James Howells Has Ended His Bitcoin Landfill Search—but Says He Hasn’t Given Up the Coins

James Howells has ended his campaign to excavate Docksway landfill, but says he has not abandoned his claim to the Bitcoin. Here is what the court decided—and what remains unknown.

James Howells has stopped pursuing excavation of Newport’s Docksway landfill, buying the site and negotiating with Newport City Council. But he has said he has not abandoned his claim to the Bitcoin he says he mined: the hard drive that allegedly held the wallet information has never been recovered, and the coins have not been moved. The distinction matters. Bitcoin is recorded on a public ledger; spending it requires the private key.

Howells says a 2013 cleanout sent the drive to a landfill

Howells is an IT professional from Newport, Wales. He says he mined approximately 8,000 Bitcoin in Bitcoin’s early years. According to his account, during an office cleanout in 2013 he separated an old hard drive from other equipment, and the drive ended up in a black rubbish bag. His then-partner took the bag to the tip by mistake. Howells later realized the drive held wallet data associated with his Bitcoin. Those details are described in the High Court judgment in Howells v Newport City Council; the precise chain of custody after disposal has not been independently established in the available accounts.

News reports and court materials commonly refer to 8,000 BTC, although some earlier coverage used 7,500 BTC. The often-repeated $742 million figure is a historical valuation, not a fixed measure of the wallet’s worth: Bitcoin’s market price changes, and that figure should not be read as a current valuation.

The drive would hold access information, not Bitcoin itself

A hard drive does not store Bitcoin as files that can simply be retrieved and spent. Bitcoin balances are entries associated with addresses on a public ledger. A wallet may store private keys or other information needed to authorize transactions; the matching key produces the cryptographic signature that lets someone spend the coins.

That is why a balance can remain visible while being practically inaccessible. If the drive held the only usable copy of the relevant key, and there is no backup or recovery information, the Bitcoin may remain recorded on the ledger without anyone being able to move it. Conversely, finding the drive would not by itself prove that its data is intact, that it contains the right wallet, or that any required password is available.

Why the landfill search stalled

Howells sought permission to search Docksway and proposed financing a recovery operation, with various reports describing offers to share proceeds with the council. The plan faced more than the challenge of finding one drive in a vast mass of waste. Newport City Council raised concerns about disruption to landfill operations, environmental and safety risks, and the practical and regulatory requirements of excavation and waste handling. The council also argued that the discarded drive had become its property.

Howells proposed specialist methods and said he could fund the work, but neither a funding offer nor a proposed recovery technique established that the drive could be found or its data recovered. The possible reward was uncertain; the operational and environmental risks of disturbing the site were immediate. The court was not asked to guarantee a successful recovery.

What the January 2025 judgment decided

In January 2025, the High Court of England and Wales dismissed Howells’s claim, reported under neutral citation [2025] EWHC 22 (Ch). He had sought access to the landfill or damages. The case was resolved at an early stage, not after a full trial involving excavation. The judge concluded that the claim had no reasonable prospect of success and that the council’s position on ownership of the discarded drive provided a complete answer to it. The judgment also addresses practical and evidential problems with the proposed recovery.

The ruling did not establish that the drive was destroyed, prove that it remains at Docksway, or test its contents. It did not access a wallet, transfer Bitcoin to the council, or determine that the council controls the coins on the blockchain. It rejected the legal route Howells pursued to obtain access or damages; it was not a technical finding about the drive’s condition.

He abandoned the excavation campaign, not necessarily his claim

In an August 2025 interview with The Block, Howells said he was no longer pursuing landfill purchase, excavation, remediation or discussions with council representatives. In that physical and legal sense, the search campaign ended.

He also said he had not given up on what he regards as his ownership of the Bitcoin. He described a pivot toward tokenizing that asserted legal ownership, including a proposed Bitcoin-related Layer-2 project called Ceiniog Coin. The Block reported that a token sale had been intended to help finance a landfill purchase, a plan Howells said he had since dropped. The project’s legal status, economics, regulatory treatment and relationship to the inaccessible coins should be understood as claims or proposals reported by the outlet, not as established recovery of the Bitcoin.

A token associated with an asserted legal claim is not the private key to the wallet. It does not, by itself, let a holder spend the 8,000 BTC or establish that the token is backed by coins under the issuer’s technical control. Anyone considering such a product would need to assess its legal rights, custody arrangements, disclosures and risks independently.

Docksway’s planned development may make access harder

A Sell2Wales procurement notice published on March 4, 2026 describes planned solar and battery-storage development at Docksway, with an estimated contract period from May 2026 to November 2027. That planned future use adds to the practical obstacles to a later excavation. A procurement notice, however, is not proof that the relevant landfill area has already been capped, that the drive has been sealed in place, or that recovery is permanently impossible.

Could a 12-year-old landfill drive still work?

It cannot be ruled out from the available facts, but there is no verified evidence that this particular drive survived or that its wallet data is recoverable. A hard disk’s magnetic platters may retain data if undamaged, while water, chemicals, crushing, corrosion, heat and mechanical stress can harm the media or the electronics needed to access it. Landfill conditions are unpredictable and potentially destructive.

Even if someone lawfully recovered a drive, this would be a specialist data-recovery problem—not a matter of plugging it into an ordinary computer. Technicians might need to stabilize the device and make a careful image before attempting to read files. Recovery would still depend on locating the correct disk, finding usable wallet data, and obtaining any password or encryption key. No available evidence establishes either that the drive is recoverable or that it is irretrievably destroyed.

What a successful recovery would have required

A hypothetical recovery would have depended on every link in a long chain. None of the following steps has been completed.

  1. Obtain lawful access to the relevant part of the landfill and authorization for the work.
  2. Excavate and handle waste safely, while complying with applicable environmental and waste-management requirements.
  3. Locate the correct hard drive among the material and establish its identity and chain of custody.
  4. Preserve the device and use specialist imaging and recovery methods to retrieve any readable wallet data.
  5. Obtain any necessary password or encryption key, then verify the wallet information against the relevant blockchain addresses.
  6. If access is established, move the Bitcoin through a secure process with appropriate independent checks.

The practical lesson for anyone holding crypto

Howells’s case illustrates the difference between owning a device and preserving access to a wallet. A single computer or drive should not be the only place key material exists. Keep secure, preferably encrypted backups in more than one safe location; protect recovery phrases from both theft and physical damage; and test a recovery procedure before relying on it. Before disposing of an old device, check that wallet data and backups are accounted for. A new wallet or data-recovery service cannot bypass Bitcoin’s cryptographic access requirements or recreate a private key that no longer exists.
