The campus is a major technology investment, but the headline figure repeated in some English-language coverage needs correction: Qingpu district authorities describe the site as 2,400 Chinese mu, equivalent to roughly 395 acres—not 2,600 acres.
The center was officially named in July 2024 and was operating with staff transfers under way by February 2025. Its eventual workforce is commonly described as roughly 30,000 to 35,000 or more personnel, but that should be treated as planned capacity rather than a confirmed current headcount.

What Huawei built
The Lianqiu Lake R&D Center is located in Xicen Community, Jinze Town, Qingpu District, on the western outskirts of Shanghai. It sits within the Yangtze River Delta’s broader integration and innovation corridor, rather than in central Shanghai.
According to the Qingpu district government, the project covers 2,400 mu, has a total construction area of 2.06 million square meters and represents an investment of more than 10 billion yuan. Qingpu officials describe it as Huawei’s largest and most heavily invested global R&D base, although that characterization is an official description rather than an independently audited ranking.

The center is intended to be more than a collection of office buildings. Its reported facilities include laboratories, offices, incubation space, production-support services, restaurants, cafés, recreation areas, roads, bridges and elevated connections. Small trains and scenic routes are also part of the campus design.
Descriptions differ on the number of architectural subdivisions: one official account refers to seven clusters, while other coverage describes eight districts. The safe conclusion is that the development is organized as several themed districts around Lianqiu Lake.
The acreage figure does not match the official measurement
The most important numerical correction concerns the land area.

A Chinese mu is a traditional land-area unit equal to about 666.7 square meters. Therefore, 2,400 mu converts to approximately 1.6 million square meters, or 395 acres. It is not close to 2,600 acres.
Tom’s Hardware repeated the 2,600-acre description, but the figure appears to be a translation, conversion or reporting error unless Huawei publishes a separate official acreage measurement. The 2.06 million-square-meter construction figure should not be confused with the land footprint: a multi-building campus can have more total floor area than the land on which it stands.
How many people will work there?
The widely circulated claim that the campus will accommodate more than 35,000 scientists and engineers needs similar qualification.

Available accounts describe several different stages:

- A January 2024 Qingpu report said the site was expected to serve nearly 30,000 R&D personnel.
- A later district account said more than 30,000 Huawei employees were expected to move into the eastern zone by November 2024.
- A February 2025 account from the Philippine Consulate General in Shanghai said about 25,000 Huawei scientists, engineers and employees were already using offices and laboratories, with another 20,000 expected to transfer later.
- Secondary coverage described the site as capable of accommodating more than 35,000 Huawei personnel.
These numbers are not necessarily contradictory. They may refer to different dates, zones, transfer phases and definitions of personnel. The clearest formulation is that the campus was planned for a workforce in the range of 30,000 to 35,000 or more, while roughly 25,000 people were reported to be using the site during the February 2025 visit.
There is no supplied, independently verified headcount for 2026. It would be inaccurate to state that 35,000 scientists and engineers were already present when the center opened.

Timeline: construction, naming and occupation were separate events
- Around 2021: Construction reportedly began, according to secondary coverage.
- October 2023: Qingpu officials reported that the main structure had been completed. The district described the 2,400-mu development as a planned global innovation base for Huawei.
- January 2024: Qingpu authorities said the center was expected to begin opening in June and referred to plans involving nearly 30,000 R&D personnel. See the district’s announcement.
- July 2024: Qingpu officially announced the project’s name, Lianqiu Lake R&D Center, and described the completed development, its scale and investment.
- October 2024: A further district report discussed the expected relocation of more than 30,000 employees into the eastern zone and outlined research priorities.
- February 2025: A diplomatic-visit account described the center as operational, with staff working in its offices and laboratories and additional transfers expected.
For that reason, “officially opened” is an oversimplification. The project moved through construction completion, phased opening, official naming and staff relocation rather than one clearly documented opening day on which the entire campus became fully occupied.

The campus is therefore best understood as a large, integrated R&D and industrial-support community. That does not establish that every Huawei research division has moved there. The available descriptions indicate that the site is intended to consolidate or support major activities, while some teams and operations may remain elsewhere.

Why the campus matters to Huawei
Concentrating technical talent
Bringing semiconductor, wireless, cloud, AI, automotive and energy teams into one large development could make collaboration easier and give Huawei a substantial base for long-term product research. Whether the campus produces measurable efficiency gains remains an open question; the available reports describe its intended role, not independently verified performance results.
Supporting China’s technology ambitions
The project’s research priorities align with China’s wider effort to strengthen domestic capabilities in chips, artificial intelligence, wireless networks and other strategic technologies. Its location also fits Qingpu’s development of a western Shanghai technology corridor connected to the wider Yangtze River Delta.
Building resilience under technology restrictions
Huawei’s expanded R&D investment must also be viewed against U.S.-China technology restrictions, including U.S. export controls that have limited the company’s access to some advanced foreign technologies and equipment. Those restrictions are important context, but it would be too simplistic to claim that sanctions alone caused the project. Construction began around 2021, and the campus reflects longer-term expansion and research plans as well as the changing technology environment.
Huawei’s own company facts page provides broader context on its global R&D activities and investment. It does not, however, independently confirm every staffing or construction figure reported for Lianqiu Lake.
How it differs from Huawei’s Songshan Lake campus
Lianqiu Lake is in Qingpu District, Shanghai. It should not be confused with Huawei’s well-known Ox Horn campus at Songshan Lake in Dongguan, Guangdong.
The Shanghai project was reportedly inspired in part by the European-style design of the Songshan Lake campus, but the two are separate developments in different cities and provinces. References comparing Lianqiu Lake with other famous corporate campuses often rely on the disputed 2,600-acre figure and should be treated cautiously.
