That does not mean every rent transfer will incur a fee: the announced MDR applies to specified merchant transactions, and the available sources do not establish how any particular hostel account is classified.
What Hyderabad tenants are being asked to do
A Times of India report published on 4 October 2026 described hostel and PG operators asking some residents to pay rent in cash in anticipation of additional payment costs. It did not provide a survey or citywide count, so the accounts show a reported trend, not how many Hyderabad properties have changed their policy.
The report cited a JNTU-area tenant, identified as Nikhil N, who said his hostel owner insisted on cash and referred to difficulty with additional charges. It also described a circulated hostel notice asking residents to pay 75% of rent in cash or pay ₹300 extra to transfer via UPI. That ₹300 was the notice’s demand—not the MDR formula or an official fee.
The report noted that a ₹25,000 payment would amount to ₹100 at 0.4% if it qualified as a P2M transaction under the announced framework. This is an illustration, not a determination that a hostel rent payment is P2M or that this rate applies to every rent transfer. V Maheedhar, a Khajaguda hostel operator, told the newspaper that operators were asking for cash but might not be able to enforce the request if tenants delayed payment. Amarnath Reddy Pasam, president of the IT Corridor Hotels Association, described operators as weighing online payment or cash options.

Does the announced MDR apply to your rent payment?
Not automatically. The Ministry of Finance’s 15 September 2026 summary distinguishes person-to-person (P2P) transfers from person-to-merchant (P2M) payments and qualifying small merchants in the P2PM category. A tenant-to-hostel payment cannot be labelled from the payment description alone: the sources do not say how a specific hostel’s receiving account will be classified.

The distinction turns on the transaction’s classification and, for the qualifying small-merchant category, the merchant’s monthly UPI receipts. The threshold and cap do not by themselves establish the MDR on a particular rent payment. Business Standard reported the framework’s scheduled effective date as 15 October 2026; as of the 4 October Times of India report, that date was still in the future.

Can a hostel add a UPI fee to your rent?
The Ministry says MDR is a merchant-side charge, not a charge on customers, and that banks have been advised to ensure merchants do not pass it on. That is the announced policy position; it does not determine a specific tenant’s account classification or adjudicate a hostel’s separate rent terms or refusal to accept a payment method.
If an operator demands an extra amount, ask for the rent terms and the reason for the charge in writing. Keep the notice, payment request, and any receipts or messages. If you need to resolve a dispute about your tenancy or payment terms, seek advice from an appropriate local consumer or legal resource; the cited reports do not settle individual disputes.

- Ask whether the requested payment is rent itself or a separate fee, and request the basis for any extra amount in writing.
- Ask the operator whether the receiving account is treated as P2P, P2M, or qualifying P2PM. The available reporting does not establish the classification for any particular hostel.
- Confirm the accepted payment method and due date under your agreement or written rent terms rather than assuming that the news report changes them.
- Retain proof of payment, including a UPI transaction record or a cash receipt, and save any notice that sets out different payment choices.
What the figures do—and do not—show
The Ministry of Finance estimated that about 96% of merchant transactions would remain unaffected under its analysis, and said P2P transactions account for 70% of total UPI transaction value. These are the Ministry’s estimates, not measurements of hostel rent or Hyderabad payment practices. Its 8 August 2026 release also reported 2,366 crore UPI transactions worth ₹29.9 lakh crore in July 2026, which provides national context but does not establish how hostel receipts are treated.
