Iowa is no longer issuing state hemp cultivation licenses. The Iowa Department of Agriculture and Land Stewardship (IDALS) says its cultivation licensing program ended December 31, 2024, and that authority moved to the USDA effective January 1, 2025. Iowa seed sellers still have a separate state permit requirement: IDALS says agricultural seed sold or distributed in Iowa requires an Agricultural and Vegetable Seed Permit, and its application includes hemp as a seed type.
The title “Now Issuing Hemp Licenses and Seed Permits” refers to IDALS’ earlier announcement, not the current route for growers. The right requirement depends on whether you are growing hemp, selling seed, or handling consumable hemp products.
What changed in Iowa’s hemp licensing program?
IDALS says Iowa’s state cultivation licensing program ceased on December 31, 2024. Effective January 1, 2025, cultivation licensing moved from IDALS to the USDA. IDALS’ Hemp Program page says growers should not renew cultivation licenses through the former Iowa portal.
The earlier “Now Issuing Hemp Licenses and Seed Permits” announcement describes a past phase of the program. Its reported approvals are historical, not current Iowa license counts.

These are separate regulatory questions, not interchangeable versions of one hemp license. IDALS also notes that restricted-use pesticide applicators must meet Iowa licensing and certification requirements, and that Worker Protection Standard duties apply where relevant. What Iowa seed sellers need to know
IDALS answers yes to the question of whether a permit is required to sell hemp seed: “All agricultural seed sold and distributed in Iowa requires an Iowa Agricultural and Vegetable Seed Permit.” The requirement concerns seed sales and distribution in Iowa; it is distinct from authorization to grow hemp.

The IDALS Application for Agricultural/Vegetable Seed Permit includes hemp among its seed types. The form states that the permit period runs from July 1 through June 30. The form retrieved in 2026 lists $10 for a new first-time permit and says renewal fees are based on the previous year’s gross annual seed sales in Iowa. Because application forms and fees can change, verify the current form and instructions with IDALS before applying.
IDALS describes its Plants and Seed Regulatory Program as overseeing whether agricultural and vegetable seed sold in Iowa meets statutory and regulatory criteria. It says companies labeling agricultural seed for sale must have a permit. Its permitted agricultural and vegetable seed company list is a general licensing resource; appearing on it does not establish that a company sells a particular hemp product or that a variety has hemp-specific approval.

What is not established by the available Iowa guidance?
IDALS’ hemp seed handout, Selling Hemp Seed in Iowa, dates to 2020 and discusses purity, noxious-weed, and germination testing and seed labeling. Those details should not be treated as confirmed current hemp-specific requirements without checking with IDALS.
The agency’s cultivation handoff notice establishes that USDA is now the licensing authority, but does not set out current USDA application procedures, fees, or eligibility. Prospective growers should consult USDA’s current hemp licensing information rather than use the former Iowa portal. Seed sellers should confirm current permit and technical requirements directly with IDALS.
