Pangeos is a proposed floating-city concept from Italy’s Lazzarini Design Studio—not a confirmed Saudi construction project. Its widely reported $8 billion price tag, enormous dimensions and capacity are concept-era estimates, and a 2026 review of public evidence found no confirmed Saudi or Public Investment Fund commitment, financing close or construction start. The 2022 coverage described Saudi Arabia as a possible site for the special shipyard the concept would require; it did not establish that the Kingdom had agreed to build it. [c001] [c002]
What is Pangeos?
Pangeos is a proposed “terayacht”: a floating structure envisioned as a mobile city, with accommodation, hotels, parks, shopping areas and ports for ships and aircraft. The concept comes from Italian design firm Lazzarini Design Studio. Its turtle-like outline and city-scale renderings have helped make it visually striking, but renderings and published design specifications do not show that a vessel has been engineered, financed, approved or built. [c001] [c006]
In contemporaneous reporting, studio founder Pierpaolo Lazzarini described it as a concept that was beginning to move beyond computer animation. That attributed remark is not evidence of a construction contract or project financing. [c003]
How big and expensive is the proposed floating city?
Reports in 2022 gave Pangeos a length of about 550 metres and a maximum width of about 610 metres. Al Bawaba reported a proposed capacity of up to 60,000 guests or occupants, an estimated cost of around $8 billion, and a construction estimate of roughly eight years after work began. These are proposal-era figures relayed in reporting, not independently verified engineering specifications, a secured budget or a contracted delivery schedule. [c001]

| Reported concept figure | What it means—and does not establish |
|---|---|
| About 550 metres long and 610 metres at its widest point | Design dimensions reported in 2022; not independently verified vessel measurements. [c001] [c006] |
| Up to 60,000 guests or occupants | Capacity reported by Al Bawaba in 2022; no independently assessed passenger or occupancy plan is available in the reviewed sources. [c001] [c006] |
| Around $8 billion | A 2022 projected cost, not evidence of a validated project budget or financing close. [c001] [c002] [c006] |
| Approximately eight years | A reported construction estimate after work begins, not a contracted schedule. [c001] |
The size and cost figures should be read together: without published independent engineering, a validated cost estimate or a defined construction plan, neither the scale nor the $8 billion figure can be treated as an established project outcome. The reviewed sources also do not provide an independently published Pangeos feasibility study or environmental assessment. [c006]
How was Pangeos supposed to be built and operate?
The proposal depends on more than building a very large floating structure. The 2022 concept coverage described a dedicated shipyard and a marine basin or dam that could be flooded to float the vessel at launch. Lazzarini was quoted describing the need for a purpose-built facility. That is a proposed construction scenario, not evidence that a site, permits or facility contract exist. [c001] [c003] [c006]

IEN reported that the concept included nine HTS motors, onboard energy sources and 30,000 “hull cells.” These are design claims, not tested or independently validated marine systems. The reviewed material does not establish how the proposed systems would perform in operation. [c001] [c006]
Is Saudi Arabia building Pangeos?
No public commitment to build Pangeos in Saudi Arabia is established by the sources reviewed. In 2022, reporting discussed the area around King Abdullah Port and King Abdullah Economic City as a possible location for the required shipyard. That made Saudi Arabia a proposed location—not a confirmed project sponsor or construction site. [c001] [c002]

A 2026 investigation reported finding no public evidence of a Saudi or PIF investment commitment, an $8 billion financing close, a shipyard contract, an engineering, procurement and construction contract, or physical construction of the vessel. This describes what that investigation found in public evidence; it cannot establish whether private discussions exist. [c002]
Why other Saudi floating or coastal projects are not proof
Two separate Saudi developments can be confused with Pangeos, but neither demonstrates that the terayacht is moving ahead:

- NEOM’s Oxagon: NEOM’s 2021 announcement described Oxagon as a separate industrial development and referred to a planned floating structure of its own. It did not identify that structure as Pangeos. Read NEOM’s Oxagon announcement. [c004]
- Al-Khafji coastal destination: A September 2026 PIF release announced a separately named coastal residential and tourism development. Its approximately 20-square-kilometre area and roughly 10-kilometre waterfront refer to Al-Khafji, not Pangeos. Read PIF’s announcement. [c005]
How to judge a megaproject announcement
For a proposal of this scale, concept imagery and headline estimates are only an early signal. To assess whether it has become a deliverable project, look for evidence such as:
- A disclosed financing commitment or financial close, rather than an estimated total cost.
- A named site and confirmed site control, along with required permits.
- Contracts for the shipyard, marine basin and construction, with identified delivery partners.
- Independent engineering and environmental assessments that test whether the proposed design and construction scenario are viable.
- Specifications and schedules supported by those assessments and contracts, rather than concept descriptions alone.
The reviewed sources do not establish those milestones for Pangeos. They also do not provide a verified delivery outcome for a directly comparable terayacht, so a like-for-like performance comparison would be unsupported. [c002] [c006]
