What is the status of BYD’s Mexico factory plan?
The proposal has not been shown to be an operating factory or a confirmed construction project. In November 2024, the Associated Press reported that Mexican President Claudia Sheinbaum said no such Chinese auto plant existed; the report said she appeared to be referring to BYD, which had reportedly planned a plant but had not built one (AP, November 2024).
On July 2, 2025, Bloomberg reported that BYD had suspended its Mexico factory plans. Executive vice president Stella Li said, “We want to wait for more clarity before making our decision” (Bloomberg, July 2, 2025). El Economista described the plan as cancelled, but also reported that BYD remained interested in expanding in the Americas and had no next investment planned or scheduled (El Economista, July 2, 2025). Taken together, the reporting supports describing the project as paused or suspended amid uncertainty—not as permanently abandoned, approved, or underway.
Was the factory intended to supply the US?
Reports described Mexico and Latin America as the contemplated plant’s initial markets. Serving the United States was discussed as a possible future ambition, not a confirmed plan for US exports (El Economista, July 2, 2025).

That distinction matters: a vehicle assembled in Mexico would not automatically qualify for preferential treatment under the US-Mexico-Canada Agreement (USMCA), nor does the proposed location itself establish that a vehicle could enter the United States without additional restrictions. The cited reporting does not settle how a hypothetical BYD vehicle would be treated under trade rules.
Why did trade policy complicate the proposal?
US concerns about Chinese-made vehicles
In May 2024, the Associated Press reported that the Biden administration was considering additional penalties if Chinese electric-vehicle makers shifted production to Mexico to avoid import taxes. Then-US Trade Representative Katherine Tai said the possibility of China using Mexico as a workaround was “something we are talking to our industry, our workers and our partners about.” She also said, “Stay tuned” when asked about possible further action (AP, May 14, 2024).

Those comments described a US policy concern, not a finding that BYD intended to evade tariffs. Bloomberg later connected the pause in BYD’s plans to geopolitical tensions and uncertainty about US trade policy.
Reported Chinese approval concerns
El Economista, citing Financial Times reporting, said in March 2025 that China’s Ministry of Commerce had delayed approval amid concern that the United States might gain access to BYD technology through a Mexican plant. This is secondary reporting about the rationale; it does not independently establish an official Chinese policy decision (El Economista, July 2, 2025).

The Office of the US Trade Representative lists a report to Congress dated July 1, 2026, on USMCA’s operation with respect to automotive-goods trade. That shows the agreement’s automotive rules remained under policy review; it does not provide an update on BYD’s project or determine how its hypothetical vehicles would be treated (USTR, July 1, 2026).
No clearly attributable evidence cited here confirms a new BYD commitment or a construction start after July 2025. Accordingly, the most precise answer is that BYD considered a Mexico plant, but the reported plan was suspended amid uncertainty; neither a restart nor a permanent cancellation is established.
