The key objectives of human resource management (HRM) are to build the workforce an organisation needs, help employees perform and develop, and create conditions in which people can contribute effectively. In practice, these aims connect three priorities: developing capability, supporting motivation and engagement, and providing good-quality work and a positive employee experience.
What are the key objectives of human resource management?
HRM has two kinds of objectives: the outcomes an organisation wants and the people practices used to achieve them. The outcomes include organisational capability and performance, alongside a workforce able to contribute and develop in a good-quality work environment. The practices include workforce planning, recruitment, learning, rewards, performance support, job design, employee voice, inclusion and employee relations.

CIPD’s March 2026 overview groups the objectives into three connected dimensions: building talent and capability, motivating and engaging employees, and ensuring job quality and employee experience. Its Ability, Motivation and Opportunity framing is a useful way to understand how these dimensions work together: employees need the ability to do the work, motivation to apply their capability, and opportunity to contribute.
1. Build workforce capability
HRM helps an organisation identify the people and skills it needs, attract and select suitable candidates, and develop employees’ knowledge over time. Learning and professional development can address current skill needs, while leadership development helps prepare people for roles with greater responsibility.

Workforce planning makes this objective more specific. It involves assessing the current workforce, forecasting future labour and skill requirements, identifying gaps, and deciding how to address them. Options may include recruitment, training, redeployment or changes to how work is organised. The right response depends on the organisation’s plans and the nature of the gap; hiring is not automatically the answer.
2. Support motivation and engagement
HRM aims to create conditions that encourage employees to contribute and perform. Pay and benefits matter, but they are only part of the picture. Recognition, timely feedback, fair performance practices and opportunities for career progression can also shape how people experience work and whether they see a future in the organisation.
These practices work best as a connected system. For example, a development opportunity may have little effect if employees lack time to participate or managers do not support its use on the job. CIPD’s strategic HRM guidance, dated 25 August 2025, emphasises the importance of connecting people practices to longer-term organisational goals rather than treating each practice as an isolated initiative.
3. Create good-quality work and employee opportunity
Employees need a workable environment in which to use their skills. Job design, flexibility, autonomy, inclusion, employee voice and constructive employee relations all affect whether people have a meaningful opportunity to contribute. These factors also influence employee experience: how work is organised, how decisions are made and how people are treated.

4. Align people decisions with organisational goals
Strategic HRM connects hiring, managing and developing employees to an organisation’s longer-term direction. That alignment helps HR teams and managers decide which workforce needs matter most, which capabilities to build, and how people practices should support the work ahead.
Workforce planning links those decisions to anticipated demand. CIPD’s 29 July 2025 workforce-planning factsheet describes it as “a core business process which aligns changing organisation needs with people strategy.” In practical terms, planners ask what number and kinds of skills will be needed, where and when, then identify the actions required to close gaps.
5. Maintain and improve performance
Performance management is a set of ongoing practices, not simply an annual appraisal. It helps connect individual and team objectives to organisational priorities, and gives employees and managers opportunities to discuss progress, feedback, learning and support.

CIPD’s performance-management factsheet, dated 29 January 2026, treats performance management as a continuous practice. That matters because objectives, working conditions and support needs can change during the year. Regular conversations make it possible to address obstacles and adjust expectations instead of waiting for a single formal review.

Evaluation should begin with the intended outcome. A measure can indicate whether something is changing, but it does not by itself establish why the change happened. Interpret results alongside relevant context, such as workforce composition, business conditions, changes in work or how consistently a practice was delivered.
- Capability: consider whether the organisation is filling skill gaps or improving relevant capability.
- Motivation and engagement: look at suitable engagement, retention or performance indicators, interpreted in context.
- Job quality and opportunity: assess whether employees can contribute, access development and experience work practices as intended.
- Delivery: examine HR process measures and whether managers can implement practices consistently.
Use findings to adapt practices and communicate their value. A metric is evidence to examine, not proof of causation on its own. CIPD’s 24 March 2026 overview recommends evaluating HR impact against relevant outcomes, while SHRM’s HR Excellence framework presents a broader practice view spanning talent, functional capability and organisational impact.
A practical way to set HR priorities
When choosing between possible HR initiatives, assess each one against the same questions:

- Objective: Does it primarily build capability, support motivation, or improve job quality and opportunity?
- Expected outcome: What should change for employees and for the organisation?
- Evidence: What measure could indicate progress, and what context is needed to interpret it?
- Integration and delivery: Does it complement other people practices, and can managers implement it consistently?
This approach keeps HRM focused on outcomes rather than activity for its own sake. A well-run process is useful only if it addresses a real workforce need and fits with the organisation’s other people practices.
