Huawei Denies Allegations That Its Pangu AI Model Reused Alibaba’s Qwen

Huawei rejected a claim that its Pangu Pro MoE model was derived from Alibaba’s Qwen. The public evidence raises provenance questions but does not prove copying or infringement.

Huawei’s Noah’s Ark Lab denied in early July 2025 that its Pangu Pro MoE model was copied from, or incrementally trained on, Alibaba’s Qwen 2.5-14B. The denial followed a GitHub-published analysis alleging a strong statistical similarity between the models. The reported evidence has not been independently verified, and it does not establish model theft or a legal violation.

The dispute matters beyond the two models: it raises questions about how buyers can assess AI model provenance, licensing and vendor risk in a Chinese AI market where companies can share strategic interests while competing for customers and developers.

What happened between Huawei and Alibaba?

Huawei open-sourced its Pangu Pro MoE models on GitCode in late June 2025, according to Reuters coverage. On July 4, an entity calling itself HonestAGI published an analysis on GitHub alleging a close statistical relationship between Pangu Pro MoE and Alibaba’s Qwen 2.5-14B. Huawei’s Noah’s Ark Lab denied the allegation around July 5. Reuters reported the dispute on July 7. Alibaba did not immediately comment, according to the report.

The claim was that Pangu may have been “upcycled” from Qwen—continued training or other reuse of an existing model—rather than trained independently. That is an allegation, not an established account of Pangu’s development. Reuters reported the denial and allegation but did not independently verify the claim or identify HonestAGI. Reuters coverage syndicated by The Economic Times and the Reuters report syndicated by Yahoo Finance describe the public exchange.

A separate, anonymous account later alleged broader cloning of rival models, including Qwen and DeepSeek. Those claims have not been independently authenticated. Taken together, the events show a public dispute over provenance—not a proven case of theft.

What does the reported 0.927 correlation mean?

Computerworld reported that the HonestAGI analysis claimed a correlation coefficient of approximately 0.927 between statistical characteristics of Pangu Pro MoE and Qwen 2.5-14B, focusing in particular on attention-related parameter distributions. The analysis interpreted the figure as evidence that Pangu could have been derived from Qwen. It is a figure attributed to that analysis, not an independently verified measurement or a statement that the models are “92.7% identical.”

Parameter fingerprinting compares patterns in model weights or their statistical distributions. A strong match can be a useful lead for investigators, but the number alone cannot show how the similarity arose, whether weights were reused, or whether any reuse violated a license. Similar architectures, initialization methods, shared code, training practices or data can create similarities. Computerworld also noted that the methodology was contested and that similar correlation patterns had reportedly been observed between unrelated models; the available reporting does not establish a definitive technical validation of that critique.

To make a persuasive lineage claim, an analysis would need to be reproducible and tested against appropriate controls, including unrelated models and the exact official checkpoints at issue. It would also need to account for architecture and parameter-count differences and explain what level and kind of similarity its method can distinguish. Independent replication would strengthen the claim; a single reported statistic cannot substitute for it. Computerworld’s account describes both the reported correlation and the methodological dispute.

What did Huawei say, and what remains unverified?

Huawei’s Noah’s Ark Lab said Pangu Pro MoE was independently developed and trained, rejected the suggestion that it was incrementally trained from another manufacturer’s model, and pointed to architectural and technical innovations. Huawei also said the model was trained on its Ascend hardware, as reported by Reuters coverage syndicated by The Economic Times.

That is Huawei’s position, not independent proof of the model’s development history. Public reporting does not establish whether internal checkpoints, code or components were reused, nor does it provide a public audit of training records. The Ascend claim identifies the hardware Huawei says it used; it does not by itself settle the question of model lineage.

What are the anonymous insider claims?

Computerworld reported that a purported Huawei insider alleged some Pangu models were created by wrapping, modifying or renaming rival models, including Qwen and DeepSeek. A secondary account pointed to a repository titled True Story of Pangu, but the repository’s authorship, completeness and authenticity have not been established. Its contents should not be treated as authenticated internal Huawei documentation.

Anonymous claims can prompt useful questions, but without verified identity, corroborating records or independent confirmation, they remain unverified allegations. They do not establish that Huawei copied a model, or that any particular Pangu release was derived from a competitor. The reported repository is at github.com/HW-whistleblower/True-Story-of-Pangu.

