Iceland’s reduced-hours trials reported better worker wellbeing, while productivity and service provision stayed the same or improved in most participating workplaces. But the trials did not establish that shorter hours caused Iceland’s later economic growth, and they were not a nationwide switch to a uniform four-day week.
What Iceland actually tested
Between 2015 and 2019, two large public-sector reduced-hours trials tested shorter working weeks without cutting pay. The 2021 analysis by Autonomy and Iceland’s Association for Sustainability and Democracy (Alda) covered about 2,500 workers—more than 1% of Iceland’s working population. Rather than imposing one schedule, workplaces adapted arrangements to their own services and staffing needs. In many cases, weekly hours fell to 35–36.
“Four-day week” is a convenient label, but it can mislead: reducing weekly hours does not necessarily mean working exactly four days. The trials involved different arrangements, not a single schedule for every participant.
How the two programs differed
| Program | Dates described by the Library of Congress | What the evidence establishes |
|---|---|---|
| Reykjavík City Council | 2014–2019 | A municipal pilot involving adapted reduced-hours arrangements. The trial analysis reports the overall findings across participating workplaces, not a separate outcome figure for this program. |
| National government | 2017–2021 | A separate program with its own timeline. The trial analysis reports the overall findings across participating workplaces, not a separate outcome figure for this program. |
The dates differ because these were separate programs. The broader analysis of the two trials describes activity between 2015 and 2019; that range should not be mistaken for the dates of each individual program.

What happened to wellbeing, productivity, and services?
Worker wellbeing
The trial report describes improvements in reported wellbeing indicators, including perceived stress, burnout, health, and work-life balance. These are findings from participating workplaces, not a guarantee that every worker or occupation will respond the same way. The available summary does not establish a single burnout figure that supports saying burnout “plummeted” across Iceland.
IT Pro reported that 52% of workers said fewer hours made balancing work and private life easier. That is secondary reporting of a figure attributed to the trial report, so it should be read as a reported survey result—not as a measure of how much wellbeing improved for all Icelandic workers.

- High-Resilience Molded Foam Seat – Won’t Flatten After 1 Year – Instead of budget foam that hardens and sags within months, the seat is built with high-density, high-resilience molded foam that bounces back day after day. It maintains its shape and cushioning far longer, preventing the “bottoming out” discomfort common at this price point
- Adjustable Lumbar, Not a Fixed Afterthought – Unlike flimsy plastic supports that crack or lose tension, this chair features a durable lumbar mechanism that adjusts depth to match your spine’s natural curve. Genuinely relieves lower back pressure during long sitting sessions
- Breathable Mesh Backrest – No Peeling, No Heat Buildup – Say goodbye to flaking faux leather. The high-tension mesh back promotes continuous airflow, keeping you cool in warm environments and eliminating the mess of peeling upholstery. Mesh holds up significantly better over time and looks professional years later
- Anti-Sink BIFMA Certified Gas Cylinder – A common failure in budget chairs: the pneumatic cylinder loses pressure and slowly sinks during use. Our Class 3 BIFMA-certified gas lift is built to hold its height reliably, so your chair stays exactly where you set it—year after year. No more sudden drops or mid-work adjustments
- Heavy-Duty Metal Core Base (330 lbs Capacity) – Thin plastic bases can crack under stress, especially near the cylinder hub. We use a reinforced nylon base with a metal core, providing the durability and peace of mind you need. Smooth-rolling, 360° silent casters glide across hardwood, tile, or carpet without scratching or catching
Productivity and service provision
According to the trial report, productivity and service provision remained the same or improved in most participating workplaces. This is evidence that shorter hours could be managed without an overall reported decline in those settings. It does not prove that every workplace can reduce hours without changing output, service levels, staffing, or costs.
Did the trials cause Iceland’s economic growth?
The evidence does not show that they did. The Parliament of Australia’s 2026 research page reports Icelandic GDP growth of 4.1% in 2023, above European and OECD averages. That is a later national economic statistic, not an outcome measured by the workplace trials. The sources do not establish that the trials caused the growth, so describing the economy as having surged because of the four-day week goes beyond the evidence.

Workplace outcomes and national GDP answer different questions. The trials assessed hours, worker-reported wellbeing, productivity, and service provision in participating workplaces. A national growth figure several years later cannot, by itself, identify the effect of those trials among the many influences on an economy.
What changed after the trials?
The Parliament of Australia reports that by 2021, 86% of Iceland’s workforce had either gained shorter hours or the right to shorten them. Those are two different situations: having shorter hours is not the same as having an entitlement or option to pursue them, and neither figure means that 86% of workers adopted a four-day schedule.

BSRB, Iceland’s public-sector trade union federation, says collective agreements in 2020 secured working-time reductions without wage cuts, including reductions of up to four hours for day workers. Implementation depended on the work arrangements involved. The agreements therefore extended the shorter-hours approach through negotiated terms, not a blanket schedule imposed on every worker.
Where the evidence has limits
- Public-sector experience: The trials took place in public workplaces and services. Results may not transfer directly to every private-sector employer or occupation.
- Different working arrangements: Hours and schedules were adapted to workplaces, rather than held constant across the trials.
- Sector-level detail: Eurofound notes that the English-language trial report is vague about how much hours were reduced in different sectors. That makes precise comparisons between occupations difficult.
- No demonstrated GDP link: The cited sources report later economic growth but do not show that the trials caused it.
What Iceland’s experience can—and can’t—tell workers and employers
The trials offer evidence that public workplaces can reduce weekly hours without reducing pay and still maintain or improve productivity and service provision in most participating settings, alongside reported improvements in worker wellbeing. For employers considering a similar change, the practical implication is not that one four-day template will work everywhere: Iceland’s arrangements were adapted to workplaces, and later reductions were negotiated and implemented in context.

For workers, the national figures need the same care. A right to shorter hours is not necessarily the same as actually working fewer hours, and a reduction in weekly hours is not necessarily a four-day week. Iceland’s experience is a substantial public-sector example, not proof of a uniform nationwide schedule or a causal explanation for GDP growth.
