Rosoboronexport signed a contract to supply India with S-400 air-defence systems in Delhi on 5 October 2018. Rostec, Rosoboronexport’s parent company, called it the largest contract in Rosoboronexport’s history and the biggest deal in Russia-India military-technical cooperation. That was the supplier’s characterization—not an independently audited ranking. The signing and delivery schedule are documented; the sources cited here do not establish whether all five systems have since been delivered.
What was the India-Russia S-400 contract?
Rosoboronexport, a subsidiary of Russia’s Rostec state corporation, signed the supply contract in Delhi on 5 October 2018. The agreement covered the S-400 Triumph long-range air-defence missile system. India’s Prime Minister’s Office also welcomed the conclusion of the supply contract in a joint statement.
The agreement was a government defence procurement, not a consumer purchase. Rostec’s announcement describes the system as a long-range air-defence missile system; performance claims made by the supplier should be understood as the vendor’s description, not independent testing.
Why was it called Rosoboronexport’s biggest-ever deal?
Rosoboronexport head Alexander Mikheev described the contract as “the biggest for the entire period of military-technical cooperation between Russia and India and the largest in history of Rosoboronexport.” He added: “Today we begin to execute it.” Rostec head Sergey Chemezov called the agreement “a new landmark” in bilateral military-technical cooperation and said it demonstrated trust and understanding between Russia and India.

These statements explain the “biggest-ever” wording: it came from the companies involved and framed the contract’s significance in their own history and bilateral cooperation. The cited announcements do not provide an independently audited comparison of contract values. They also do not state the S-400 contract price, so the deal should not be assigned a monetary value on the basis of these sources.

How does the deal fit into the wider Russia-India defence relationship?
Rostec’s 2018 announcement said Russian military-product exports to India had exceeded $65 billion since 1960. That is a company-reported cumulative figure for exports over decades—not the S-400 contract’s value and not an updated total. Chemezov presented the S-400 agreement as a milestone in military-technical ties and said he expected cooperation to deepen in civil industry as well.
