Inside Meydan City: Is Dubai’s “$30 Billion Abandoned City” Really Abandoned?

Meydan City is legally established, and work continues in parts of the wider area. But the $30 billion budget claim and the status of its best-known planned projects remain unverified.

No available evidence establishes that Meydan City as a whole is abandoned—or that it cost $30 billion. Dubai law recognizes Meydan City and a government-owned corporation responsible for its development and management. Meanwhile, dated records document construction and infrastructure work in parts of the wider Meydan area. The status of headline projects such as Meydan One Mall and Dubai One Tower is a separate question that needs project-specific, current verification.

What is Meydan City?

Meydan City is more than a nickname for a stalled building site: Dubai law establishes a city named Meydan City and a wholly government-owned Meydan City Corporation, assigning the corporation development, management, investment and related functions. The law describes “a city named ‘Meydan City’ in which a free zone will be established.” That legal framework confirms the entity and its mandate; it does not mean every element proposed for the area has been completed. It is important to distinguish the broader area and its residential developments from named projects such as Meydan One Mall and Dubai One Tower, also referred to in some marketing as Meydan Tower. A district can have active construction while a particular proposed component is delayed, incomplete or uncertain.

Where does the “$30 billion abandoned city” claim come from?

The phrase “$30 Billion City” appears in the title of an Arkive video published on 31 December 2021, which discussed delays and a stalled mall while noting that residential development continued. No primary budget, government statement or developer document in the available records verifies $30 billion as the cost of Meydan City. Nor should dollar and dirham figures be treated as interchangeable: a separate announcement referring to AED 30 billion for a Meydan-area branded city does not establish a US-dollar budget for Meydan City. A reliable cost claim would need to identify the original announcement, currency, date and precise project scope.

What evidence shows construction is continuing in the wider area?

District One West

Nakheel’s progress page reports 83.37% overall progress for District One West based on the developer’s internal inspection of 11 June 2026. The page also lists a 73.31% figure from RERA’s inspection of 12 March 2026. Dubai Holding separately announced a phase-two District One West construction contract worth more than AED 1 billion in 2024. That amount applies to the named residential phase, not to the entire area or city. Dubai Holding’s contract announcement

Road infrastructure

Dubai’s Roads and Transport Authority announced two contracts for the Al Meydan Street Development Project with a combined value of AED 1.161 billion. Are Meydan One Mall and Dubai One Tower abandoned?

The available records do not establish a current completion status for either project. Azizi Developments’ Riviera brochure lists “MEYDAN ONE MALL / MEYDAN TOWER” as a nearby destination, but a marketing reference is not a regulatory progress record or a current statement from the project owner. That distinction matters: an announced or marketed project, a paused worksite, a delayed development and a formally cancelled project are not the same thing. Without a dated project-level status record or an authoritative current statement, it would be inaccurate to label either asset active, cancelled or abandoned.

How to check a project’s status

The Dubai Land Department offers a Project Status Enquiry service that can return project details and completion information using a project name, project number or land number. Its general service description does not itself provide current results for Meydan One Mall or Dubai One Tower. Dubai Land Department Project Status Enquiry

  1. Identify the exact asset: Meydan City, Meydan One, Meydan One Mall, Dubai One Tower/Meydan Tower, or a residential project such as District One West.
  2. Search the registered project name or number in the DLD enquiry service. Record the result’s status, completion percentage, developer and update date.
  3. Compare the result with a dated statement from the relevant developer or Meydan/Dubai Holding. Treat marketing material and third-party videos as different kinds of evidence from regulatory records or official project updates.
  4. State what the record covers and when it was issued. A progress update for District One West, for example, cannot establish the status of a mall elsewhere in the area.

What can be concluded from the available records?

  • Meydan City has a legal identity and a government-owned corporation with a development mandate.
  • Documented residential and road works show activity in parts of the wider Meydan area, but do not resolve the status of every planned component.
  • The $30 billion figure is not verified as Meydan City’s budget by the primary records cited here.
  • The current status of Meydan One Mall and Dubai One Tower cannot be established from the available project-specific information.
