Short answer: Colocation is likely to become the practical operating model for many Quebec miners who already own efficient ASICs, but it is not a sign that Quebec is reopening the door to unlimited new crypto-mining capacity. Shared facilities can reduce construction, cooling, staffing and connection costs; special crypto tariffs, authorization rules and possible curtailment still determine whether the machines make money.
What crypto colocation actually means
In true colocation, you own the ASIC miners and a hosting company operates them in its facility. The host may provide racks or cages, electricity, ventilation or immersion cooling, internet access, monitoring, security, troubleshooting, repairs, parts handling and deployment or removal. Billing can be based on kW, machine count, measured energy, a fixed monthly fee or a combination.
That differs from cloud mining, a hash-rate lease or an investment in a mining company. You normally retain the hardware’s depreciation, repair, resale and mining-performance risk. The host is a service provider, not the owner of your coins or machines.
Why colocation is attractive in Quebec
Shared infrastructure
A host spreads transformers, switchgear, electrical distribution, cooling, fire protection, security, fiber, technicians and spare parts across many customers. That can make a few machines economical when a private farm would require a building, engineering work and a utility connection.

Cooling without assuming cold air is free
Quebec’s climate can help reject heat, but a serious site still needs controlled airflow, filtration, humidity and freeze protection, exhaust design and protection against condensation. Poor design can cause dust buildup, fan failures, thermal throttling and noise complaints. Immersion or liquid systems may improve thermal control but can complicate warranties, repairs and resale.
Operational flexibility
Professional operators can monitor machines remotely, rotate or underclock equipment, curtail during constrained periods and keep parts and technicians nearby. That matters when electricity rules place a value on flexible or interruptible demand.
Lower entry capital, different risks
You avoid most building and interconnection capital expenditure, but replace it with a recurring bill and dependence on the host’s solvency, uptime, custody practices and contract terms.

Quebec’s electricity rules change the investment case
Rate CB applies to crypto use
Hydro-Québec’s Rate CB covers medium- and large-power customers using at least 50 kW for cryptographic blockchain purposes, including mining. Hydro-Québec’s public blockchain-sector information lists an energy component of 18.078¢/kWh for new blockchain projects, applied to the full consumption under the subscription. Under Quebec’s Act respecting the Régie de l’énergie, authorization is required for electricity-distribution requests of at least 50 kW for cryptocurrency-mining use; the general threshold for other requests is generally 5 MW, subject to the statute and exceptions. The legal text is available from LégisQuébec. A host’s existing connection does not automatically remove zoning, reporting, contractual or regulatory obligations.
A higher proposed rate is not yet a settled fact
Hydro-Québec has proposed a revised crypto-mining rate averaging about 19.5¢/kWh, with implementation projected for the second half of 2026 subject to Régie approval. Treat that as a proposal until the final decision is published. The proposal is described in Hydro-Québec’s announcement.

Curtailment can outweigh a low headline rate
A filing in proceeding R-4307-2025 describes a proposed 5% demand limit during specified curtailment periods and a proposed $1.077/kWh charge for consumption above that limit, described as effective April 1, 2027. These are filed or proposed terms, not a statement that the final rule is already in force. Check the Régie filing and proceeding R-4333-2026 before signing.
The relevant number is therefore the effective cost after curtailment, restart delays, downtime and lost mining revenue—not simply the posted energy component.

Those figures exclude demand charges, taxes, hosting overhead, connectivity, maintenance, repairs, curtailment and the host’s margin. A provider publicly advertises $110 CAD per kW-month in Quebec. At 720 hours that is roughly 15.3¢/kWh on an energy-equivalent basis, but it is not directly comparable with a utility energy component because it may include infrastructure and support. Use hashprice, not Bitcoin’s spot price
Expected revenue depends on hashprice (revenue per unit of hashrate), network difficulty, global hashrate, the block subsidy, transaction fees and pool fees. Add ASIC efficiency in joules per terahash, actual measured draw, uptime, firmware settings, exchange rates, taxes, financing, repairs and depreciation. A rising Bitcoin price can still produce falling margins if difficulty and network hashrate rise faster.
Efficiency determines which machines belong in Quebec
Compare nameplate and measured wattage, joules per terahash, underclocking options, cooling requirements, warranty coverage, noise and replacement-part availability. An inexpensive older ASIC can lose money at Quebec’s crypto tariff even when its purchase price is low. Use the provider’s older Antminer S9 example only as a calculation illustration, not as a recommendation; see its FAQ.

Colocation changes risk rather than eliminating it: construction and operations risk become host-solvency, custody, pricing, uptime and service-quality risk.
Due-diligence checklist for a Quebec host
- Power price: Is the quote CAD, all-in and tax-inclusive? Is it per kWh, kW-month or machine? Are demand charges, minimums and idle equipment billed?
- Utility classification: Identify the utility, Rate CB treatment and who bears a tariff change. Do not assume renting space converts mining use into ordinary data-center use.
- Curtailment: Who can interrupt power, how much notice is given, how quickly machines restart and whether electricity or hosting is payable while curtailed?
- Capacity proof: Request the exact facility, available circuits and evidence that advertised capacity is actually open to new customers.
- Power quality: Verify voltage, amperage, grounding, breakers, transformer capacity, surge protection and simultaneous-restart limits.
- Cooling: Confirm that the site accepts your ASIC model, firmware and cooling method.
- Uptime: Ask whether the metric is per miner, rack or site; whether maintenance and curtailment are excluded; and whether credits compensate only hosting or also lost mining revenue.
- Custody and insurance: Require serial-numbered inventory, theft/fire/water coverage, negligence standards, repair authorization and replacement-value limits.
- Contract exit: Check term, notice, deposits, removal and shipping charges, relocation rights, pause provisions, liens and facility-closure remedies.
- Regulatory change: Specify whether the host may pass through tariffs, add surcharges, curtail, relocate or terminate.
One Quebec provider publicly advertises 95% uptime. That is a provider-supplied claim, not an independently audited enterprise-data-center standard; ask how it is calculated and obtain service-level remedies in writing.
Who should use Quebec colocation?
Potentially suitable
- Owners of efficient, repairable ASICs.
- Remote operators without industrial-site, electrical or cooling expertise.
- Fleets too small to justify a private facility.
- Operators willing to accept host and curtailment risk in exchange for mobility.
Usually unsuitable
- Owners of obsolete, high-joule-per-terahash machines.
- Investors who require guaranteed continuous operation.
- Anyone relying on a headline electricity price without a complete contract.
- Customers needing a short commitment when the host requires long lockups or prepayment.
Three plausible futures for Quebec mining
Specialist sites consolidate
Existing facilities may survive by hosting efficient fleets, sharing infrastructure and curtailing when power is scarce or expensive.
Some capacity moves to other digital workloads
Conventional data centers and AI projects may receive priority. ASIC sites are not automatically suitable for GPUs: rack density, liquid cooling, networking, redundancy and service expectations differ.
Mining becomes a flexible interruptible load
Proof-of-work mining may remain viable where operators can shut down quickly, accept variable uptime and price that lost production into their contracts.
Bottom line for a prospective miner
Quebec colocation is best understood as a survival and efficiency strategy, not proof of a return to unrestricted cheap-power mining. For an efficient ASIC owner, a transparent all-in contract, credible custody protections and realistic uptime assumptions can make hosting practical. For a new utility-scale project—or an old machine whose economics depend on uninterrupted low-cost power—the province’s tariffs, approvals, competing electricity demand and curtailment risk make the thesis substantially harder.
