Intel’s partner-focused Sales and Marketing Group (SMG) was reportedly directed to reduce its costs by more than 35% by the end of 2024. The target was not a 35% cut to Intel’s entire marketing budget or workforce. According to CRN’s August 19, 2024 report, the plan combined job reductions, lower marketing expenses, simplified partner programs, changes to funding decisions, and less overlapping sales coverage.
What Intel’s 35% cost-cutting target meant
The reported target applied to the costs of Intel’s Sales and Marketing Group, or SMG. It did not mean that Intel planned to eliminate 35% of its total employees, cut all advertising spending by 35%, or remove 35% of partner funding.

CRN reported that an internal presentation called for SMG to reduce costs by more than 35% by the end of 2024. The presentation was reportedly discussed at an August 5 all-hands meeting led by Intel Chief Commercial Officer Christoph Schell. Intel did not publicly confirm the precise target or publish a detailed implementation plan.

Intel told CRN that it was becoming “simpler, leaner and more agile” while remaining committed to its channel ecosystem. That statement confirmed the broad direction, but not the exact scope or final results of the reported initiative.

What SMG does
SMG is Intel’s commercial organization for relationships with distributors, resellers, system builders, solution providers, OEMs and other partners. Those companies often help Intel reach customers that do not purchase processors or accelerators directly from Intel.
Consequently, cuts to SMG could affect more than Intel employees. They could change the sales support, training, technical enablement, account coverage, events, marketing funds and product-launch assistance available to partners.
What the plan reportedly included
- Headcount reductions: Some SMG positions were expected to be eliminated or reorganized.
- Lower marketing expenses: Intel was expected to review marketing programs, events and other spending.
- Simpler programs: The group planned to streamline programs from design through execution.
- Clearer funding responsibility: Intel wanted more clearly defined roles for partner funding decisions.
- Less organizational overlap: Account teams, vertical-market groups, SMG personnel and similar “shadow” organizations inside product units were reportedly being reviewed.
- Tighter return-on-investment controls: Intel intended to evaluate partner investments more directly against sales and design wins.
The reported presentation also emphasized communicating “what we stop doing.” That wording suggested that some programs, markets or types of support could be discontinued or materially reduced rather than merely administered more efficiently.

The internal presentation reportedly projected $100 million in savings in the second half of 2024 and more than $300 million in the first half of 2025. Those figures were expectations attributed to the presentation, not audited savings or independently confirmed results.

Why partner funding mattered
“Contra-revenue” generally refers to spending intended to stimulate sales or improve partner economics. In this context, examples included market-development funds (MDF), co-marketing funds, OEM incentives, channel promotions, training and events.
The reported plan was not necessarily to eliminate all such spending. Instead, Intel appeared to be reconsidering who controlled the funds, how quickly decisions were made and whether each program produced measurable commercial value. CRN also reported that Intel’s MDF budget was declining in 2024 after the company simplified its MDF program in 2023.

1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsThat created a concern for distributors and other partners. If Intel reduced financial support, training or sales resources too aggressively, partners could devote more attention to AMD, Nvidia, Qualcomm or other suppliers. This was a potential risk, not a confirmed result of the restructuring.

How the cuts fit Intel’s broader restructuring
The SMG directive followed Intel’s August 1, 2024 announcement of a company-wide effort to eliminate more than 15,000 jobs—about 15% of its workforce—and reduce costs by more than $10 billion.
Intel cited weaker-than-expected revenue growth, high costs and low margins. The company was also trying to respond to the rapid expansion of AI while funding expensive manufacturing investments through Intel Foundry and new facilities.
At the same time, Intel faced stronger competition in client and data-center processors from AMD and Arm-based designs. It was also trying to establish Gaudi AI accelerators in a market dominated by Nvidia’s hardware and software ecosystem.
The channel contradiction
Intel wanted to spend less on SMG while protecting the channel relationships that helped it sell products. That meant reducing duplication and low-return programs without weakening the coverage, support and incentives partners needed to prioritize Intel.

Removing overlapping account teams could make Intel easier to work with if customers previously had to navigate several representatives with unclear ownership. But a smaller organization could also eliminate specialized expertise, weaken local coverage or create confusion during role transitions.
The most important question was therefore not simply how many jobs were cut. It was whether Intel could lower the cost of selling while preserving the commercial capabilities needed to defend existing products and launch new ones.

Gaudi was a practical example of the challenge. Competing in AI infrastructure requires more than a product announcement. Partners and customers may need demonstrations, training, technical support, proof-of-concept assistance, distribution and sales enablement.

Product competitiveness depends on performance, software, price, supply and customer validation. Go-to-market execution depends on salespeople, distributors, solution providers and partner support. SMG cuts could improve efficiency, but they also risked weakening the second category at a time when Intel was trying to build credibility in AI.

Follow-up personnel changes
On September 13, 2024, CRN reported that Intel channel leader Jason Kimrey was leaving, along with other partner-facing executives, amid the SMG cuts. Those departures showed that the restructuring had personnel consequences, but they did not by themselves prove that Intel had achieved its savings target or that every departure resulted directly from the reported 35% plan. CRN’s follow-up report provided additional context.
Why investors and partners should care
For investors, the plan illustrated Intel’s difficult trade-off: immediate operating-cost reductions could help fund the turnaround, but excessive cuts to commercial execution could make revenue recovery harder.
For partners, the practical indicators were likely to be changes in account contacts, MDF rules, approval times, training availability, event support, product-launch resources and coverage for smaller customers. A smaller, clearer organization could improve those processes; a poorly managed transition could make Intel less attractive to the channel.
The reported 35% figure was therefore best understood as a cost-reduction directive inside a critical commercial organization—not as a standalone advertising cut and not as proof that Intel had already realized the promised savings.
