Iraq changed its official exchange rate on October 7, 2026, from about 1,300 to 1,500 dinars per U.S. dollar. The change came as war-related disruption to Strait of Hormuz shipping added pressure to oil exports and import logistics. That disruption is important economic context, but available reporting does not establish it as the sole cause of the devaluation.
What changed in Iraq’s exchange rate?
The Associated Press reported that Iraq’s Cabinet decided the new rate the evening before the October 7 announcement. The Central Bank’s stated explanation, as relayed by AP, was that the decision was made “to meet the relevant financial, economic and monetary requirements.” The official rate had been in place since 2023.
The dinar-per-dollar figure is not the only rate people may encounter. AP’s same-day report distinguished the official rate from the rate for consumers buying dollars through banks and from the parallel-market rate:

These are different measures, not interchangeable quotes. The reported parallel-market figures are same-day observations, not a fixed rate or a guarantee of what a buyer will receive later.

Why does disruption to Hormuz matter to Iraq?
Iraq relies heavily on oil exports for government income, and AP reported that most Iraqi exports had traveled through the Strait of Hormuz before the war. When shipping through the strait is disrupted, Iraq can face difficulty moving crude to buyers and may have to use costlier or less efficient alternatives. AP reported that Iraq had resorted to shipping oil overland through Syria.
This creates a plausible channel for economic pressure: export disruption can affect oil receipts, while longer or less efficient routes can raise transport costs. It does not, by itself, prove why the Cabinet selected the October exchange rate. The Central Bank’s public rationale as reported by AP was broad, rather than a breakdown of the decision’s causes.

What do Iraq’s export figures show—and what don’t they show?
March: southern terminals suspended
The State Oil Marketing Organization’s March report said exports from southern terminals were completely suspended effective March 8, 2026. It also said Kirkuk crude exports resumed during the second half of March through the pipeline to Ceyhan, while fuel-oil exports resumed by tanker truck. These are March conditions and do not establish Iraq’s exact export route mix on October 7.
September: a monthly average, not a one-day peak
In a September 21 clarification republished by Iraq’s Natural Resources Transparency Committee, the Ministry of Oil said a roughly 4 million-barrel figure circulating in media referred to exports on one day, not the daily average for the month. The Ministry said exports averaged approximately 2.6 million barrels per day through the date of its statement; the figure could change as September continued.

August: a stated pipeline agreement
AP reported on August 1 that Iraq and Turkey had agreed to a one-year pipeline arrangement with a stated minimum export volume of 750,000 barrels of Iraqi crude per day from Kirkuk to Ceyhan. AP noted that the planned volume would not restore prewar export levels. The agreement’s stated terms are not confirmation that the full volume was being delivered by October.

A joint FAO-WFP information note published April 30, 2026, said regional developments had disrupted Hormuz shipping and increased volatility and costs across energy, fertilizer, and agrifood markets. For Iraq, it identified higher import and logistics costs and tighter availability as ways the disruption could be transmitted into the economy.

The same note estimated that oil revenues fund roughly 90 percent of the government budget and warned that sustained falls in oil prices or exports could constrain public support for food and agriculture. That is an estimate and a forward-looking risk assessment, not a measurement of the October devaluation’s effect on household prices or public services.
What is known about the reasons for the devaluation?
The Central Bank’s October explanation, as reported by AP, cited “the relevant financial, economic and monetary requirements” but did not detail how much each factor contributed. The sources available do not establish that Hormuz disruption alone prompted the rate change or quantify its contribution.

That was the Bank’s explanation for market pressure at that time, not the stated rationale for the October decision.
