The claim that India’s football-agent business was “booming” describes a 2017 moment, not a verified picture of today’s market. The useful lesson for players is more durable: before authorising anyone to negotiate for you, verify their credentials, agree in writing on the services and fees, and understand who pays. AIFF’s 2023 regulations say agents providing football-agent services to clients in India must hold a FIFA licence and register with AIFF.
What the 2017 “ISL boom” did—and did not—show
Jaideep Vaidya’s 17 November 2017 Scroll.in feature linked the growth of the Indian Super League (ISL), alongside the I-League season, to a larger pool of Indian players and more work for intermediaries. The article cited the ISL’s reduction at that time from six foreign players to five in a starting XI as part of its explanation. That is historical context, not a current league-format update.

The article’s figures likewise belong to 2017, not to a current market census. Scroll.in and its industry sources reported that about 80% of footballers in India were represented by four or five established agencies, while estimates put the number of representatives at 100 or more; it also reported that only four agents were then registered with AIFF. Nikhil Sharma described the I-League and ISL as having about 250 and 100 Indian players respectively, in mutually exclusive pools. These are attributed estimates from the period, not independently verified present-day totals.
For player finances, the feature reported average annual earnings of Rs 5 lakh to Rs 10 lakh for many Indian players and a median contract value of Rs 20 lakh across 10 ISL clubs for that season. It described an ISL agent-commission cap of 5% that season, a broader India range of 5%–15% according to industry estimates, and a 3% FIFA recommendation under rules then in force. None of those figures should be treated as current rates or benchmarks: FIFA’s current FAQ sets out a client-pays framework and a conditional exception but does not validate those historical rates.

What a football agent does
FIFA defines a football agent as a natural person licensed by FIFA to provide football-agent services to a client with the aim of concluding a transaction. Such services can include negotiation, related communications and preparatory work. In practice, the 2017 feature described agents finding clubs and negotiating pay and prospects for playing time; it also reported that some helped with scouting, commercial matters, finances, accommodation, equipment or education. Those broader services vary by agent and should be stated specifically in any agreement.
The feature used Nadong Bhutia’s path from an injury-disrupted ISL spell to a Calcutta Football League contract and then the I-League to illustrate how an intermediary might help a player find another opportunity. Its interviewees also described a market in which informal mandates, competing claims to represent a player and alleged poaching could cause uncertainty. The article’s quotes—including Indranil Das Blah’s recollection that before the ISL agents were often relatives or close friends, and Mandar Tamhane’s call for written authority—are historical observations, not a description of every current agent or club.
How to check an agent in India
- Confirm the FIFA licence. FIFA says only licensed individuals may perform football-agent services. Use FIFA’s agent directory to check the person’s status rather than relying on a business card, social-media profile or verbal assurance.
- Confirm AIFF registration. AIFF’s Football Agent Regulations, 2023 state that agents serving clients in India must be FIFA-licensed and registered with AIFF. Ask for the registration details and verify them through AIFF’s current official information.
- Check the person and the proposed role. Ask who will personally handle your matter, what transactions and services are covered, and for relevant references. Do not assume that a company name or an associate’s credentials establish the status of the individual who will provide the service.
- Get independent advice before signing. FIFA says an agent must advise a player or coach in writing to consider independent legal advice and obtain written confirmation about whether they did so. Take time to understand the document and seek advice if any term is unclear.
What the representation agreement should say
FIFA’s FAQ says a representation agreement must be in writing and include the parties’ names, duration if applicable, service fee, nature of the services and signatures. For an agreement between an agent and a player or coach, the FAQ sets a maximum term of two years. It says renewal requires a new agreement and that automatic-renewal language is null and void.

Before signing, make sure the document is specific enough to answer these practical questions:
- Which club negotiations, competitions, commercial opportunities or other services are included—and which are not?
- When does the agent’s authority start and end, and how can either side terminate the relationship?
- What fee is due, how is it calculated, when is it payable, and who is responsible for paying it?
- Will the agent represent anyone else in the same transaction, and what written consent would be required?
- Who will provide any additional services, such as accommodation or education support, and are those included in the fee or separate?
Clear written scope and authority answer the kind of uncertainty about verbal mandates and competing representation claims that Vaidya’s 2017 feature highlighted. A template alone does not establish that an agent is licensed or that a proposed arrangement complies with the rules applicable to the transaction.

FIFA’s FAQ describes the client-pays model as the general rule. It also provides a conditional exception: a club, member association or single-entity league may agree with a player or coach to pay the agent in certain cases where the player’s or coach’s negotiated annual remuneration is below USD 200,000, subject to other conditions. The threshold is not a general fee rate or automatic entitlement; check the applicable rules and terms for the specific transaction.

FIFA says an agent generally acts for one party in a transaction. Dual representation of a player or coach and an engaging entity is permitted only when both clients expressly agree in writing in advance; in that arrangement, the engaging entity may pay up to 50% of the fee. Ask the agent to identify every client and payer in writing before agreeing to representation.
Where disputes go—and why the current rules need checking
Under FIFA’s FAQ, disputes involving representation agreements with an international dimension fall within the stated jurisdiction of the FIFA Agents Chamber of the Football Tribunal; the relevant member association handles agreements without an international dimension. AIFF’s 2023 regulations assign AIFF jurisdiction over domestic matters. The international or domestic character of a dispute can affect the route, so a player should not assume that every disagreement goes to the same body.

FIFA’s FAQ states it was last updated on 23 January 2025, and AIFF’s cited regulations date from 2023 with 2024 clarification material. Check the latest FIFA and AIFF documents, and obtain transaction-specific legal advice, before relying on a rule or fee arrangement.
How to compare agents without relying on promises
“Success” claims are difficult to compare unless they are defined and verifiable. A more useful comparison focuses on the arrangement the player can inspect before signing:
