No—Zoom has not disappeared from mainland China. It shifted new sales there to authorized partners in 2020, but current company materials still show Chinese offices, a significant China-based research and development presence, and China-specific data-center and telephony settings. The distinction matters: a reduced direct commercial presence is not the same as shutting down the service or leaving the country.
What “disappearing” means in Zoom’s case
A company can scale back one kind of presence while retaining others. For Zoom, the retreat is clearest in how customers buy and receive support—not in a complete withdrawal of its people, technology, or China-facing services.

| Type of presence | What the available evidence shows |
|---|---|
| Direct and online sales | Zoom announced that new mainland China sales would move to authorized partners rather than its direct and online channels in 2020. Bloomberg reported the change. |
| Local offices | Zoom’s current contact page lists Hangzhou, Hefei, Shanghai, and Suzhou. |
| Research and development | Zoom’s April 30, 2026 SEC filing says a significant portion of its R&D organization resides in China. It does not give a current China headcount. |
| Infrastructure and service | Zoom’s support documentation continues to identify Mainland China as a data-center region and describes China-specific telephony settings. |
| China-facing product presence | Zoom maintains a Chinese-language Workplace Pro page. A product page does not, by itself, establish that mainland customers can subscribe directly or that every product is available there. |
So “Zoom left China” is accurate only if it is narrowly used to mean that Zoom stopped selling directly through its former channels. The evidence does not support treating that decision as a complete exit.
What changed in 2020—and why
In August 2020, Zoom announced a partner-only model for new sales in mainland China, scheduled to take effect on August 23. Its previous model included direct sales, online subscriptions, and partners; the change shifted sales away from Zoom’s own direct and online channels. Zoom said local partners could provide better local support, according to Bloomberg Law’s coverage.

The decision came during scrutiny of Zoom’s handling of politically sensitive meetings and its exposure to Chinese government demands. Three issues help explain why the distinction between commercial retreat and operational exit matters.
Account suspensions involving activists
Zoom acknowledged suspending accounts associated with U.S.-based Chinese pro-democracy activists after requests from Chinese authorities, then restoring them. The episode prompted scrutiny from U.S. lawmakers and human-rights advocates. Zoom addressed its response in a company statement concerning the DOJ complaint. This history is relevant to political and account-enforcement risk; it does not establish that every China-linked meeting or account will be restricted.
A 2020 routing disclosure
In 2020, Zoom said mainland China data centers had mistakenly been included in a backup-server whitelist. That created a limited possibility that traffic from users outside China could be routed through China under unusual failure conditions. Zoom said it removed those data centers from the whitelist in its response to Citizen Lab. That historical incident should not be described as current default routing: current routing choices are covered by Zoom’s support documentation below.

Ongoing regulatory and geopolitical exposure
Operating across borders can expose a technology company to government restrictions, local regulatory demands, service interference, and changes in the conditions under which employees or infrastructure can operate. Zoom’s 2026 SEC filing specifically warns that interference with its China operations could affect product development or service delivery. It identifies exposure, not a prediction that a particular restriction will occur.
What a partner-led model means for customers
Partner-led sales change the commercial relationship: a customer in mainland China may need to work through a local reseller or other authorized partner instead of buying through Zoom’s usual direct or online channels. Depending on the arrangement, a partner may handle sales, invoicing, deployment, support, or service integration. Those details should be confirmed with the specific partner; the model does not mean Zoom’s technology has vanished.
Zoom’s broader solution-provider information and service-provider program describe partner roles that include resellers, integrators, and service providers. They do not establish the terms, authorization, or support scope of any particular China partner.

