No local PayPal account launch in Pakistan, or confirmed launch date, is established by the latest evidence available. A September 2026 guide says Pakistan was not listed in PayPal’s public country selector when checked on September 9. That is a dated secondary check—not a current PayPal announcement—so verify the PayPal country directory for the latest status.
Can you open a PayPal account from Pakistan?
As of the latest dated check located, people living in Pakistan could not open a local PayPal account. Elevate Pay’s guide, published September 10, 2026, reports that Pakistan was absent from PayPal’s country selector on September 9 and that no launch date had been confirmed. Because this is a payment provider’s secondary report rather than a PayPal statement, treat it as a snapshot, not a guarantee that availability cannot change.
PayPal’s country directory is the relevant primary reference for whether it lists local services. Country inclusion and the services available in a country can differ, so check the current listing and its terms before relying on access for receiving payments.
What did the 2024 PayPal announcement actually promise?
The January 2024 headlines about freelancers receiving PayPal payments referred to a proposed third-party route, not PayPal launching Pakistani accounts. On January 7, the Associated Press of Pakistan reported then-caretaker Federal Minister for IT and Telecommunication Umar Saif saying: “While PayPal itself is not coming to Pakistan, an agreement has been reached where remittances would be channeled through PayPal via a third party.” In his description, an overseas sender would use a PayPal account and the freelancer would receive funds in a separate account.

That distinction matters: the sender’s use of PayPal did not give a recipient in Pakistan a PayPal wallet, direct signup access, or a Pakistani PayPal account. The announcement was about routing a payment through another service.
Did the announced freelancer pilot go live?
On January 11, 2024, APP reported Saif’s proposed pilot for 10,000 freelancers in February, with wider access planned in March. Those dates and the 10,000 figure described the announcement’s target, not a verified participant count or proof of implementation. The September 2026 guide says it found no public confirmation that the promised pilot went live. Accordingly, the announcement should not be treated as a currently available payment route.

Pakistan’s draft e-Commerce Policy 2025–30 later said global platforms such as PayPal had yet to formally launch and described work to streamline cross-border digital payments. A draft policy indicates policy context; it is not a commitment by PayPal or a launch timetable.
Is Xoom the same as PayPal for freelance payments?
No. Xoom is PayPal’s separate remittance service. A person abroad may be able to use Xoom to send a personal remittance to Pakistan, but that does not provide a local PayPal account and should not be represented as a way to collect freelance invoices. Keep personal transfers and business income distinct, and check Xoom’s current country, funding, delivery, and transaction terms for the exact transfer.

What can freelancers use instead?
Payoneer is a separate service, not a PayPal workaround or evidence that PayPal has launched. Its Pakistan-focused page describes payment requests, cross-border client payments, and withdrawals to Pakistani bank accounts for eligible users. Confirm that your account, client, transaction type, and withdrawal method qualify under Payoneer’s current terms before choosing it.
Compare alternatives by whether they support business/client payments, what account the recipient needs, and how withdrawals work. Do not assume that a personal-remittance option handles invoices, or compare fees and exchange rates without checking the exact route and current terms.

What is known—and not known—about a launch?
The available evidence supports a narrow conclusion: the 2024 government announcements described a third-party proposal, while a September 2026 secondary check reported no local PayPal listing and no confirmed launch date. It does not establish why PayPal has not launched in Pakistan. No current explanation from PayPal was located; a 2021 Pakistan Institute of Development Economics brief is historical analysis, not a definitive statement of the company’s present reasoning.
