The evidence points to growing overlap with EMS capabilities—not a confirmed change in business classification.
What Quanta’s disclosures say
Quanta’s 2025 annual report describes manufacturing, processing and sales of laptop computers and telecommunications products as principal operating activities. Its audited statements also identify laptop computers and cloud-computing server-related products as primary activities. The company’s stated near-term priorities include technology upgrades, supply-chain optimization and market expansion.
Quanta also describes a strategy connecting research and development, manufacturing and services, alongside flexible global production and fulfillment. Longer-term areas it names include AI, high-performance computing, 5G/6G communications, smart healthcare, smart mobility and AR/VR. These statements show the breadth of its strategy; they do not establish that Quanta has launched contract manufacturing beyond its existing business scope.
Why Quanta may look more like an EMS provider
Its server business has grown
In its 2024 sustainability report, published in 2025, Quanta said server business revenue exceeded 50% for the first time. The report’s management message described this as part of the company’s transformation and innovation, while notebook manufacturing continued. It is a company-reported revenue-mix milestone—not an EMS market-share figure.

Its manufacturing footprint is broadening
The same management message says Quanta’s footprint has expanded beyond China and Taiwan to include the United States, Germany, Thailand, Vietnam and Mexico. It links this expansion to geopolitical risks, customer localization and production-risk diversification. Quanta also describes goals around supply-chain resilience, smart factories, manufacturing efficiency and quality. The report passage does not give a site count.
These capabilities—production across regions, manufacturing execution and supply-chain support—can overlap with what customers seek from an EMS provider. Capability overlap, however, does not by itself prove a formal change in Quanta’s business model or the kinds of contracts it accepts.

ODM and EMS: what separates them in practice?
ODM (original design manufacturer) and EMS (electronics manufacturing services) describe different emphases, not necessarily exclusive categories for every customer relationship. An ODM commonly takes a substantial role in developing and defining a product; an EMS provider commonly focuses on manufacturing a customer-defined product. In real programs, a supplier’s role can vary by product and customer.

The distinction is a practical guide, not a universal rule: engineering, customization and sourcing responsibilities can be shared or negotiated. Quanta’s disclosures support describing its work across design-related engineering, manufacturing and services, but do not quantify how much of its activity fits any single EMS definition.

How to interpret the EMS claim
Jabil’s 2025 annual report discusses EMS and ODM providers separately in its competition section and lists Quanta among ODM providers. That is useful evidence of how one competitor frames the market, not a neutral or universal industry taxonomy. It also does not override Quanta’s own description of its operations.
The most defensible reading is that Quanta is expanding capabilities that may overlap with EMS work while remaining described in the cited competitor filing as an ODM. The reviewed company reports do not announce a discrete EMS business launch, and they provide no basis for calculating Quanta’s EMS market share.
