Indiana Gov. Mike Braun announced a $1 billion state commitment over 10 years on March 17, 2026, to accelerate growth in agriculture and life sciences. The state says it aims to create 100,000 high-wage jobs over that period; that is a target, not a count of jobs already created. The announcement says funding will be tied to measurable outcomes but does not give a detailed spending breakdown or application rules.
What Indiana announced
The initiative is a 10-year state commitment intended to expand Indiana’s agriculture and life-sciences economy. The state’s stated goal is 100,000 high-wage jobs, with investment focused on increasing employment and wages. The announcement describes the commitment and its intended results, not money already spent or jobs already delivered. The Indiana Economic Development Corporation and Governor’s Office announcement was published March 17, 2026.
The scope is broader than pharmaceuticals or farming alone. It includes human therapeutics, animal health, agritech, biotechnology, and environmental innovation. The announcement names Eli Lilly and Company, Elanco Animal Health, Corteva Agriscience, Roche, Novartis, Labcorp, Cook Medical, Beck’s Hybrids, and Langham Logistics as examples of Indiana’s industry ecosystem, and Purdue University and Indiana University as research partners. Their inclusion does not establish that they have received or will receive initiative funds.
How the state says it will be implemented
Indiana’s framework is regional. Executive Order 25-45 directs regions to submit formal growth plans connected to employment growth, per-capita income, and educational attainment. The Central Indiana Regional Development Authority (CIRDA) was named the first regional steward, with a role coordinating alignment and execution. The announcement does not explain how later regions will be selected or when specific investments will be made.

The state says funding will be linked to measurable outcomes, but the March 2026 announcement does not specify a detailed allocation schedule, application process, eligibility requirements, or award timetable. It therefore does not yet provide enough information for a business, researcher, farmer, or local government to determine whether a particular project can apply.
What the initiative is building on
Indiana already has a substantial life-sciences sector, though estimates depend on how the cluster is defined. A 2026 analysis from Indiana University’s Indiana Business Research Center (IBRC), using Lightcast estimates, places Indiana life-sciences employment at 573,000 workers and sector GDP at $81.86 billion in 2025. IBRC’s cluster definition includes pharmaceutical manufacturing, medical devices, agriculture, biotechnology, and related research and clinical activities. The IBRC analysis cautions that the IEDC/IBRC industry definitions may not be final; some industries span activities beyond life sciences, so only proportional shares are counted in those cases.

Where the regional economy is concentrated
Regional figures show why scale and concentration should not be treated as the same thing. Central Indiana has the largest total life-sciences employment and GDP in the IBRC analysis, while East Central Indiana has the highest life-sciences share of its regional employment. The regional figures below are for 2025 and come from IBRC’s 2026 analysis; employment shares measure local concentration, not total output.

IBRC also compares regions by wages and job growth from 2019 through 2025. Those are distinct measures from employment share and total GDP; the figures above should not be read as a ranking of all four measures. The analysis relies on Lightcast estimates informed by federal employment and GDP data, and its cluster boundaries may change.

What remains to be determined
- How the $1 billion commitment will be allocated across sectors, regions, and years.
- Which organizations or project types will be eligible and how applicants will apply.
- What outcomes will determine funding and how the state will report progress toward the 100,000-job goal.
- When regional plans beyond the first named steward will be selected or funded.
These details matter because the headline figures are goals for a decade-long initiative, while the March 2026 announcement sets out broad priorities and an accountability principle rather than an award program with published rules.
