Does that mean every Mickey Mouse design is public domain?
No. The change covers the 1928 film and the early character depictions appearing in that work, not every version of Mickey, every later film, or Disney’s other copyrighted material. A later depiction is not made public domain merely because the character first appeared in a work whose copyright has expired.

The distinction is between a particular work and the broader character as represented across later works. The Library of Congress describes the protected subject here as the specific visual renditions in Steamboat Willie; it does not say all subsequent Mickey designs are free to use.
