The agreement was still under negotiation, however: a February framework had set out possible terms, not a finalized and implemented deal, and Finance Minister Nirmala Sitharaman said talks had reached a plateau even as discussions continued.
What Jaishankar said about the US and global trade
Moneycontrol reported Jaishankar saying, “We can’t say US is to blame for all the trade problems,” at the October 5 Kautilya Economic Conclave. His point was limited: he urged an objective assessment of trade distortions and market-access barriers rather than assigning every problem to the United States. It was not a claim that US policy causes no trade problems. Moneycontrol’s October 5 account attributes the remark to him; it is a media-reported quotation, not a transcript verified against event video.
Could an India–US trade deal boost India’s economy?
Jaishankar described an agreement as a major step with potential economic benefits for India. That is his assessment, not a measured forecast: the available accounts do not provide an independent, quantified estimate of effects on GDP, jobs, exports, or household finances. The likely channels suggested by the framework are improved access to markets and changes to tariffs and trade rules, but the eventual impact would depend on the final terms and their implementation. Is the India–US trade deal finalized?
No. The two governments announced a framework for an interim agreement in February 2026 and reaffirmed negotiations toward a broader Bilateral Trade Agreement. In its October 5 report, Moneycontrol described the agreement as still under negotiation. A framework records proposed directions and conditional commitments; it is not, by itself, a completed agreement in force. India’s February 7 joint-framework publication sets out the terms, while Moneycontrol’s October 5 report describes the later negotiating status.

What the February framework proposes
The framework covers tariff changes, market access, non-tariff barriers, digital trade, and intended purchases. These are framework terms and intentions, not evidence that all changes have taken effect.
Tariffs and market access
- India said it would eliminate or reduce tariffs on all US industrial goods and a wide range of US food and agricultural products. The framework names dried distillers’ grains, red sorghum for animal feed, tree nuts, fresh and processed fruit, soybean oil, wine, and spirits.
- The United States set out an 18% reciprocal tariff rate for listed Indian-origin goods, including textiles and apparel, leather and footwear, plastics and rubber, organic chemicals, home décor, artisanal goods, and certain machinery.
- The framework describes possible removal of reciprocal tariffs on a broad range of other goods, including generic pharmaceuticals, gems and diamonds, and aircraft parts, subject to successful conclusion of the interim agreement. It also describes separate tariff changes for aircraft and aircraft parts and a preferential quota for certain automotive parts.
These provisions should not be read as blanket tariff reductions already available to exporters. The framework makes some changes conditional, and the final treatment depends on the agreement’s conclusion and implementation. Non-tariff barriers and digital trade
The framework addresses US concerns involving medical devices, information and communications technology import licensing, and food and agricultural products. It also calls for discussions on standards and conformity-assessment procedures, rules of origin, and work toward digital-trade rules as part of the broader BTA. These areas concern how goods and services qualify for and gain access to markets, not just the tariff charged at the border. The joint framework publication outlines these subjects.
Announced purchase intention
India said it intends to purchase $500 billion in US energy products, aircraft and aircraft parts, precious metals, technology products, and coking coal over the next five years. The framework separately calls for significantly increased trade in technology products, including GPUs and other data-center goods. The $500 billion figure is an announced intention over five years, not a report of purchases already made. The framework states the intention.

Why negotiations were described as difficult
Finance Minister Nirmala Sitharaman said negotiations had reached a plateau and that further give-and-take could be very difficult, while also saying discussions were continuing. “Plateau” therefore described a difficult stage in bargaining, not an announcement that talks had ended. Moneycontrol reported her comments on October 5, 2026.
Jaishankar had also said in a conversation reported by India Today on September 29 that the agreement was far advanced, while changes in US tariff processes complicated the timing of a close. That was a media account of an earlier conversation, not a final negotiating document. India Today’s September 29 report.

What the announcement does—and does not—establish
The February framework shows the subjects and broad directions the governments put on the table. The October accounts show that negotiations were continuing and that Indian officials saw further bargaining as challenging. Neither establishes that the proposed terms were all final, in force, or already producing economic gains.
The US administration presented the framework positively: U.S. Trade Representative Jamieson Greer said the announcement created new opportunities for farmers and entrepreneurs in both countries. That is the administration’s framing of the deal, rather than an independent assessment of its eventual effects. The USTR’s February 6 statement.
