How USDA Plans to Strengthen Verification of Antibiotic Claims on Meat

USDA’s updated guidance recommends stronger substantiation for meat and poultry labels such as “Raised Without Antibiotics” and “No Antibiotics Ever.” The Food Safety and Inspection Service (FSIS) strongly encourages establishments making these claims to use routine pre-slaughter sampling and testing, or third-party certification that includes testing. This is a recommendation—not a universal testing mandate—and it does not mean every product carrying such a claim is routinely tested.

What changed in USDA’s guidance?

On August 28, 2024, USDA announced updated guidance for animal-raising and environment-related claims. A September 10, 2024 Federal Register notice explains that FSIS revised its recommendation for negative antibiotic-use claims in response to research and concerns about agency sampling. FSIS “strongly encourages” establishments making claims such as “Raised Without Antibiotics” or “No Antibiotics Ever” to substantiate them by implementing routine sampling and testing of animals before slaughter, or by obtaining third-party certification that includes testing. The wording matters: this is guidance, not a new binding rule requiring every producer or product to undergo testing. The notice recommends ways establishments can support claims; it does not establish that all labeled meat is sampled or tested. FSIS’s August 30, 2024 update summarizes the change.

Who reviews the label, and who verifies production practices?

FSIS and USDA’s Agricultural Marketing Service (AMS) have different roles. FSIS reviews meat and poultry labels and assesses whether claims are truthful and not misleading; claims may appear on labels only after FSIS approval. AMS offers voluntary, fee-for-service auditing and verification programs. An AMS audit can evaluate a company’s records and practices, but it does not replace FSIS label review.

What does CRAU verification cover?

CRAU is one concrete USDA verification pathway. AMS describes standards for poultry, beef, and pork that restrict routine use of antibiotics identical or closely related to medicines used in human medicine. Any permitted use must be rare, medically justified, documented, and prescribed by a veterinarian. Companies must maintain a documented quality-management system and be audited through PVP or QSA.

CRAU demonstrates how a documented program and audit can support a claim; it should not be assumed to cover every certification or to satisfy every testing detail without checking the program’s stated scope.

What testing has USDA reported?

USDA’s FY2025 FSIS explanatory notes describe planned exploratory sampling to assess antibiotic residues in cattle intended for the raised-without-antibiotics market. The notes say the work was intended to inform whether FSIS should require test results or begin a verification sampling program. They do not report results or establish that a final rule or ongoing universal sampling program followed. See USDA’s FY2025 FSIS explanatory notes.

The available official material therefore supports a distinction between a recommendation for establishments to substantiate claims and a separate, planned agency sampling effort. It does not provide a qualifying agency prevalence statistic showing how often labeled products fail testing.

What the guidance means for consumers

A USDA-approved label claim is not the same thing as a public guarantee that each package was laboratory tested. The guidance encourages stronger evidence, including routine pre-slaughter testing or third-party certification that includes testing, while AMS programs can audit documented production systems. The exact assurance depends on the claim’s supporting documentation and any certification’s published scope.

For a particular product, consumers can look for the precise label wording and any named certification, then consult the certifier or program description to learn what it audits and whether testing is included. A generic “antibiotic-free” impression should not be treated as evidence of package-level testing; the official sources describe label review and verification pathways, not a consumer test for individual packages.
