The same announcement covered 50 Iowa energy and biofuel-infrastructure projects: 44 funded through the Rural Energy for America Program (REAP) and six through the Higher Blends Infrastructure Incentive Program (HBIIP). The awards totaled $3,819,144 across those Iowa projects.
What changed in Iowa USDA Rural Development leadership?
Theresa Greenfield, Iowa’s USDA Rural Development State Director since November 2021, announced that deputy director Kate Sand would take over as acting director after Greenfield’s scheduled departure on January 20, 2025. Sand had worked in Iowa USDA Rural Development since 2004, spent ten years as community program director, and became deputy state director in November 2022, according to Iowa Capital Dispatch’s January 14, 2025 report.
Sand’s role was described as acting director, not a permanent appointment. USDA later announced Michael Sexton’s appointment as Iowa State Director on September 22, 2025. In that release, Sexton said he would work with rural communities, small-business owners, and agricultural producers. USDA’s September 22, 2025 announcement provides that later leadership update.
How many Iowa projects received awards?
The January 2025 USDA announcement listed 50 projects in Iowa: 44 REAP projects and six Iowa HBIIP projects. Their combined funding was $3,819,144. The announcement also included a separate $1,825,500 HBIIP project involving locations in both Iowa and Nebraska. Iowa Capital Dispatch described 51 grant recipients across the announcement; that count should not be read as 51 Iowa-only projects. The separate Iowa-and-Nebraska HBIIP project was awarded $1,825,500; USDA did not include it in the six-project Iowa total. HBIIP investments expand access to higher-blend fuels; dispensers and storage equipment are infrastructure, not renewable-energy generation.
What did the awards fund?
REAP: solar and energy-efficiency projects
Most REAP projects in the announcement supported solar arrays at farms and rural businesses, with some funding for efficiency improvements. For example, Wheatland Manor Inc. planned a 67.6-kilowatt solar array at its assisted-living, rehabilitation, and skilled-nursing facility in Clinton County. USDA projected annual generation of 318,982 kilowatt-hours, an annual value of $46,527, and electricity equivalent to the use of 29 homes. Those figures were projections, not audited results.

Another award supported a solar array for A.C. Development LLC, a nonresidential property-management business in Winneshiek County. The announcement’s broader mix matters: the 44 REAP projects were not all described as solar installations.
HBIIP: higher-blend fuel infrastructure
HBIIP awards supported infrastructure intended to make higher ethanol and biodiesel blends more available to drivers. The supported equipment included E15, E85, and B20 dispensers as well as fuel storage.

Cooperative Gas & Oil Co. planned five E15 and five E85 dispensers at its Sioux Center project. USDA projected that the project would increase annual ethanol sales by 1,399,083 gallons. That was a forecast, not a verified sales increase.

Greenfield framed the funding as support for rural economic strength and energy independence. She said USDA would continue working to expand clean energy, lower costs for Iowans, and build an economy benefiting working families and small businesses. Those were stated priorities; the announcement’s generation, savings, household-equivalent, and fuel-sales figures were estimates or projections, not proof of realized outcomes.

For readers comparing the two funding streams, the key distinction is what each award was meant to enable: REAP helped farms and rural businesses invest in their own energy systems or efficiency, while HBIIP helped fuel providers offer higher-blend biofuels. The award totals describe announced federal support, not a guarantee that every planned installation or projected benefit was completed or achieved.
