The public record does not establish that Elon Musk secretly controlled Donald Trump. It does show substantial access and influence during the early months of 2025: Musk held a senior-adviser role, Trump said he was in charge of DOGE, and Musk used X to amplify administration positions. The latest located Government Accountability Office report says the White House reported that Musk left his adviser position in May 2025; the pair’s private relationship as of October 2026 is not established by the available public record.
What the record says about Musk’s authority
Formal authority and practical influence are not the same thing. In a February 2025 court filing, the White House said Musk could advise the president and communicate presidential directives, but had “no actual or formal authority to make government decisions himself.” Reuters reported the filing. Trump, meanwhile, publicly said he had put Musk in charge of the Department of Government Efficiency (DOGE).

Those accounts describe different things: the White House’s account of Musk’s formal decision-making authority and Trump’s description of Musk’s operational role at DOGE. Neither statement establishes that Musk controlled the president, secretly or otherwise.
What supports describing Musk as influential
Access to the president and a government advisory role
Musk held a senior-adviser position in the White House. In an official February 2025 transcript, Trump said, “Well, I respect him. I’ve always respected him,” and described calling Musk to provide Starlink units after flooding disrupted communications in North Carolina. These remarks document public respect and direct cooperation at that time; they do not show that Musk dictated Trump’s decisions.

A large platform used to promote administration positions
The Associated Press reported in 2025 that Musk used his ownership of X and his White House position to amplify Trump’s positions during the administration’s early weeks. That is evidence of public political influence through a major communications platform, not evidence of private control over the president’s choices.
Harvard political scientist Steven Levitsky, quoted by AP, described the combination of Musk’s economic, media, and political power as unprecedented. That is Levitsky’s assessment of Musk’s position at the time; it is not proof of a secret arrangement with Trump.

What changed after the early cooperation
The GAO’s 2026 report, DOGE: Information on Personnel and Ethics Activities (GAO-26-108403), says the White House reported that Musk separated from his senior-adviser position in May 2025. The report also says GAO could not describe certain Executive Office positions, including Musk’s, fully.
In June 2025, AP reported a public rupture between Trump and Musk after months of visible cooperation. That later conflict matters when assessing the word “now”: the relationship was not consistently cooperative in public. But a public feud cannot establish what the two privately communicated in October 2026.

What is—and is not—established
- Established: Musk had a senior-adviser role and substantial access and public influence during early 2025.
- Established: Trump described Musk as leading DOGE, while the White House said Musk lacked formal authority to make government decisions himself.
- Established: The White House reported to GAO that Musk left his adviser position in May 2025, and AP reported a public falling-out in June 2025.
- Not established by the available public record: that Musk secretly controlled Trump, or what their private relationship was as of October 2026.
The absence of independently verified public evidence for secret control is not proof that private influence never existed. It does mean the stronger claim in the headline should not be presented as fact. The evidence supports calling Musk influential and well-connected during a specific period, not saying he secretly controlled the president.
