source) is clean and uncompressed.
However, if your analytics show unusually high buffering rates across your audience (more than 20% of viewers reporting buffering), it may indicate a problem on YouTube’s ingestion or transcoding side. Contact YouTube support with specific timestamps when buffering occurred.
The 24/7 Streaming Context
Leaving a desktop encoding around the clock and experiencing persistent buffering means one of your creator-side inputs has degraded: upload speed dropped due to external interference, your router’s thermal management failed from continuous use, or network congestion climbed as more devices use the connection.

Practical Buffering Checklist
Before diagnosing buffering, confirm:
- Upload speed is measured (not assumed) and stable across 10 minutes
- Bitrate target is 70% of minimum measured upload speed
- Encoder CPU preset is “medium” or “fast” (not “slower”)
- PC is on Ethernet, not Wi-Fi
- CPU temperature stays below 75 degrees Celsius during encoding
- No other downloads, backups, or uploads are running during streaming
If all these pass and buffering persists, contact YouTube support with specific metrics from your encoder’s statistics panel.
The Difference Matters for Revenue
A channel losing viewers to buffering is losing income. Diagnosing whether the problem is your side or the viewer’s side determines whether you can fix it. Most creator-side buffering is solvable with a $5 Ethernet cable and bitrate adjustment. Viewer-side buffering is expected and requires no action.
