In the United States, 2026 housing indicators are mixed: home prices are still rising modestly, borrowing remains costly, and the Federal Reserve describes residential activity as weak while noting signs of stabilization in commercial real estate. Those national conditions cannot establish whether a particular property is safe. The answer depends on its price, financing, realistic income and expenses, liquidity, and whether you can absorb a downturn without being forced to sell.
What the 2026 U.S. indicators say—and what they do not
The figures below describe different things: a measured price index, forecasts, household expectations, and a hypothetical bank stress scenario. They are not interchangeable and should not be combined into an estimate of an investor’s return.

| Measure | What it says | How to interpret it |
|---|---|---|
| Federal Reserve, July 10, 2026 Monetary Policy Report | Residential investment fell further in 2026 Q1 after declining in 2025; housing activity appeared stagnant in April and May. House-price growth was moderating, while commercial real estate showed further signs of stabilization. | A national economic assessment, not a verdict on a local market or property. The report also described mortgage credit risk as low, citing home-equity cushions and underwriting standards. |
| FHFA U.S. purchase-only house price index | Prices rose 2.1% year over year from 2025 Q2 to 2026 Q2, and 0.3% from 2026 Q1 to 2026 Q2. | Observed index growth across a measure covering all 50 states and more than 400 American cities; it is neither a forecast nor an investor’s total return. |
| Fannie Mae Housing Forecast, September 11, 2026 | Forecast average 30-year fixed mortgage rates of 6.5% for 2026 and 6.7% for 2027; forecast home-price index growth of 2.3% in 2026 and 1.0% in 2027, measured Q4/Q4. | Forecasts, not a borrower’s rate quote or guaranteed appreciation. The rate projections used rates as of August 31, 2026, and Fannie Mae says its views depend on assumptions and can change. |
| New York Fed 2026 Survey of Consumer Expectations Housing Survey | Survey respondents’ median expected rent increase was 8.0% and median expected home-price growth was 4.0% over the next 12 months; median annualized expected home-price growth over five years was 3.0%. | Household expectations from a survey fielded in February 2026—not realized rent or price growth, or a forecast of an individual property’s income. |
| Federal Reserve 2026 severely adverse stress scenario | The hypothetical scenario models nominal house prices falling 30% and commercial real estate prices falling 39% from the scenario’s starting point. | A severe bank-resilience test, not a Federal Reserve market forecast or a prediction of the loss on any particular property. |
The Federal Reserve’s July report also said existing-home sales had moved sideways at very low levels for several years. It cited a prevailing 30-year fixed mortgage rate of 6.4%, with the mortgage-rate data extending through July 1, 2026, while noting that most outstanding mortgages had rates below 4%—a condition known as rate lock. These are dated national observations, not the terms available to every buyer.
Fannie Mae’s September 11 housing forecast also projected 4.692 million U.S. home sales in 2026, 1.3% below 2025, then 4.882 million in 2027, up 4.1% year over year. Its separate September 11 economic forecast projected residential fixed investment would fall 3.1% in 2026 and rise 4.0% in 2027, on a Q4/Q4 basis. These are forecasts, not reported outcomes. NAR’s June 2026 snapshot described record-high median home prices and affordability pressure, and expected mortgage rates to stay in the mid-6% to 7% range until oil prices fell and inflation subsided; that was NAR’s assessment at the time, not a promise about future rates.

Why national price growth does not make a property safe
A property can appreciate nationally or locally and still be a poor investment if its purchase price, financing, or operating costs leave too little room for error. Conversely, a market’s modest price growth does not by itself determine whether a property with sustainable income and manageable debt is viable for a particular investor.
Price appreciation is only one part of the outcome. For a rental property, income must be weighed against vacancy, operating costs, financing, future repairs, and the costs of selling. Household expectations of rising rent do not establish that a landlord can raise rent by the same amount, keep a unit occupied, or earn a positive net return.

“Safe” also depends on the investor’s circumstances. A highly leveraged owner with little cash available to cover a vacancy or major repair faces a different risk from an owner who can keep the property through a prolonged downturn. Real estate is not guaranteed to preserve value, provide passive income, or serve as a reliable hedge in every market or time period.
Residential and commercial property are not one risk category
The Federal Reserve’s July 2026 report described weak residential investment and stagnant housing activity alongside further signs of stabilization in commercial real estate, with little change in vacancy rates and rent growth across a broad range of commercial sectors. That divergence is a reason to assess the specific property type and market, not to declare one category categorically safer.

| What to assess | Questions for either property type |
|---|---|
| Income and vacancy | Are the rent or other income assumptions supported by current local evidence? What happens if income falls or vacancy lasts longer than expected? |
| Operating costs | Have you accounted for taxes, insurance, maintenance, repairs, management, and other recurring costs relevant to this property? |
| Financing | What are the actual loan terms, including the rate, payment, term, and any exposure to refinancing or rate changes? |
| Liquidity and time horizon | How long can you hold the property if a sale is delayed or a buyer offers less than expected? Can you meet obligations without selling quickly? |
| Downside capacity | Could you withstand lower income, higher expenses, or a substantial fall in property value without defaulting or exhausting essential reserves? |
The available national indicators do not provide comparable investor returns for residential and commercial property, or local operating data. A national sector trend cannot substitute for local underwriting.
How to assess a specific deal before investing
- Use the actual financing offer. Model the payment and total borrowing cost using terms available to you, rather than a national average or forecast mortgage rate.
- Verify income locally. Base rent assumptions on evidence for comparable properties and current local conditions. Allow for vacancy and the possibility that expected rent increases do not occur.
- Build a complete expense estimate. Include property taxes, insurance, routine maintenance, likely repairs, management, utilities or other owner-paid costs, and costs associated with purchasing and selling.
- Calculate cash flow after costs and debt service. A projected rent figure is not spendable income. Compare the income remaining after operating expenses with debt payments, and account for future capital needs separately.
- Stress-test the plan. Ask whether you could carry the property if income fell, expenses rose, financing became more costly at renewal, or the property’s value dropped. The Federal Reserve’s 2026 bank stress scenario—30% lower nominal house prices and 39% lower commercial real estate prices—is an explicitly hypothetical severe case, not a prediction; it can serve as a reminder to examine loss capacity rather than an assumed outcome.
- Check your ability to hold. Consider cash reserves, other obligations, the investment’s liquidity, and how long you could wait for a reasonable sale. A deal that works only if you sell quickly or everything goes to plan has little margin for adverse conditions.
These steps can reveal whether a deal fits your finances; they cannot guarantee a return. A local property decision needs current local rent and expense data, actual financing terms, and assumptions suited to the property and the investor.

Are mortgage rates expected to fall, and are home prices still rising?
Fannie Mae’s September 2026 forecast did not project an average rate decline from 2026 to 2027: it put the 30-year fixed mortgage average at 6.5% for 2026 and 6.7% for 2027. Those are forecast averages, not individual quotes, and the forecast can change. The FHFA index showed U.S. single-family purchase prices up 2.1% year over year through 2026 Q2, while Fannie Mae forecast slower annual home-price index growth of 1.0% in 2027, measured Q4/Q4. The observed index and forecast use different periods and answer different questions.

The Federal Reserve’s final 2026 severely adverse scenario modeled a 30% decline in nominal house prices and a 39% decline in commercial real estate prices from the scenario’s starting point. The Board stated: “This is a hypothetical scenario designed to assess the strength and resilience of banks and does not represent a forecast of the Federal Reserve.” Those modeled declines illustrate the scale of a severe stress test; they are not predictions of market outcomes or the loss on a specific investment.
