HP is reducing China’s role in products sold in North America, not moving nearly all of that production to the United States. The company first targeted more than 90% of North America-bound products being built outside China by the end of fiscal 2025, accelerated the goal to “almost all” by the end of June, and later said nearly all products sold in North America were built outside China. HP also expanded U.S. capacity, but described that change as relatively small and focused mainly on federal customers. Vietnam, Thailand, Mexico and India are also part of the manufacturing network.
What HP actually announced
HP’s plan developed in three stages rather than arriving as one completed reshoring announcement.

The wording matters. “Built outside China” describes the location of manufacturing or final build. It does not establish that every part came from outside China, that every product was assembled in America, or that every model followed the same schedule.
Is HP bringing production back to the United States?
Only to a limited extent. Lores characterized the U.S. expansion as a “relatively small change,” primarily serving federal customers. HP expanded U.S. production from desktops into notebooks for that business. That makes the U.S. capacity strategically relevant for government and sensitive procurement, but it does not show that U.S. factories can supply the entire North American consumer market.

The broader move is geographic diversification. HP identified five locations receiving manufacturing activity:
- Vietnam
- Thailand
- Mexico
- India
- The United States
HP has not disclosed the percentage of production assigned to each country, the names of all contract manufacturers, the factories involved, or the investment and job totals. The evidence therefore supports “a diversified production network outside China,” not “nearly all HP products are American-made.”
Why tariffs accelerated the change
HP linked the plan to higher U.S. tariffs on Chinese imports while presenting it as part of a longer-term, globally diverse supply-chain strategy. Its fiscal 2025 outlook reflected tariff increases on China and related mitigation measures. Moving final production away from China can reduce exposure to China-specific duties, but it does not remove trade-policy risk.

HP’s fiscal 2025 third-quarter presentation continued to list supply-chain resiliency projects, product price adjustments and responses to trade-policy updates. Alternative production countries can face their own tariffs, export controls, shipping costs, labor constraints or future policy changes. Components may also cross several borders before a product is completed, and customs rules can determine origin differently from a marketing description.

What “North America” and “outside China” do—and do not—cover
HP’s statements refer to products sold in North America or made for the North American market. They do not say that HP has moved all global production outside China. Products sold in Europe, Asia or other regions may follow different sourcing plans, and HP explicitly said China would remain important for the rest of the world.

- Every HP computer, printer, cartridge or accessory sold in North America is assembled in the United States.
- Every component or subassembly is sourced outside China.
- All retail models changed at the same time.
- A product qualifies as “Made in USA” under a particular legal or government-procurement standard.
- HP has stopped manufacturing in China.
HP’s broad “nearly all” claim should therefore be read as a finished-product manufacturing statement, not a guarantee about the origin of every input.
Which HP products are covered?
The available reporting discusses HP’s wider portfolio and specifically references desktops, notebooks and the Personal Systems business, including PCs and AI PCs. The U.S. expansion involved desktops and then notebooks for federal customers. HP also operates a large printing business, but the public statements do not provide a complete list of printer models, supplies or retail product families affected.
HP reported fiscal 2025 second-quarter revenue of approximately $13.2 billion, including $9.02 billion from Personal Systems, up 7.1% year over year, and $4.18 billion from Printing, down 4.3%, according to CRN’s coverage. Those figures show the scale of the company’s businesses; they do not show that either division moved all production to one country.

What buyers should verify before ordering
Corporate, government and personal buyers should treat the announcement as a reason to ask more precise questions, not as a substitute for model-level documentation.
- Identify the exact model and configuration. Country of origin can vary by model, configuration, customer segment and production batch.
- Define the requirement. “Final assembly outside China,” a legal country-of-origin rule, U.S. assembly and domestic-content compliance are different standards.
- Request written documentation. Ask HP or its authorized seller for a current country-of-origin statement for the specific configuration and shipment.
- Check the entire purchase. A laptop, monitor, dock, power adapter, printer and cartridge can come from different supply chains.
- Review the contract. Federal and regulated buyers may need representations, certifications, security controls or sourcing terms that ordinary retail buyers do not.
- Check inventory timing. Products manufactured before a sourcing transition can remain in distribution channels after the change.
HP’s official shopping and business-service entry points are HP’s store, its printer store and its services page. These pages do not, by themselves, establish the origin of a particular unit; procurement teams should obtain documentation for the actual order.
What the change could mean for prices and availability
There is no evidence that the manufacturing shift automatically lowers retail prices, changes warranty terms or improves availability. HP may absorb some costs, adjust prices, redesign sourcing, hold additional inventory or combine those measures. New factories and supplier qualification can also create temporary duplication and logistics expense.

For consumers, the change may be invisible unless packaging or a customs label identifies the build location. A product built outside China can still contain Chinese-made parts, and a non-China final assembly location does not guarantee a tariff-free supply chain.
What remains unknown
HP has not publicly supplied a complete product-by-product or factory-by-factory breakdown establishing the origin of every major North American retail model. The available materials also do not provide:
- Country-by-country production shares.
- All factory or contract-manufacturer names.
- The precise U.S. facilities or production lines involved.
- A component-origin breakdown.
- A current 2026 percentage for North America-bound products.
- The number of U.S. jobs or the capital investment created by the expansion.
HP’s fiscal 2025 full-year results continued to treat trade regulations and mitigation as cost factors; they do not fill those model-level sourcing gaps. Buyers requiring certainty should make documentation a contract condition rather than relying on the corporate percentage.
The practical financial takeaway
HP has materially reduced China concentration for products sold in North America and created additional U.S. capacity for some federal-focused desktop and notebook production. The larger shift, however, is toward a network spanning Vietnam, Thailand, Mexico, India and the United States. That can improve resilience against a China-specific disruption while exposing HP and its customers to different countries’ tariffs, logistics costs and regulatory risks.
