The International Monetary Fund’s June 2025 report is described by India’s Ministry of Finance as recognizing the Unified Payments Interface (UPI) as the world’s largest retail fast-payment system by transaction volume. That is a specific ranking, not a claim that UPI leads every payment network by value, revenue, users, or every other measure.
What UPI is—and what “largest” means
UPI is an Indian real-time payment system that lets people transfer funds between bank accounts through mobile applications. It supports person-to-person payments, merchant payments, and payment requests. [Ministry of Finance, March 2026]
In the global ranking, “largest” refers to the number of retail fast-payment transactions, not their monetary value. The Ministry of Finance says the IMF’s June 2025 report, Growing Retail Digital Payments (The Value of Interoperability), recognized UPI on that basis. This is the ministry’s description of the IMF report; it does not establish that UPI is the largest payment network under other measures.
UPI’s share of India’s digital payments
India’s Ministry of Finance reported that UPI accounted for 81% of the country’s retail digital payment transactions in FY 2024–25. Across all retail digital payment systems, India recorded 22,167.90 crore transactions worth ₹849.12 lakh crore that financial year. The ministry reported year-over-year growth of 35.04% in transaction volume and 18.04% in value. These totals and growth rates refer to retail digital payments overall, not to UPI alone. How India compares in the reported global figures
A Ministry of Finance release reproduces figures from ACI Worldwide’s 2024 report, Prime Time for Real-Time. It attributes 129.3 billion real-time payment transactions and 49% of global volume to India. The same comparison lists the following figures: [Ministry of Finance, December 2025]

The 129.3-billion figure and country shares are ACI Worldwide’s reported comparison, as reproduced by the Indian government—not an independently verified, like-for-like census of every country’s systems. The available government release does not establish that all systems were counted using identical inclusion rules. Brazil’s Pix and other national systems are best compared using matching reporting periods, definitions, coverage, and use cases rather than headline totals alone.

What the ranking means for everyday payments
The ranking helps show the scale of real-time payments in India; it does not by itself measure how convenient, reliable, or safe an individual payment will be. UPI’s reported domestic share indicates how central it is to India’s retail digital-payment activity, while its functions cover both payments to merchants and transfers between people.
India’s Ministry of Finance identifies cybersecurity risk, network issues, and gaps in digital literacy and awareness as challenges as digital payments grow. It says measures include device binding, PIN authentication, daily limits, restrictions on some use cases, and bank fraud monitoring. These safeguards are government-reported controls, not a guarantee that fraud or outages cannot occur. [Ministry of Finance, December 2025]
