A job application can mean an employer’s own form, a resume submitted for a vacancy, or a package that includes questions and supporting documents. There is no universal form or document set: use the job posting’s instructions as the checklist, submit everything in the requested format, and verify that the application was received when you can.
What counts as a job application?
Employers use “application” to describe different things. One vacancy may ask you to complete an online form; another may accept a resume; a third may require a resume, questionnaire, and records that show you meet particular qualifications. Private employers, job platforms, and government agencies can each have different processes, and requirements outside the United States may differ as well.
For a specific opening, the employer’s posting or vacancy announcement—not a generic sample—is the controlling guide. Check its required documents, qualifications, assessment questions, submission route, and deadline before preparing materials.
Common types of job application and documents
Employer application forms
A company may ask you to complete its own online or paper form. Fields and submission instructions vary by employer. A sample from one organization can help you anticipate what information to gather, but it is not a universal template.

Resume-based applications
Some employers ask applicants to submit a resume through the company’s site or a job platform. For federal employment, the U.S. Office of Personnel Management describes the resume as a core part of the application. Answer accurately and consistently; do not claim experience that your application materials cannot substantiate.

Supporting documents and cover letters
Depending on the vacancy and your circumstances, requested documents may include transcripts, licenses, certifications, proof of eligibility, a writing sample, or federal employment and veteran records. For a federal posting, the “Required Documents” section identifies what to provide. USAJOBS notes that a cover letter may be included to highlight relevant skills or goals, but it is not automatically required for every job.
Some application processes may involve disability-related documentation or a request for reasonable accommodation. USAJOBS provides examples and directs applicants to the announcement for requirements. These steps apply only where relevant; they are not a reason for every applicant to disclose medical details or submit accommodation documentation.

How to prepare and submit an application
- Read the full posting. Note the qualifications, required documents, assessment questions, submission method, and closing date. On a federal vacancy, pay particular attention to the “Required Documents” section.
- Make a vacancy-specific checklist. Prepare the requested resume or form and gather only the supporting materials the employer asks for. Keep the checklist tied to that opening rather than assuming another employer will want the same package.
- Complete questions accurately. If the application includes a questionnaire, review it before answering and make sure your resume supports your stated experience and qualifications.
- Review the whole package before sending it. Check that the right resume and documents are selected, required fields are complete, and the materials follow the stated format. In the USAJOBS flow, applicants select a resume and documents, review the package, enter personal information, and continue to the agency system.
- Finish any handoff and check receipt. A USAJOBS application may send you to an agency system for additional steps. Complete those steps and check whether the hiring agency received the application; starting an application or reaching a handoff is not the same as confirming final receipt.

There is no universally best format. Compare the actual instructions for the opening you want:

How to use a sample job application form
A sample can help you prepare information before you begin, such as the details a form may request. The U.S. District Court for the District of Nevada offers one example and says it contains the type of information applicants should prepare before applying online or in person. It is a sample from one court, not a standard form for other employers. Use the current employer’s own form and instructions when applying.

Where to find current federal application instructions
Federal application procedures and vacancy requirements can change. Use the current vacancy announcement and current USAJOBS instructions for the steps that apply to a particular opening. USAJOBS explains that federal applications can involve a resume and required documents, a possible assessment, and a handoff to the agency’s application system, where additional steps may be required.
