Google turned a 1,000-acre tract of Iowa farmland near Council Bluffs into a phased hyperscale data-center campus. DataCenterKnowledge reported on December 2, 2013 that Google planned to spend more than $1.5 billion on Internet infrastructure in Council Bluffs, while the expanding site supported 130 full-time jobs and hundreds of construction jobs.
The figure is a historical 2013 plan, not a current estimate of Google’s total Iowa investment. The campus grew through successive buildings, electrical infrastructure and specialized systems rather than appearing as one finished server farm.
How an Iowa field became a server farm
Google bought about 1,000 acres roughly four miles south of its original Council Bluffs data center in 2007. The purchase gave the company room to expand an existing campus instead of developing an isolated site. The first Council Bluffs facility, completed in 2008, stood near a drive-in movie theater.

This sequence illustrates the physical logic of hyperscale construction: secure a large parcel first, then add halls and support buildings as computing demand and utility capacity grow. The vacant acreage was therefore strategic expansion capacity, not unused land that suddenly became productive overnight.

How much did Google’s Iowa data center cost?
Google’s reported planned spending for Internet infrastructure in Council Bluffs exceeded $1.5 billion in 2013. That number should be read as a planned investment figure for the Council Bluffs operation at that time. It is not a disclosed price for one building, a final audited total, or Google’s current Iowa investment.

For a local economy, the distinction between construction work and permanent operations matters. Building phases can create a large temporary workforce, while the completed facility operates with a much smaller specialized staff.

- Available land: Large parcels were ready for phased development and future buildings.
- A skilled workforce: Google viewed the local labor pool as suitable for operating and maintaining the campus.
Microsoft’s and Facebook’s later Iowa campuses were cited as evidence that the region appealed to multiple hyperscale operators. Google also favored expanding existing campuses because an established location can reuse power and fiber infrastructure and gain operating scale. That strategy helps explain why the company bought expansion land south of its first Council Bluffs facility rather than treating every data center as a completely new geographic project.

A data center is more than rows of computers. The systems described in the Council Bluffs account included:
- Networking equipment: Rows of network hardware moved data between Google’s systems and the wider Internet.
- Storage archives: Google’s storage systems backed up user data to tape. Tape remains suited to large archival libraries because cartridges can store data offline and be accessed when needed, although the report does not identify a tape generation, capacity or drive model.
- Satellite arrays: Google described satellite dishes as the primary signal source for hundreds of national Google Fiber television channels at the time.
- Backup generation: The initial site used an equipment-yard generator arrangement. A later design enclosed generators within the building superstructure, integrating backup power into the facility itself.
These details show why the campus required more than a warehouse shell. Server halls, network paths, archival systems, cooling and electrical equipment must work together continuously, with backup systems available when utility power is interrupted.

How the Iowa campus was powered
In 2010, Google entered a long-term agreement to purchase wind energy from NextEra Energy Resources and invested directly in the RPM wind project. The report said the Central Iowa Power Cooperative would deliver the project’s electricity to local consumers.
That arrangement connected Google’s electricity demand with new renewable generation, but it should not be interpreted as proof that every electron consumed by the campus came directly from the wind project. The account also does not establish the campus’s current energy mix, contract status or present-day power demand.
What the Council Bluffs case shows
The Council Bluffs buildout is a clear example of how a hyperscale data center can change land use quickly. A property acquired in 2007 was vacant in 2011, had two completed phases by early 2013 and showed multiple additional buildings and a finished substation by that fall.

Its economic footprint had two layers: a multibillion-dollar-scale infrastructure program as reported in 2013, and a permanent operating workforce of 130 alongside a much larger but temporary construction workforce. The campus also demonstrates why data-center companies compete for locations with room to expand, dependable power, fiber connectivity and workers able to run complex facilities.