What “upcycling” means—and why it is not automatically theft

In model development, upcycling broadly means reusing an existing checkpoint through continued training, adaptation, expansion or merging. Other forms of reuse are different and should not be collapsed into one accusation:

  • Code reuse: Building with shared software or open-source code does not, by itself, show that model weights were copied.
  • Architecture reuse: Models can share design choices without sharing trained parameters.
  • Training-data overlap: Shared public or licensed data can produce related behavior without direct checkpoint reuse.
  • Distillation: A model learns from another model’s outputs; this transfers behavior, not necessarily its weights.
  • Checkpoint continuation or parameter copying: These involve reuse of an existing model’s weights, but their permissibility depends on the applicable license and other facts.

Reuse is not inherently improper. The concern in this dispute is the allegation of undisclosed reuse and whether any public description of independent development would be accurate. Technical similarity does not itself prove copyright infringement, a license breach, trade-secret misuse or misrepresentation. Those are separate questions requiring evidence about the actual development process, the relevant rights and terms, and the claims made to users or customers.

Why model lineage is hard to prove

Model weights are often public while training datasets, intermediate checkpoints, logs and development records are not. Shared code and common methods can complicate comparisons. Distillation may transfer capabilities without copying parameters, while continued pretraining and fine-tuning can blur the boundary between a new model and a derivative one. A fingerprint can help direct an inquiry, but it needs a validated method and suitable controls to distinguish genuine lineage from false positives.

A stronger provenance assessment would combine reproducible third-party analysis with preserved checkpoints, training logs, code history, licensing records and a documented account of data and model inputs. No public reporting on this dispute establishes that such a complete audit or an independent forensic review has taken place. There is also no reported ruling by a court, regulator or recognized independent technical body establishing copying or infringement.

Why the dispute matters to China’s AI industry

Huawei and Alibaba have different emphases in their model portfolios, although both operate across cloud, developer and enterprise markets. Huawei has generally positioned Pangu toward enterprise and industry uses, while Alibaba’s Qwen family has emphasized broad developer adoption and open-weight distribution. That distinction is not absolute, but model provenance matters in either setting: businesses need to understand what they are deploying, what the license permits and who stands behind the product.

The disagreement also illustrates how shared national goals do not erase commercial competition. Chinese AI companies compete for developers, enterprise customers, computing resources, talent and international credibility. Huawei’s claim that it trained Pangu on Ascend hardware links the dispute to a wider effort to build an AI stack around domestic hardware and software. The episode may sharpen questions about China’s AI ecosystem, but one public feud does not show that cooperation has ended or that the industry has fractured institutionally.

For international customers, provenance questions can increase scrutiny of training disclosures, licenses, model cards and vendor accountability. The issue is not limited to Chinese models: any organization adopting an open-weight system may need to verify its origin, permissions and support path. A hosting provider can reduce the operational burden of running weights but does not automatically authenticate their training history; self-hosting offers more deployment control while leaving the buyer responsible for diligence and compliance.

What should an enterprise buyer check?

A disputed lineage claim is not evidence that a vendor’s cloud service is unsafe or that a particular model performs poorly. It is a reason to make provenance and contractual protections part of ordinary vendor review. Before adopting an open-weight or hosted model, buyers can ask:

  • What is documented about the model’s origin, contributors, checkpoint history and third-party components?
  • What does the license permit for commercial use, redistribution, derivatives and attribution, and what restrictions or liability terms apply?
  • Where will inference and data processing occur, and what are the retention, logging, training-use and cross-border transfer terms?
  • What independent evaluations are available for the buyer’s specific tasks, and can the vendor provide support commitments and a security response process?
  • Can the organization export its fine-tunes, adapters and application logic, or switch models if access or licensing changes?
  • Does the contract include provenance representations, audit rights, notification obligations or indemnities appropriate to the deployment?

These checks apply whether an organization is considering Huawei Cloud and ModelArts, Alibaba Cloud and Model Studio, or a third-party model registry. A registry can make licenses and model documentation easier to inspect, but listing a model does not independently authenticate its training history. Current service availability, hosting regions and contract terms should be confirmed directly with each provider.

What evidence could resolve the allegation?

The most useful next evidence would be independently reproducible analysis of the exact model checkpoints, with disclosed code, methods and control models. Training records, checkpoint histories, source-code provenance and licensing documents could help distinguish architecture or data similarities from direct weight reuse. Formal statements or evidence from Alibaba, a regulator or a court could also clarify the dispute, but available reporting does not establish that Alibaba made a public formal accusation or that any authority has adjudicated the claims.

Until such evidence is available, the defensible conclusion is limited: Huawei denied the allegation; a public analysis and separate anonymous claims raised questions about Pangu’s provenance; and neither the reported correlation nor the insider account proves that Huawei stole or unlawfully copied Alibaba’s model.
