Official findings document concerns about product safety and consumer protections, while the risks vary by item, seller, country, and the information you can verify before buying. The strongest product-safety evidence described here concerns selected chargers and baby toys tested in an EU investigation—not every product on Temu.
What the latest safety findings say
On May 28, 2026, the European Commission announced a €200 million fine against Temu under the Digital Services Act. The Commission said Temu had failed to diligently identify, analyse, and assess systemic risks from illegal products on its platform and related consumer harm in the EU. It also said evidence indicated EU consumers were very likely to encounter illegal items. Read the Commission’s announcement.
The Commission described a mystery-shopping exercise in which a very high percentage of selected chargers failed basic safety tests. A high percentage of tested baby toys posed medium-to-high-severity risks, including chemicals above legal limits or suffocation hazards from detachable parts. The announcement does not provide a percentage or sample size in the information cited here. These findings point to real category-specific risks and concerns about marketplace controls, but they do not establish that every charger, toy, or other Temu listing is unsafe.
What consumer-protection authorities have raised
European consumer-law concerns
In November 2024, the European Consumer Protection Cooperation Network notified Temu of practices that the network assessed as infringing EU consumer law. Concerns included fake discounts, pressure tactics such as false scarcity or deadlines, reward conditions obscured by gamification, incomplete or misleading return and refund information, suspected unauthentic reviews, and contact details that consumers could not easily find. The coordinated action remains ongoing, and authorities have listed additional issues under assessment, including seller status, rankings and reviews, price reductions, and environmental claims. In September 2025, the U.S. Federal Trade Commission announced a proposed $2 million civil penalty to resolve allegations that Whaleco, Inc., Temu’s operator, violated the INFORM Consumers Act. The FTC described allegations involving telephonic reporting, reporting mechanisms in gamified listings, and seller-identification information. The agency said the proposed order would address those alleged violations and noted that consent decrees have force of law when approved and signed by a district court judge. Is the Temu app safe for privacy?
Temu’s privacy policy says it shares information with corporate affiliates and service providers for purposes including order fulfillment, customer support, marketing, fraud detection, security, and analytics. Payment processors may receive information to handle payments, disputes, or refunds. The policy also describes disclosures to advertising and analytics companies for interest-based advertising, which may count as “selling” under some U.S. state privacy laws. - Verify the item and seller. Check the product’s actual maker, model, materials, safety information, and seller identity where available. For electronics or children’s products, look for safety information you can verify independently rather than relying on a listing claim alone.
- Slow down when the listing applies pressure. Compare details and prices elsewhere if you see an unusually steep discount, countdown, scarcity claim, or generic praise. The European Commission recommends checking specific reviews while recognizing that some may not be genuine.
- Understand returns before paying. Read the return and refund terms, then save the listing and order details. Clear records can help you explain a dispute.
- Protect payment and account access. Use a payment method with a dispute process, enable two-factor authentication, and monitor your bank or card statements for unexpected activity.
- Use extra caution with higher-risk categories. The Commission’s findings on selected chargers and baby toys make product-specific verification especially important in these categories. No platform or label alone guarantees that an item is safe.
The European Commission’s general online-shopping guidance also recommends checking the web address and HTTPS, researching sellers and contact details, reviewing return terms, using payment methods with fraud protection, enabling two-factor authentication, and monitoring statements. What rights apply if something goes wrong?
Consumer rights depend on where you live, the transaction, and any applicable exceptions. For EU readers, the Commission describes product-safety requirements, a minimum two-year legal guarantee for goods, a 14-day right to cancel many online purchases, and protections relating to delivery times. These EU protections should not be assumed to apply to shoppers in the United States or elsewhere. Check the rules in your jurisdiction and the terms for your specific purchase.

So, should you shop on Temu?
Temu is not established by these findings as uniformly unsafe, but neither is it reasonable to treat the marketplace as broadly safe simply because some orders arrive as described. The EU findings show that selected products in important categories failed safety checks, and both European and U.S. authorities have raised consumer-protection concerns. If you cannot verify a product’s identity and safety information, understand the return terms, or accept the possibility of a difficult dispute, skip that listing—especially for products where a defect could cause injury.
