Yes: in January 2022, ID.me CEO Blake Hall first said the company did not use one-to-many facial recognition, then acknowledged two days later that it did use one-to-many face search. That reversal concerned searching a face against a larger image database—not the separate one-to-one check in which a selfie is compared with the photo on the same person’s identity document.
What Hall said, and what changed
- Hall denied using one-to-many recognition. In January 2022, he wrote: “ID.me does not use 1:many facial recognition, which is more complex and tied to surveillance applications.”
- Two days later, he reversed that position. Hall acknowledged that ID.me used one-to-many face search. CyberScoop also reported that the company confirmed it used Amazon Rekognition.
The distinction matters because saying a system compares a selfie with the ID document presented by that same person does not answer whether the system can also search a face against a broader image database. An ID.me engineer’s internal message, reported by CyberScoop, captured the choice facing the company: “We could disable the 1:many face search, but then lose a valuable fraud-fighting tool. Or we could change our public stance on using 1:many face search.”

What one-to-one and one-to-many facial recognition mean
One-to-one matching
A one-to-one check compares a person’s selfie with the face on that person’s submitted identity document. It asks whether these two images appear to show the same person.

One-to-many search
A one-to-many search compares a face against a larger image database to look for a match elsewhere in it. That broader search can be used to detect repeat attempts or possible fraud, but it also raises different surveillance and privacy concerns than checking one selfie against one ID photo. The two modes are distinct capabilities; describing one does not establish whether the other is used.

What ID.me says its verification process does
ID.me’s product page describes a workflow that scans identity documents, uses liveness detection, and matches an applicant’s selfie to the image on the government ID. It markets that process as aligned with NIST 800-63-3 IAL2/AAL2. That description explains the one-to-one workflow; by itself, it does not resolve the separate 2022 dispute about one-to-many face search.
Liveness detection is intended to help determine whether the verification input comes from a live person rather than a static image or other spoof. The materials cited here do not provide a complete, comparable performance evaluation of ID.me and alternative identity-verification providers.

What happens to a selfie and biometric data
ID.me’s privacy policy says the company may derive facial geometry or a faceprint for identity proofing, fraud prevention, and preventing multiple wallets. This is a statement about biometric information; it does not establish that every selfie is stored for the same period, or give a specific retention schedule for raw selfie images.

That timing is tied to wallet closure, not necessarily to the date a selfie is submitted. The policy’s exceptions also mean the general timeframe is not an unconditional deletion guarantee for every case.

Why the dispute mattered to people seeking benefits
ID.me’s verification controversy unfolded amid concerns about access to unemployment benefits. A House Oversight investigation said the company could not provide methodology supporting Hall’s June 2021 claim that more than $400 billion in unemployment funds—about 50%—were fraudulent. That figure was Hall’s claim, not an independently established estimate in the cited congressional findings.
The congressional report also said 10% to 15% of users could not complete automated facial verification and that some people waited up to nine hours for video-chat review. These findings connect identity checks to a practical personal-finance issue: if an applicant cannot pass an automated check and must wait for human review, access to a benefit can be delayed. The reported figures are findings attributed to the U.S. House Select Subcommittee in 2022, not a current measure of ID.me’s failure rate or wait times.

What alternatives ID.me announced in 2022
In February 2022, ID.me announced that users could request verification with a human agent without automated facial recognition, as well as options for selfie deletion. CEO Blake Hall said the change would give consumers “more choice and control over their personal data.” This records what the company announced at that time; it does not establish that the same option, process, or deletion terms are available in every current verification flow.

Was ID.me found to have acted unlawfully?
Senator Ron Wyden and colleagues asked the Federal Trade Commission to investigate whether ID.me’s statements were potentially deceptive. A request for an investigation is not a finding of wrongdoing. The cited materials do not establish a final FTC or court determination resolving legal liability.
