Pakistan announced a meeting with a delegation from Japan’s state-backed JBIC in August 2025; meanwhile, project operator Barrick said in March 2026 that it was extending its review and slowing development activity amid security issues.
Is Japan investing in Reko Diq?
Not on the evidence of the official announcement. Pakistan’s Press Information Department said Petroleum Minister Ali Pervaiz Malik met a Japan Bank for International Cooperation (JBIC) delegation on August 28, 2025. The delegation was led by Taro Kato, Director General of Mining and Metals Finance, and the release described Japanese interest in the project. It records a meeting and Pakistan’s welcome for that interest—not a signed loan, equity investment, or other financing agreement. Pakistan Press Information Department, August 28, 2025.
Malik said Pakistan was “deeply grateful for the Japanese interest and confidence in investing in Pakistan’s economic potential.” That is the Pakistani minister’s characterization of the interest, not confirmation from JBIC that it had approved funding.
Has JBIC committed money to the project?
The cited government announcement does not disclose a JBIC commitment, amount, financing terms, or a completed agreement. It therefore would be inaccurate to report that Japan or JBIC is financing Reko Diq. The announcement supports the narrower description that Japanese interest was reported and publicly welcomed by Pakistan.

Other project-finance references have different statuses and should not be read as a single, completed funding package. The International Finance Corporation’s Reko Diq Copper project disclosure records approval on June 12, 2025, but lists the project as “Hold” in its April 25, 2026 update. Who owns and operates Reko Diq?
Barrick reports the ownership as 50% Barrick, 25% Pakistani federal state-owned enterprises, and 25% the Government of Balochistan. Barrick operates the project. Why is the project under review?
On March 26, 2026, Barrick said it had extended its review period by 12 months from July. The company linked the review to security issues in Pakistan and the Middle East, and said development activity would be slowed but remain under active management. Barrick also said previously stated budgets and timelines were likely to be affected. These are the operator’s statements; they mean the project should not be described as proceeding on its earlier schedule. Barrick’s March 26, 2026 statement.
The review does not, by itself, establish that the project has been cancelled. It does mean that earlier development estimates need to be read in light of the extended review and the company’s warning about schedule and budget impacts. A separate Barrick filing discusses project-specific schedule, security, capital-budget, legal, and regulatory considerations; those are company disclosures, not independent findings. How large is the planned mine, and what are the estimated costs?
Barrick’s project page estimates a mine life of at least 37 years and combined processing capacity of 90 million tonnes per annum. Those figures describe a proposed project’s expected life and planned capacity, not an operating mine’s actual output. Barrick’s Reko Diq project page.

The capital figures are project-level estimates, not the amount JBIC has agreed to provide, nor a measure of an individual investor’s required contribution. Barrick’s March 2026 statement says the review is likely to affect previously stated budgets and timelines, so the earlier estimates should not be treated as final current costs.

What does this mean for a personal investor?
The announcement is about reported government-to-government and institutional interest in a proposed mine, not a consumer investment offer. The cited sources do not establish a direct retail investment route, a Japanese public offering, or a confirmed JBIC-backed security. A reader should not infer that the project can be invested in through an ordinary brokerage account simply because Japanese interest was reported.
