A reported figure that 78% of elderly people lack pension cover is about the elderly population overall—not older women specifically. For an individual woman, eligibility and the amount available depend on the applicable scheme and her state or Union Territory.
What pension can an elderly woman get in India?
An older woman may qualify for the Indira Gandhi National Old Age Pension Scheme (IGNOAPS) if she meets the scheme’s age and Below Poverty Line (BPL) criteria. A widow may instead qualify for the Indira Gandhi National Widow Pension Scheme (IGNWPS), which has different age criteria. Widowhood is not a condition for the old-age pension, and not every older woman is eligible for both schemes.
The Press Information Bureau’s NSAP overview describes the programme’s objective as providing “basic level of financial assistance to old age, widow and disabled persons as well as to the bereaved households in the event of death of the bread-winner belonging to Below Poverty Line (BPL), identified by the States/ UTs as per NSAP Guidelines.” The BPL identification and scheme conditions matter: NSAP is not a universal pension for every older person.
How much is the old-age or widow pension?
The central assistance listed in the Press Information Bureau’s programme overview is a component of the pension, not necessarily the total a beneficiary receives. States and Union Territories may add their own contributions; the actual amount and conditions therefore vary by location.

The PIB says states and UTs are requested to contribute at least an equal amount under the three NSAP pension schemes. It reports actual contributions ranging from ₹50 to ₹5,700 per month. That range illustrates state variation; it does not mean every beneficiary receives the same top-up or that those figures apply uniformly today. Check the current amount and local rules through official channels.
Can a widow over 60 get a pension?
Potentially. Under the central criteria listed by the PIB, a BPL widow aged 60–79 may qualify for IGNWPS and receive central assistance of ₹300 per month; at age 80 or older, the listed central amount is ₹500 per month. A widow may also need to meet state or UT requirements. The fact of being over 60 alone does not establish eligibility: the BPL criterion and applicable scheme rules must also be checked.

Why do many older people miss pension support?
A scheme’s existence does not guarantee that a person is enrolled, can complete the process, or receives adequate and reliable support. NITI Aayog’s 2024 Senior Care Reforms in India report identifies gaps in pension cover and practical access for elderly people. Its figures below concern elderly people overall, not older women specifically.
- Coverage gap: NITI Aayog’s 2024 report says 78% of the elderly population is without pension cover. Its table cites HelpAge India’s 2022 report for this figure; it is not a women-specific coverage rate or a current count of eligible older women.
- Limited private cover: The report’s summary states that, with private cover at 8%, India’s aged population is at risk of financial vulnerability after retirement. This is the report’s characterization, not a current administrative count.
- Documentation difficulties: NITI Aayog reports that 24% of elderly people experienced problems providing documents. The figure is not disaggregated here for older women.
- Cumbersome processes: The report says more than a third (35%) of elderly people could not use these schemes because the process of getting benefits was cumbersome. This, too, is a broader elderly-population finding.
- Unequal life-course opportunity: NITI Aayog reports that 65% of elderly men attended school, compared with 35% of elderly women. This is relevant context for possible differences in navigating information and administration, but it is not a pension eligibility or coverage measure.
- Rural access: NITI Aayog reports that 71% of elderly people reside in rural areas and links rural residence with poor financial-cover coverage and limited infrastructure. This figure is not specific to elderly women.
Together, these findings show why eligibility on paper and access in practice are different questions. They do not prove that every older woman is excluded, or that any single barrier affects all women in the same way.

Why does the central pension not tell the whole story?
NSAP’s central assistance sits alongside state or UT contributions, and the resulting amount varies. There is also a limit on how many people can receive assistance through the programme: the PIB says NSAP serves 3.09 crore BPL beneficiaries under state- and UT-specific ceilings, and assistance is sanctioned up to the number of digitized beneficiaries or the applicable state/UT cap, whichever is lower. This programme-level figure is not a count of older women receiving adequate support.
NSAP came into effect on 15 August 1995, according to the government. Its existence provides a framework, but it does not settle whether the benefit is sufficient for living costs, whether every person in need can qualify, or whether enrollment and disbursement are accessible and timely.

“Better cover” can refer to several distinct policy choices. They involve trade-offs, and the scheme overview and NITI Aayog report do not establish that one change alone would solve the problem.
- Adequacy: Raise support or make it responsive to inflation so a monthly pension better reflects living costs. Higher, recurring payments also require sustainable funding.
- Eligibility and targeting: Reconsider who qualifies and how need is assessed. Broader eligibility may reach people currently excluded, while targeting rules aim to direct limited funds to those most in need.
- Coverage and variation: Examine the effects of beneficiary ceilings and differences in state contributions. More consistent support across locations could reduce geographic disparity, but requires decisions about how costs are shared between the Union and states.
- Enrollment and documentation: Simplify applications and make assistance available to people who struggle with paperwork or complex procedures, without weakening appropriate checks.
- Reliable, accessible payment and recourse: Make payments dependable and provide workable ways to resolve delays, errors, or access problems. A pension that is difficult to receive is not effective protection.
These are dimensions for evaluating policy, not a claim that reforms have already been adopted.

How can someone check eligibility and apply?
There is no single application route or top-up amount established here for every state and UT. The NSAP portal and the UMANG app provide official programme information, including state top-ups and, through UMANG, options for new-application enrollment, status tracking, and sanction or disbursement information. Confirm the current process for the relevant state or UT before applying.
- Identify the state or UT where the applicant lives and check its current NSAP guidance through the National Social Assistance Programme portal or official state channels.
- Check the applicable scheme, age band, BPL identification requirements, local documents, and any state-specific eligibility conditions. A widow should verify widow-pension rules separately from old-age-pension rules.
- Use UMANG or the relevant official state route to submit an application if enrollment is available there; retain any acknowledgment or reference details provided.
- Use the official status and sanction/disbursement information options to monitor the application or payment, and follow the relevant state or UT process to address a delay or other problem.
