Is Visual Studio Pro 2022 for $28 legit?
There is not enough information to call the $28 offer legitimate or illegitimate. These current options are not interchangeable, and neither identifies the terms of a particular $28 listing.

Separately, Microsoft’s April 2025 Visual Studio licensing whitepaper documents a Visual Studio 2022 Professional license-only offering. Should you choose Professional or Community?
Start with eligibility and required features, not the discount. Microsoft identifies Community as free for students, open-source, and individual developers. If you qualify and its terms and capabilities suit your work, buying Professional may be unnecessary. Professional is positioned for individual developers or small teams and adds features and benefits Microsoft highlights, including CodeLens and subscription benefits.

Compare the actual use case: do you need Professional-specific tooling or benefits, or are you looking for the Visual Studio IDE for eligible individual, student, or open-source work? If Community fits, it avoids the cost and uncertainty of an unverified license offer. If you need Professional, choose a clearly documented license route and verify the agreement.

Microsoft licensing guidance says a Professional standalone license may be reassigned, but retail and Volume Licensing purchases cannot be reassigned within 90 days of the last assignment. The rule is relevant when moving a license between users or devices, but the specific agreement and channel determine the applicable terms. Ask the seller which channel applies, and consult Microsoft’s licensing guidance rather than assuming a resale or handoff is allowed.
