HRA vs. HSA: Which Is Better for You?

An HSA gives eligible individuals an account they own; an HRA reimburses covered expenses under employer-set rules. Compare the plans and benefit terms before choosing.

Neither an HRA nor an HSA is automatically better. An HSA can be a fit if you qualify through an HSA-eligible health plan and want an account you own. An HRA can be more valuable if your employer offers generous reimbursements that match your expected medical expenses. Compare the actual insurance options and written benefit rules—not just the account names—before deciding.

First, distinguish the insurance plan from the account

A PPO is a type of health insurance plan design; an HSA is an individual account, while an HRA is an employer-provided reimbursement arrangement. They are not three interchangeable kinds of insurance. You may be choosing between insurance plans, deciding whether an account or reimbursement benefit works with a plan, or both.

An HSA can be used for qualified medical expenses, but you must meet eligibility rules to contribute. An HRA reimburses covered expenses under the employer’s plan terms, up to the amount the employer makes available. The employer’s documents determine important details such as eligible expenses and claim procedures.

How HSAs and HRAs differ

Read the HRA terms for what happens to unused amounts, especially at year-end or when employment ends.
Unused funds The balance remains in your individually owned account. HealthCare.gov. Some, but not all, HRAs allow unused amounts to carry forward; the plan sets the terms. IRS Publication 969. Check carryover, claim-submission deadlines, and any forfeiture rules in the written plan.
Health-plan costs An HSA-eligible plan must meet HDHP deductible and out-of-pocket limits. IRS Publication 969. The HRA’s covered expenses and relationship to insurance depend on its type and employer design. HealthCare.gov. Compare premiums, deductibles, covered care, and likely out-of-pocket spending across the actual plans offered.

When an HSA may be the better fit

An HSA may suit you if you are eligible to contribute, value having an individually owned account, and expect to benefit from the employer contributions or other funding available to you. The balance is yours even when an employer contributes: HealthCare.gov explains, “Even if your employer contributes to your Health Savings Account, you own the account and the money in it.” HealthCare.gov’s HSA overview.

Eligibility is not established by an account label or by choosing a plan described informally as a high-deductible plan. For 2026, the IRS sets these federal HDHP thresholds and HSA contribution limits:

These are federal figures for 2026, published by the IRS in 2025. The contribution limit is not necessarily the amount every person can contribute: eligibility months, coverage changes, age, and other applicable rules can affect an individual’s limit. Use the IRS rules and your circumstances to determine your permitted contribution.

When an HRA may be the better fit

An HRA may be more attractive when the employer makes a meaningful amount available and the plan reimburses expenses you are likely to incur. Its practical value depends on the covered expenses, how claims must be submitted, when funds can be used, and what happens to unused amounts. Those details are employer-specific, so check the written HRA plan rather than assuming all HRAs work alike.

Some HRAs can also affect whether you may contribute to an HSA. The IRS generally says an employee covered by an HDHP and an HRA that pays or reimburses qualified medical expenses cannot contribute to an HSA. HRA designs and eligibility details matter, so confirm how your specific arrangement works before making HSA contributions. IRS Publication 969.

How to compare the options your employer offers

  1. Compare the insurance first. For each available plan, write down the premium, deductible, out-of-pocket maximum, and coverage for care you expect to use. An account benefit does not, by itself, show which insurance plan will cost you less.
  2. Identify the employer’s actual dollars. Note any HSA contribution and the HRA amount available for reimbursement. Check whether those amounts are conditional and which expenses they can cover.
  3. Verify HSA eligibility. Confirm that the plan meets the 2026 HDHP requirements if you are evaluating 2026 coverage, and ask whether any HRA or other coverage disqualifies you from contributing.
  4. Read the HRA rules. Look for eligible expenses, claim deadlines, carryover, and what happens to unused amounts when the year ends or your employment ends.
  5. Match the rules to your likely spending. Estimate premiums plus likely out-of-pocket costs, then account for employer contributions or reimbursements you can actually use. Consider whether you prioritize an individually owned balance or immediate access to employer-defined reimbursements.

The account name alone cannot determine the better choice: premiums, cost-sharing, employer funding, covered expenses, eligibility, and plan terms all affect the comparison. For a personal decision, rely on the plan documents and confirm current federal rules with the IRS.
