Bottom line: The “20%” figure comes from a Bloomberg Law report published April 23, 2025, which said Intel was preparing a possible reduction of more than one-fifth of its staff. It was not an official Intel announcement confirming a 20% layoff. Intel later disclosed an approximately 15% 2025 workforce reduction, with attrition included, and confirmed additional—but unquantified—cuts in its Data Center Group on July 21, 2026. No verified announcement establishes a new company-wide 20% layoff.
Where the 20% figure came from
On April 23, 2025, Bloomberg Law reported that Intel was preparing plans to cut more than 20% of its staff, citing a person familiar with the matter. The report described a proposed restructuring under CEO Lip-Bu Tan intended to reduce bureaucracy, flatten management, refocus resources on engineering, and lower payroll and operating costs.
That distinction matters. “Preparing plans” was a reported possibility, not confirmation that Intel had approved or carried out a 20% reduction. The report also discussed the possibility that administrative, sales, marketing, and support functions could be affected more heavily than core engineering, but it did not establish a final department-by-department plan.
Calling the story “Intel laid off 20%” changes a reported proposal into a confirmed event. The available disclosures do not support that wording.

What Intel officially announced in 2025
Intel’s July 24, 2025 employee letter and second-quarter earnings release set out a different, company-confirmed target:

Intel said the changes were designed to simplify the organization, increase accountability, reduce expenses, and improve execution. Its July 2025 earnings materials set operating-expense targets of approximately $17 billion for 2025 and $16 billion for 2026.
Intel said most planned headcount actions had already been completed by the end of the second quarter. Its later filing provides the more precise accounting comparison: the core Intel workforce was reduced by approximately 15% by the end of fiscal 2025 compared with the Q2 2025 ending core workforce. That is not the same denominator as Intel’s 108,900 employees reported for the end of 2024, and it should not be presented as 15% of all those employees being dismissed.

How the workforce numbers should be read
Intel reported 108,900 employees at the end of 2024. Applying the reported 20% figure mechanically to that base would produce an estimate of about 21,800 roles, but that is only arithmetic based on a reported proposal—not evidence that those jobs were eliminated.

Intel explicitly said the target included attrition, and workforce totals can also vary with organizational definitions, subsidiaries, divestitures, contractors, and the treatment of businesses such as Altera.
Intel’s 2025 Form 10-K states that the approximately 15% reduction refers to the “core Intel workforce” from the Q2 2025 ending level. Always identify the denominator and whether a figure combines voluntary departures, attrition, buyouts, transfers, and involuntary role eliminations.

Intel’s disclosed restructuring programs
Intel’s 2025 Form 10-K separates restructuring programs from headcount statistics:

These amounts describe accounting charges, not the number of people who left Intel. Severance expense, asset impairments, site changes, and other costs can be recorded without mapping one-for-one to a headcount percentage.

On July 21, 2026, Intel confirmed additional headcount reductions in its Data Center Group. Bloomberg Law and Data Center Dynamics reported the cuts as part of a broader effort to make Intel more focused and efficient, but Intel did not disclose a number in the cited announcement.

The Data Center Group covers important server and data-center businesses. A targeted divisional reduction is therefore significant for employees, customers, and investors, but it is not evidence by itself of a new 20% company-wide cut. Reporting said the reductions would not affect product commitments or road maps; that point should be treated as reported commentary rather than a company-wide numerical guarantee.
Intel reported its second-quarter 2026 results on July 23, 2026. A later filing could change the known workforce count or disclose additional severance, so the latest SEC filing is the controlling source for a current total.

- redirect resources toward core client and server products;
- improve execution in manufacturing and Intel Foundry;
- respond to competition in CPUs, AI accelerators, and semiconductor manufacturing;
- align capital spending with demand and product ramps; and
- remove bureaucracy while increasing accountability.
Intel has simultaneously emphasized product growth, artificial intelligence, manufacturing investment, and data-center demand. That creates the central trade-off: the company is cutting fixed costs while trying to retain scarce process-technology, product-design, software, and manufacturing expertise.
What the cuts could mean
Potential benefits
- Lower recurring payroll and operating costs.
- Fewer management layers and faster decisions.
- More spending capacity for priority products, fabrication, and foundry work.
- A clearer organization if lower-priority projects are actually removed.
Potential risks
- Loss of experienced engineers and institutional knowledge.
- Lower morale and heavier workloads for remaining staff.
- Disruption to complex product, software, or manufacturing schedules.
- Reduced execution capacity if critical skills are cut along with redundant work.
A smaller workforce is not automatically a healthier company. The key question is whether Intel is removing duplicated work while preserving the people needed for process technology, product delivery, software, AI, and factory execution.

What remains unknown
- The exact number of employees affected by the July 2026 Data Center Group cuts.
- Whether Intel ever formally approved or implemented a company-wide reduction of more than 20%.
- The precise split between involuntary layoffs, attrition, voluntary departures, buyouts, transfers, and eliminated roles in the 2025 reduction.
- A definitive department-by-department breakdown of the workforce actions.
- The exact number of employees remaining after the July 2026 divisional cuts.
For employees, prospective hires, and investors, the safest reading is chronological: the 20% number belongs to an April 2025 report; Intel confirmed an approximately 15% 2025 core-workforce reduction with attrition; and Intel later confirmed additional, unquantified data-center cuts. Those facts should not be merged into a current claim that Intel is preparing a new 20% company-wide layoff.