How Zoom’s China data-center settings affect meetings
“Data center,” “data routing,” “data residency,” and “telephony availability” are related but different questions. Zoom’s current support material says paid-account administrators can select or deselect certain data-center regions for meetings and webinars. Mainland China is listed as a region, but Zoom says its China data center is opted out by default for edge-routing for the relevant meeting products. A region setting is not proof that every category of customer data is stored there—or somewhere else.
Meetings and webinars
The available data-center choices can affect where real-time meeting traffic is handled. Zoom’s documentation also says users connecting from mainland China to data centers outside China may experience performance issues in some configurations. The result can depend on the host and participant locations, account settings, product, and local network conditions; a data-center selection is not a guarantee of uniform performance.
Dial-in and call-out
China-specific telephony behavior has a separate setting: Zoom says the China data-center region must be selected for China to appear as a dial-in or call-out country in the relevant account settings. Data-center choices can also affect available dial-in countries and Conference Room Connector endpoints. An organization that needs China-local calling should verify its account configuration and test the actual calling workflow.

Other products and stored data
Zoom cautions that data-center selection does not necessarily determine all static-data storage locations, and that the setting does not apply identically to Zoom Phone or every product. Meetings, Phone, Contact Center, recordings, transcription, AI features, and other services may have different availability or handling rules. The support page treats Hong Kong, Taiwan, and Macau separately from mainland China in relevant regional settings, so do not assume one location’s configuration applies to another.
For current settings, consult Zoom’s pages on data centers and dial-in regions and selecting data-center regions. Product-specific requirements should be checked separately.

Zoom may be practical for a multinational that already uses it globally and needs occasional participation from mainland China. A China-based company with local calling, billing, or support requirements—or an organization with strict data-governance rules—has more to verify. A listed office or data center does not resolve those operational questions.

- Buying and support: Identify the authorized sales channel, who invoices the account, who handles support, and how issues are escalated.
- Account and region settings: Confirm where the account is provisioned, which data-center regions are enabled, and whether China must be selected for required dial-in or call-out functions.
- Data handling: Review product-specific terms for recordings, transcripts, AI functions, chat, and collaboration data. Do not infer storage location from real-time meeting routing.
- Political and regulatory exposure: Consider whether meeting topics, participants, or content create elevated account-enforcement or compliance concerns.
- Feature consistency: Confirm that the features employees rely on are available for their product, account type, and location rather than assuming the experience matches other regions.
- Network performance: Test from the actual offices, networks, and devices that will be used, including relevant meeting directions and business hours.
A practical pilot checklist
Use a limited pilot before committing to a China-linked deployment. Treat the following as test cases, not assurances that every configuration will work the same way:
- Run one meeting hosted outside mainland China with participants joining from mainland China, then reverse the host and participant locations.
- Test the account types and provisioning arrangements employees will actually use, including paid and free accounts if both are in scope.
- Check audio, video, screen sharing, chat, recording, captions, AI features, and file sharing individually.
- Try desktop, browser, and mobile clients on both corporate and ordinary consumer networks where relevant.
- Test local dial-in and call-out requirements separately from internet-based meeting audio.
- Measure performance from each relevant office and network at the times meetings are normally held.
- Confirm the account’s data-center settings and support escalation path with Zoom or the authorized partner.
When to compare other platforms
There is no universal winner for China-linked work. A global company with occasional China participation may value its existing Zoom deployment and international meeting workflows. A China-first organization may also evaluate China-focused services such as Tencent Meeting or broader workplace products such as DingTalk and Feishu. Companies considering the international-facing Lark product can review Lark.
These products should be compared against the same requirements: support and billing model, cross-border interoperability, feature availability, data handling, administration, performance on the company’s networks, and the organization’s regulatory and political-risk needs. A product’s local-market orientation alone does not establish that it meets a multinational’s governance requirements.
What is established—and what is not
Zoom’s current public materials establish that it retains a China-related operational and technical footprint while relying on partners for new mainland sales rather than its former direct and online model. They do not establish current China revenue, an exact China R&D headcount, the staffing level of each listed office, uniform availability of every Zoom product, or a blanket guarantee about access, performance, or data location. Zoom’s SEC report combines APAC and EMEA revenue in the cited regional figure; it does not isolate China-specific revenue.
The most accurate description is a partner-led commercial retreat, not a full exit. For customers, the practical question is whether the particular Zoom product, account, partner arrangement, data policy, and network conditions meet their needs in mainland China.
