The company projected the facility would open on April 30, 2025, but the available company and university announcements do not confirm whether the building opened or began production.
What is KYOCERA AVX building in Erie?
The company is building a manufacturing and design center for precision quartz frequency-control products and related materials. The official groundbreaking ceremony took place on April 12, 2024; KYOCERA AVX announced it on April 15, and construction had begun on February 17. The planned facility covers 49,000 square feet in Knowledge Park at Penn State Behrend.
According to Penn State Behrend, the center was expected to produce more than 1.2 million high-precision crystal oscillators each year. That figure was a stated production expectation in 2024, not a confirmed current output level.
What products will the facility make?
KYOCERA AVX describes a product mix centered on low-noise quartz frequency-control components used to provide stable timing and frequency signals in electronic systems. Planned products and materials include:

What capabilities are planned for the building?
KYOCERA AVX says the center will include engineering and environmental-testing laboratories, sound-sensitive measurement rooms, ISO Class 7 and Class 8 cleanrooms, and automated assembly and testing equipment. The company says the added cleanroom capacity is intended to support mass production of high-reliability products for low-Earth-orbit (LEO) and medium-Earth-orbit (MEO) applications.

Keith Szewczyk, vice president and senior director of KYOCERA AVX Crystals, said the center would “triple our current cleanroom capabilities.” That describes the company’s stated plan, rather than a separately confirmed post-opening measurement.
When was the facility expected to open?
KYOCERA AVX’s April 2024 announcement projected an opening date of April 30, 2025. That date was a forecast; the announcement did not establish that the facility opened on schedule or entered production.

As of October 2026, the cited company and university sources do not confirm the building’s completion or operating status. Penn State’s September 2026 update says KYOCERA AVX has invested in and moved to Knowledge Park, but it concerns a separate Center for Manufacturing Competitiveness project and does not announce completion of this facility.
How does the Erie center relate to Bliley Technologies?
KYOCERA AVX acquired assets of Bliley Technologies in October 2023. The company said it would continue Bliley product lines and develop products combining Bliley and KYOCERA AVX intellectual property. The Erie center is part of the company’s stated plans for manufacturing and design; the announcement does not specify which individual products will incorporate technology from either lineage.

Why is the Penn State Behrend location significant?
The facility places manufacturing, engineering, and testing near the university’s research and workforce programs. Penn State Behrend says KYOCERA AVX frequently hires graduates of its electrical engineering technology program and expects research engagement and student capstone opportunities to grow. The company also describes the project as continuing a longstanding collaboration with Penn State.
For Erie, the project therefore represents more than a planned production site: its stated aims also include research collaboration and a local talent pipeline. The announcements describe those aims, but do not quantify jobs, investment totals, or student placements for this facility.
