An earlier CONAGUA bulletin, issued at noon Mexico central time on October 10, described Simon as a Category 4 hurricane with sustained winds of 240 km/h and gusts of 295 km/h, centered about 185 km south-southwest of Manzanillo. The National Hurricane Center forecast, as reported by AP, called for 10–20 inches (25–50 cm) of rain over parts of southwestern Mexico, with isolated totals up to 30 inches (76 cm) in parts of Michoacán, Colima, and Jalisco. CONAGUA’s October 10 bulletin also warned of landslides, rising rivers and streams, overflows, and flooding in low-lying areas. Heavy rain can create dangerous conditions away from the coast as well as near the storm’s center, particularly where terrain is steep or waterways rise rapidly.

How to interpret the earlier hurricane warning
In Advisory 12, issued at 09:00 UTC on October 10, the National Hurricane Center said preparations to protect life and property should be rushed to completion. It listed a hurricane warning from Punta Mita to El Roblito, including Las Islas Marías. That advisory is historical: it does not establish that the same warning remained in effect on October 11.
