U.S. food safety is shared among the FDA, USDA’s Food Safety and Inspection Service (FSIS), the CDC, states and local authorities—not handled by one agency. The clearest evidence of Trump administration changes is a proposed FY2026 federal budget reduction for FDA and a smaller proposed FSIS budget, alongside a USDA-reported drop in FSIS staffing. Those budget requests are proposals, not proof that Congress enacted every reduction or that inspection coverage or foodborne illness rates have changed.
How does U.S. food safety work?
Federal responsibilities are divided mainly by the kind of food and the work being done. The FDA says its Human Foods Program regulates about 80% of the U.S. food supply. USDA’s FSIS has a narrower but direct inspection role for meat, poultry and egg products. Public-health surveillance and state and local enforcement add other parts of the system.
FDA: most foods and preventive rules
The FDA’s Human Foods Program oversees food safety and nutrition. Its responsibilities include preventive requirements for human and animal food, food imports, traceability and inspection. FDA’s estimate that it regulates about 80% of the U.S. food supply is the agency’s own characterization, not an independently calculated share.
USDA FSIS: meat, poultry and egg products
FSIS provides federal inspection of meat, poultry and egg products at federally inspected domestic establishments and for imports. It also supports state inspection programs, records inspection activity through its Public Health Information System, helps investigate outbreaks and assesses whether foreign inspection systems are equivalent to U.S. requirements.

USDA says FSIS plans to maintain legally required inspections at about 7,100 federally inspected establishments. That is an agency plan; the figure alone does not establish inspection hours, staffing at each establishment or the effect of workforce changes.
CDC, EPA, states and local authorities
The CDC leads federal foodborne-illness data collection, outbreak investigation and monitoring of prevention efforts. It also helps build state and local surveillance and response capacity. FSIS coordinates with the CDC, FDA and EPA. States run meat and poultry inspection programs with FSIS support, and FDA describes expanding partnerships that use state inspection resources. Local authorities commonly use the FDA Food Code as a model for retail and food-service rules.

How the system tries to prevent illness
The FDA Food Safety Modernization Act (FSMA) shifted emphasis toward preventing contamination before it causes illness, while outbreak investigations and recalls remain necessary when prevention fails. FDA’s FSMA framework includes rules covering produce safety, agricultural water, traceability, foreign supplier verification, food laboratory accreditation and protection against intentional adulteration.
The scale of the public-health problem is substantial. The CDC estimates reproduced on FDA’s FSMA page are about 48 million foodborne illnesses, 128,000 hospitalizations and 3,000 deaths annually. FDA calls these “recent data,” but the page does not specify the estimate year, so the figures should not be treated as tied to a particular year.

What cuts has the Trump administration documented?
The figures below describe different things: a proposed budget compared with an enacted one, a proposed budget-authority change, and a USDA-reported staffing change. They are not interchangeable measures, and a request is not a final appropriation.

For FSIS, the proposed net decrease is smaller than the proposed reduction to federal inspection because the request also increases state-program reimbursement. For FDA, a budget-authority percentage does not describe the agency’s total funding when user fees are separately included. Comparing these numbers as if they measured the same account or the same service would be misleading.

What is known about inspection capacity—and what is not
USDA says FSIS took staffing-reduction actions in 2025 to produce efficiencies in 2026, and its explanatory notes report the FTE decline. USDA also says it intends to maintain legally required inspections and proposes more reimbursement for state inspection programs. Those statements establish what the agency reported and plans; they do not independently demonstrate that service levels will be unchanged.
For FDA, GAO reported that recruitment, retention and training challenges affected inspection capacity in reports issued from January 2020 through January 2025. GAO also found FDA funding increased from FY2008 through FY2024, largely through user fees. That longer history is relevant context: it does not attribute longstanding inspection-capacity problems solely to the current administration, nor does it settle the effect of a later budget proposal.

The cited budget and staffing documents do not quantify a realized effect of these proposed changes on inspection outcomes, outbreak risk or consumer illness. Without comparable outcome data, it is not established that the proposals have made food less safe—or that planned efficiencies will prevent any service impact.
How to read claims about food-safety cuts
- Check whether the figure is a presidential request, an enacted appropriation or an agency-reported staffing change.
- For FDA, distinguish budget authority from user fees and from the agency’s total budget; do not treat all FDA spending as food-safety spending.
- For FSIS, distinguish federal inspection funding from state-program reimbursement, and staffing levels from inspection hours and establishment coverage.
- Look for measured service or public-health outcomes before concluding that a budget change caused more illness or weaker inspections.
On the cited evidence, the precise answer is that the administration proposed an FDA budget-authority reduction and a modest net decrease in FSIS discretionary funding for FY2026, while USDA reported a lower FSIS FTE level. These facts do not by themselves establish final congressional funding or a measured change in food-safety outcomes.
