Not necessarily—but the claim alone does not prove the installation is truly free or that the offer is legitimate. Without the company, location, advertisement, and written quote, there is no way to verify this specific deal. Check the contractor and compare the complete project price, then make sure every promise is in the signed contract.
What “no labor or installation costs” does—and doesn’t—tell you
A seller may be advertising a promotion, but the wording alone does not show whether labor is genuinely included, whether other charges apply, or whether the total price is competitive. The offer’s terms depend on the seller and contract. Treat “free installation” as a claim to verify, not as proof of a scam or a guarantee of savings.
The Federal Trade Commission (FTC) notes that scammers may use new-window installation as a sales pitch. Its Home Repair Scams guidance describes someone claiming they can “put in new windows” as one example. That is a reason to check the seller carefully—not evidence that any particular window company is fraudulent.
Check the contractor before agreeing to work
Use the contractor’s full business name and location to make checks with the relevant state or county authorities. The FTC recommends verifying licensing and insurance where required, seeking recommendations, and checking for complaints. Ask for references and contact them if possible.

Be cautious if the salesperson pressures you to decide immediately, demands full payment upfront, accepts only cash, or refuses to provide written terms. These are warning signs that warrant further checking; they do not, by themselves, establish that a specific seller committed fraud. The FTC also advises against paying a home-repair contractor by cash or wire transfer.
Compare written estimates on the same scope
Get multiple written estimates; the FTC’s home-repair guidance recommends three. Compare them only after confirming that each covers the same work and products. A lower-looking quote may leave out removal, disposal, trim, sealing, permits, or cleanup.

Get the promises into the signed contract
The FTC recommends a written estimate describing the work, materials, completion date, and price. Before work begins, make sure the contract identifies the contractor and spells out the full scope, total cost, payment schedule, and what “no labor or installation costs” covers. Have it state any exclusions and financing charges, along with start and completion estimates and the warranties. Do not sign a contract with blank spaces.

Keep a copy of the signed contract and any applicable cancellation notice. Cancellation rights depend on location and circumstances: the FTC says state contract requirements vary, and a written three-business-day cancellation-right statement applies when a contract is signed at the homeowner’s residence or somewhere other than the seller’s permanent place of business. It is not a universal cancellation right for every window contract.

- What is the complete price, and what are the payment schedule and financing terms or fees?
- When is work expected to start and finish?
- Who will do the work, and what licensing and insurance apply where I live?
- What do the product and workmanship warranties cover, and who pays labor if a window needs repair or replacement?
- Can I take a complete written estimate and contract away to review before deciding?
If the seller will not answer these questions in writing, or pressures you to commit before you can check the terms, pause rather than relying on the promotional wording.
