The European Commission’s June 2026 update places Iran Air under operational restrictions on two aircraft types: the Fokker F100 and Boeing B747. That distinction matters if you are checking a flight or deciding what to do about a booking.
Is Iran Air banned from Europe?
No. The latest located applicable EU Air Safety List update does not put Iran Air on the list of carriers fully banned from operating in the Union. Commission Implementing Regulation (EU) 2026/1317, adopted on 8 June 2026 and published on 10 June, lists Iran Air in Annex B, for operational restrictions, rather than Annex A, for full bans. The entry identifies the airline by AOC number IR.AOC.100 and ICAO designator IRA. Read the regulation.
Which Iran Air aircraft are restricted?
The Annex B entry specifies Iran Air’s Fokker F100 and Boeing B747 aircraft. It does not state that every Iran Air aircraft, route, or flight is prohibited from operating to Europe.
The regulation’s entry establishes the aircraft types affected, but does not give a detailed Iran Air-specific technical explanation for the restrictions or a timetable for their removal. The Commission describes the Air Safety List generally as a tool for identifying airlines subject to full or partial operating bans for failing to meet international safety standards; that general purpose should not be mistaken for a published technical finding about these particular Iran Air aircraft. How does a partial restriction differ from a full ban?
| EU list category | What it means | Iran Air’s June 2026 status |
|---|---|---|
| Full ban | The Commission says carriers on the full-ban list are barred from operating to, in, and from the EU, including overflight. | Iran Air is not listed in Annex A as a fully banned carrier. |
| Operational restriction | Restrictions apply to specified aircraft types, rather than automatically prohibiting every operation by the carrier. | Annex B specifies the Fokker F100 and Boeing B747. |
In the Commission’s June 2026 update, Iran Air and Air Koryo were the two carriers in the operational-restriction category. The Commission reported 154 carriers banned from EU skies following that update; this is a Commission-reported category count, not a separate safety ranking. Commission announcement and June 2026 Q&A.
Can Iran Air still fly to Europe?
The Annex B listing is not a blanket prohibition on Iran Air operations. The regulation also says an Annex B carrier may be permitted to exercise traffic rights using a wet-leased aircraft from an operator that is not subject to an operating ban, if the relevant safety standards are met. This is conditional: it does not guarantee that a particular flight will operate, that a compliant replacement aircraft is available, or that an itinerary will remain unchanged.

What should you do about an Iran Air booking?
- Check the operating carrier. Look at the airline identified as operating each flight, not only the airline whose code or name appears on the booking. Codeshare marketing and the actual operating carrier can differ; EU passenger legislation addresses disclosure of the operating carrier’s identity. Regulation (EC) No 2111/2005.
- Confirm the current itinerary with the airline. Check for aircraft or schedule changes and ask the airline about your specific flight rather than assuming that the restriction cancels your booking.
- Review your booking terms if the flight changes. The official materials cited here do not establish a special refund, cancellation, or rerouting entitlement arising solely from this aircraft-specific listing. Do not assume either that you have such a right or that you do not; any applicable rights depend on the circumstances and relevant passenger-protection rules.
Is the Iran airspace warning the reason for this restriction?
Not according to the located regulation. EASA has issued separate, time-sensitive conflict-zone information concerning risks to civil aviation in Iranian airspace, including military developments and air-defence threats. That advisory concerns airspace risk; the reviewed sources do not identify it as the legal basis for Iran Air’s Annex B aircraft entry. EASA Conflict Zone Information Bulletins.
