Islamabad Traders to Decide POS Protest Plan on December 10, 2025

Islamabad traders were due to weigh a strike or protest over POS registration on December 10, 2025. Two days later, a report said FBR talks averted the immediate shutdown threat.

Islamabad’s Traders Action Committee was due to meet on December 10, 2025, to decide how to respond to FBR enforcement of point-of-sale (POS) registration for small shops, Business Recorder reported on December 9. A shutter-down strike or a protest outside FBR headquarters were possibilities for discussion—not actions already called. A follow-up report on December 12 said talks with an FBR official had averted the immediate shutdown and protest threat in Islamabad and Rawalpindi.

What traders planned to decide

The December 10 meeting was intended to formulate a response to what traders described as “forced POS registration.” Business Recorder reported that the committee would consider whether to escalate its opposition; it did not report a final decision or a confirmed protest before the meeting took place. Business Recorder’s December 9 report said the discussion also covered documentation and registration issues.

Ajmal Baloch, identified in the report as chairman of All Pakistan Anjuman-e-Tajiran, said: “Traders will also discuss different issues related to documentation, registration and POS system.” The statement was reported by Business Recorder as his remarks; it was not an FBR statement.

Strike and protest were options, not confirmed events

The report said traders were considering a “shutter-down strike” or a protest outside FBR headquarters. Those were proposed possibilities for the committee to discuss, not evidence that either action had been called or carried out. The word “forced” reflects the traders’ characterization of the enforcement described in the report, rather than a neutral finding about the legal status of the requirement.

What happened after the meeting was announced

On December 12, Business Recorder reported that a meeting with an FBR Inland Revenue Operations official had averted the immediate shutdown and protest threat in Islamabad and Rawalpindi. That update establishes a near-term de-escalation, not that the underlying disagreement over POS registration was resolved. The report did not give a quantified outcome for the talks. How to read later shopkeeper-scheme updates

FBR statements from September 2026 provide later context, but describe a different dated stage of government engagement—not a retrospective account of what the traders decided in December 2025. In a September 2026 release, the government described joint visits by FBR officers and trader representatives to help shopkeepers register under the Asaan Tax Scheme. FBR’s update on joint registration visits presents the activity as facilitation; it does not establish that all traders supported the policy or that implementation disputes had ended.

A September 29, 2026 government release described the Special Tax Scheme for Small Shopkeepers as being in its initial implementation stages and said practical or technical issues were being addressed. That is the government’s description of implementation at that time, not proof of universal compliance or agreement. See the FBR update on the scheme.

What the December report does—and does not—establish

In this report, POS means point of sale and refers to FBR-related registration or integration requirements; it is not simply a recommendation to buy a cash register. The December 2025 coverage concerns traders’ planned response and subsequent talks. It is not a legal guide to which businesses are covered or what current law requires. The cited reports do not provide a number of affected shops, projected tax revenue, compliance rate, protest turnout, or a detailed FBR legal rationale for the enforcement at issue.

FBR’s account of a 2021 agreement with a different small-trader delegation said then that POS did not pertain to small traders. That statement related to a 2021 ordinance discussion and should not be treated as a description of the 2025–26 situation. Read FBR’s 2021 account.
