The City of Joondalup has prohibited wagering activities on City-owned or managed property. Council adopted the policy on 26 August 2025, but the rule is not a blanket ban on every form of gambling: the Council record says gaming activities may still be allowed, sometimes with a permit.
What Joondalup’s policy prohibits
The Gambling on City-Owned or Managed Property Council Policy prohibits wagering on City-owned or managed property. The City’s current sporting-club guidance states: “In accordance with the City’s Gambling on City-Owned or Managed Property Council Policy, the City prohibits any wagering activities on City-owned or managed property within the City Local Government Property, for any purpose.”
The distinction between wagering and gaming matters. Council’s adoption record says gaming activities may still be allowed; some may require a permit. The policy therefore should not be described as prohibiting all gambling or gaming.
Where the restriction applies
The City’s sporting-club guide defines a “Community Venue” as City-owned and managed property that attracts a hire charge. Its examples include parks, outdoor courts, community facilities and clubrooms. The guide excludes Craigie Leisure Centre and City libraries from that definition.

The rule is tied to City-owned or managed property, not all venues or businesses in Joondalup. The current venue guidance sets out the restriction for hirers, but the available City material does not establish that every lease or licence has been amended or specify penalties or an enforcement process.
How the policy came about
The issue arose after a petition sought support for a Racing and Wagering WA application to install a self-service Club TAB at Sorrento Bowling Club’s facility at Percy Doyle Reserve in Duncraig. In July 2023, Council asked for a formal position to be developed.

At its Policy Committee meeting on 4 November 2024, the committee selected an approach that would prohibit wagering only, while allowing gaming activities that might or might not require a permit. Council adopted the resulting policy on 26 August 2025. The Council minutes and attachments record the adoption and earlier direction; the Policy Committee minutes and attachments record the 2024 option.

The Council report recognized potential benefits associated with gambling, including entertainment, mental stimulation, social interaction and support for community organisations or charitable causes. It also described possible harms to finances, relationships, emotional and psychological wellbeing, health, work or study, culture and involvement in crime, with effects that can extend to families, friends and the wider community. The report noted that some benefits could be achieved in other ways.
