IESCO reportedly told field engineers on February 25, 2026, to implement NEPRA’s 2026 Prosumer Regulations in full, then withdrew the circular the next day. TechJuice reported that the move came while a prime ministerial intervention to protect solar consumers remained unresolved. The circular and halt instruction have not been independently verified here, and later official measures apply only to defined pending applications—not automatically to every existing net-metering customer.
What was the IESCO circular, and why did it cause confusion?
TechJuice reported that an internal IESCO circular dated February 25, 2026, instructed field engineers to implement NEPRA’s 2026 Prosumer Regulations in full. The outlet said the circular was withdrawn on February 26, a day after a reported intervention by the prime minister intended to protect solar consumers. The circular itself and the halt instruction were not located as primary documents, so their wording, status and legal effect should be treated as reported rather than independently confirmed. The apparent contradiction was between a reported government intervention and an instruction reportedly sent to field staff to apply the regulations. A withdrawal the next day may have paused that particular circular, but it does not establish that the regulations were cancelled, that every consumer was protected from them, or that an individual bill or application was resolved.
What rules are in force now?
NEPRA’s legal index lists the Prosumer Regulations 2026 as notified on February 9, 2026, and lists amendments dated April 28 and August 6, 2026. That means the February circular episode is not a complete guide to the rules in force today: readers should consult the current amended text for the provision applicable to their case. The existence of later amendments does not, by itself, answer how a particular system is billed or which version applies to a particular consumer. That depends on the customer’s circumstances and the applicable regulatory text; the circular report alone cannot settle it.
Which pending applications did the government address?
On August 25, 2026, the Power Division said it had directed distribution companies and PITC to verify certain pending applications where consumers had completed specified connection steps before February 9, 2026. The release described cases involving steps such as paying a demand notice, receiving a licence, replacing or reprogramming a meter, or executing a meter connection order before the cutoff. This is a defined verification process for specified pending applications, not a blanket exemption for all existing net-metering customers and not an automatic ruling on an individual bill. A consumer relying on the directive should be able to establish the relevant dates and steps with records; the government release does not say that merely having applied before the cutoff is enough.
What records may help establish a case?
- The demand notice and dated proof of payment.
- Any licence or application correspondence showing when it was issued or received.
- Meter replacement or reprogramming documentation.
- The meter connection order and evidence of when it was executed.
These documents correspond to the steps described by the Power Division; the release does not guarantee that every document listed will determine every application.

Have the pending cases been resolved?
On September 5, 2026, the Power Division reported that 11,695 pending net-metering cases had been resolved and that direct communication with affected consumers had started. The figure is a nationwide reported total; the release does not provide an IESCO-only breakdown, so it should not be read as the number of IESCO cases resolved. In an April 14, 2026 release, the Power Division reported the federal minister for power as saying that nearly 25 percent of IESCO consumers—about 1.1 to 1.2 million installations—had AMI meters with built-in net-metering capability and did not need replacement. These are figures and a capability statement attributed to the minister, not proof that every legacy meter is suitable or that a particular customer is approved under the regulations. Do not assume that a meter must be bought or replaced based only on the circular report, or assume that every meter already supports the required connection. Confirm the meter type and the status of the specific application with IESCO or the relevant distribution company.

How to assess your own IESCO case
- Identify your status. Establish whether your net-metering connection is already active or your application is still pending. The August verification directive concerns a defined class of pending cases.
- Check the cutoff evidence. If you have a pending application, gather dated proof of any relevant pre-February 9, 2026 steps, especially demand-notice payment, and compare the records with the Power Division’s described criteria.
- Check the current rules. Use NEPRA’s legal index and the amended Prosumer Regulations rather than relying only on the February circular account.
- Confirm the meter type. Ask whether your meter is an AMI meter and whether it is suitable for your particular connection; the reported IESCO AMI figures do not decide individual eligibility.
- Request a case-specific response. For a disputed bill or application, contact IESCO with your account and application records and ask which regulation, amendment and processing decision it applied. Keep the response and supporting documents.
